About this file

This document is an Amendment 1 Clarifying Questions document for Solicitation 140R4025Q0028 for Janitorial and Light Maintenance services with the Department of the Interior Bureau of Reclamation. The document addresses nine specific questions from potential contractors regarding the scope of work, including details about sidewalk measurements (approximately 4,600 sq feet), window cleaning specifications (one-story, 7 ft high windows), and service expectations. Key clarifications include: exterior services for mesquite and weed removal are anticipated twice annually in spring and summer, window cleaning is an annual scheduled service, and exterior work will be priced as firm-fixed-price per occurrence. The document also specifies a 48-hour annual cap for as-needed janitorial work that does not include outdoor maintenance tasks, with the Contracting Officer (CO) open to potential contract modifications if additional services are required.

140R4025Q0028-Janitorial and Light Maintenance

Amendment 1

Clarifying Questions

Question 1: How many sq feet of sidewalk is there?

Answer 1: Approximately 4,600 (obtained using Bing maps measurement)

Question 2: How many stories are the windows?

Answer 2: One story.

Question 3: How high is the highest exterior window that needs to be cleaned?

Answer 3: 7 ft from ground to top.

Question 4: Annual Hour Cap-The Performance Work Schedule states that total as-needed work cannot exceed 48 hours per year. Could you please confirm whether this 48-hour cap applies solely to janitorial work, or if it also includes exterior work such as weeding, mesquite pod collection, sidewalk cleaning, and other listed light maintenance tasks?

Answer 4- This is expected to be for janitorial cleaning, which could be extra cleaning visits, additional cleaning time for things like walls or taking time to get the stainless steel dividers streak-free, etc. It would not be for any outdoor tasks.

Question 5- Expected Frequency of Exterior Services- Our landscape subcontractor conducted a site visit and advised that maintaining the facility to the standard described would require monthly service exceeding the current designated annual hours. Does the Government intend to request these exterior services on a recurring basis (e.g., monthly), or are they expected to be infrequent?

Answer 5- We do our own maintenance for the landscape but need assistance with gathering the mesquite and weeds on a scheduled basis. We anticipate needing this assistance two times per year, likely in the spring and summer months.

Question 6- Task Scheduling and Approval- Will the COR issue separate written requests for each exterior or deep-cleaning task, or is there potential to coordinate recurring services in advance?

Answer 6- Yes. The COR would request the deep-cleaning task and would be open to scheduling some of the services in advance. Schedule B shows the number of anticipated events. The timing of each of the events would be discussed after contract award.

Question 7- Billing Structure for Exterior Work- Should we price exterior services (e.g., weed removal, mesquite pod cleanup, sidewalk sweeping) as firm-fixed-price per occurrence, or provide hourly labor rates? Are these expected to fall within the 48-hour cap or under a separate CLIN?

Answer 7- Firm-fixed price per occurrence. These are not within the 48-hour cap.

Question 8- Window Cleaning- Can you confirm if exterior window cleaning is anticipated annually, and whether it should be priced as a scheduled service or billed only when specifically requested?

Answer 8- Annual is what is listed in the Schedule B pricing list. This would be scheduled and billed afterwards.

Question 9- Contract Modification Flexibility- If the Government determines that more than 48 hours of as-needed services are required during a performance year, would there be flexibility to increase the limit through a contract modification?

Answer 9- If there is a need for a contract modification, the CO will issue one.
