About this file

This document is an amendment to a federal solicitation, which updates the due date for past performance questionnaires (PPQs) from April 11th to April 19th to coincide with the Phase One Qualifications due date.

The amendment is for Solicitation Number 140R4024R0003, a design-build solicitation issued by the Department of the Interior Bureau of Reclamation for the BGNDRF Treatment Building Expansion project. The PPQs are required under the Past Performance evaluation factor, and the government may also consider other past performance information sources like CPARS. Negative past performance feedback will be evaluated, and offerors will have an opportunity to address any adverse information. Past performance will be used for both responsibility determinations and as an evaluation factor for award.

The offeror shall submit the PPQs to their references and have the references complete and return the questionnaires via email to kruizjimenez@usbr.gov no later than April 19, 2024, at 4:00 pm Mountain Standard Time. The PPQ is included as Attachment No. 3: Past Performance Questionnaire.

a. The CPARS database located at is one of the sources that the Government may use to obtain past performance information. CPARS functions as the central warehouse for performance assessment reports for federal contractors

b. If negative feedback is received from an Offeror’s reference, the Government will compare the negative response to the responses from the offeror’s other references to note differences. A rating will be assigned appropriately to the offeror based on the information. The offeror will be given the opportunity to address adverse past performance information obtained from references on which the offeror has not had a previous opportunity to comment if that information makes a difference in the Government’s decision.

c. Past performance information will be used for both responsibility determinations and as an evaluation factor for award. The Past Performance Questionnaires identified in section J will be used to collect information on an offeror’s performance under existing and prior government contracts for products or services similar in scope, magnitude, relevance, and complexity to this requirement. References other than those identified by the offeror may be contacted by the Government and used in the evaluation of the offeror’s past performance.
