SCOPE
The Bureau of Reclamation, Elephant Butte Field Division, has a need to install temporary scaffolding for 77 days at Elephant Butte Field Division, located at 4696 Hwy 51, Truth or Consequences, NM 87901. The scaffolding must meet the salient characteristics as specified in the requirements of this document.
BACKGROUND
Elephant Butte Field Division is responsible for operations of Elephant Butte Dam and Powerplant. As part of our maintenance responsibilities, we have a need to work from an elevated position as we recondition four discharge conduits on the downstream face of the dam. This work will require sandblasting and application of marine grade protective coatings. The scaffolding will be erected in an area of potential engulfment and is therefore subject to the Facility Hazardous Energy Control Program (F-HECP).
REQUIREMENTS
The Contractor shall provide all labor, expertise, and equipment to install a support type temporary scaffold that allows access by Reclamation staff to complete the required maintenance tasks.
Physical Dimensions:
Working Platform Horizontal Length:
The length of the top tier working platform shall be 36 linear feet from end to end.
Working Platform Vertical Height:
The top tier of the scaffolding platform shall be positioned at the base of the 60” discharge conduits as indicated in Appendix A. The supported scaffolding shall be anchored to the concrete apron below the discharge conduits. The concrete apron is sloped at a 10° to 30° angle. The upright supports are expected to range between 12-18 linear feet for proper placement of scaffolding.
Working Platform Width:
The working platform shall be 48” wide to allow for the free and unencumbered movement of two workers to gain work access to the exterior and interior surfaces of the discharge conduits.
Working Platform Safety Requirements:
Toe Boards- Height and Gap: Toe boards should be at least 3.5 inches (9 cm) tall and have no more than a 1/4-inch gap at the bottom.
Strength: They must be able to withstand a force of 50 lbs. applied to them.
Guardrails- Top rail: The top edge height of top rails or equivalent guardrail system members must be 42 inches (107 cm), plus or minus 3 inches (8 cm), above the walking-working surface.
Midrail: Shall be placed at half the height distance between the working platform and top rail.
Platforms: Supported scaffold platforms shall be fully planked or decked. 1926.451(b) Access: Worker access from the top concrete deck above the discharge conduits to the working platform supported scaffolding shall be included in the scaffolding through approved OSHA methods as described in 1926.451(e)(1-6)
Criteria for supported scaffolds:
· Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) shall be restrained from tipping by guying, tying, bracing, or equivalent means 1926.451(c)(1).
· Supported scaffold poles, legs, posts, frames, and uprights shall bear on angled base plates anchored to the concrete apron below the discharge conduits.
· Supported scaffold poles, legs, posts, frames, and uprights shall be and braced to prevent swaying and displacement.
· The platform must not deflect more than 1/60 of the span when loaded. 1926.451(f)(16).
· Each scaffold and scaffold component must support without failure its own weight and at least four times the maximum intended load applied or transmitted to it. 1926.451(a)(1) A qualified person must design the scaffolds, which are loaded in accordance with that design. 1926.451(a)(6)
· The anticipated load is 750lbs (2 workers @250lbs and 250lbs of equipment/materials).
Scaffolding Assembly/Dismantling Requirements:
· A contractor supplied qualified person as defined by 1926.451(a)(6) shall determine the scaffold design to meet the salient characteristics specified in this document.
· A contractor supplied qualified person as defined by 1926.451(e)(9) and 1926.451(g)(2) determine the feasibility and safety of providing fall protection and access for Bureau work from the provided scaffolding.
· A contractor supplied qualified person as defined by 1926.454(a) shall provide orientation and necessary training to Reclamation employees working on the scaffolds to recognize the associated hazards and understand procedures to control or minimize those hazards.
· Including direction on proper inspect of scaffolds and scaffold components for visible defects before each work shift and after any occurrence which could affect the structural integrity and to authorize prompt corrective actions. 1926.451(f)(3)
