About this file
This document is a set of Questions and Answers related to a federal contract opportunity for scaffolding services at the Elephant Butte facility operated by the Bureau of Reclamation, a civilian agency within the Department of the Interior.
The key details are: The scope of work requires module support scaffolding to be anchored to a concrete apron, with access ladders provided by the contractor. Crane services are not expected. Contractors will need to complete facility safety training on lockout/tagout procedures prior to work. The work area is not considered a confined space. Stainless steel anchor bolts can remain in place after project completion. The contractor will be responsible for manually moving materials within 100 feet of the work zone, as a forklift can only access up to that point. The applicable prevailing wage determination has been provided.

140R4024Q0077 : Questions and Answers
What is the size of the scaffolding job?
Physical dimensions of the scaffolding have been specified in the scope of work.
Can we scaffold from the footing at that water level, or does it have to be hung from above down?
BOR is requesting support type scaffolding that needs to be anchored to the concrete apron. Suspended scaffolding is neither requested nor suitable for this.
Is it easily accessible, if not do we have to walk to material far?
Materials can be staged within 300ft of the work zone. See attached reference photo.
Do we need crane services?
Module support scaffolding is requested and expected to be assembled in place. Access to the concrete apron to erect the scaffolding should be made using a contractor supplied ladder. Crane services are not expected and would need adequate justification included in proposal based on market research.
Does it need to be contained with either debris netting, Shrinkwrap, or other materials?
Reference specifications for toe boards, handrails etc. for requested details on scaffolding. Additional debris netting, shrink-wraps, etc. are not requested.
What type of work is being performed off the scaffolding? Heavy duty, medium duty, or light duty scaffolding?
Reference specifications for work to be performed from scaffolding, including anticipated loading. Primary function of scaffolding is to provide access for personnel to paint flip buckets.
Do we need background checks or anything to get started?
They will be under supervision of the COR. Background checks are not necessary as they will not be in sensitive areas. They will need to complete our HECP training for "lockout/tagout" protocol as they will be working in a potential zone of engulfment and need to understand/comply with the associated safety program.
Any confined space/ lock out tag out requirements we need to be aware of? In addition is there any special rescue equipment needed IE.. tripods/retrieval devices.
Awarded contractor staff will complete the facility Hazard Energy Control Program training prior to any work being initiated. This program provides an explanation of potential hazards, the lockout/tagout control protocol, engineering and administrative controls. This will take approximately 2-hours and will be conducted at the facility. After completion of the training, the contractor job supervisor will be required to walk through the clearance procedure and confirm that all isolation devices are in the correct placement prior to contractor staff entering work zone. This may take up to an additional 90-minutes. After physical verification of proper lockout/tagout controls with the COR, the contractor job supervisor will be required to place a uniquely keyed padlock onto the existing lockbox under the clearance. A special work permit will then be issued granting permission to proceed with entering the work zone and erecting the support scaffolding.
The work zone is not classified as a confined space and BOR is not requesting contractors to enter the conduits for any reason. No special rescue equipment is reasonably needed for the execution of this contracting request.
Can a site photo be provided so we have a better understanding of access (parking) in relation to the site?
See attached photos
Approx distance from staging area (or work truck) to actual build location (distance we need to “hand carry” scaffold equipment?
See attached photo 'Scaffolding Powerplant'. There is an area in front of the powerplant (green polygon) that will accommodate a work truck and 20ft trailer located within 300ft of the work zone. If a transport trailer or larger truck is necessary, parking will be approximately 450ft from the work zone. Additional reference imagery can be obtained from Google Earth.
Will the Scaffolding platforms be subject to water submersion and or spillage (water force of any sort)?
The concrete apron directly beneath the conduits will be above water. Depending on contractor placement of the support scaffolding, some anchors may be required to be placed in 6" or less of pooled water. There will be no operational releases of water and any contact with water would be under pooled conditions and potentially slight wind or weather occurrences outside of Reclamation's control.
Can the concrete anchors remain in place after the project is completed? (stainless steel anchors flush mounted can be used/ and re-used if future needs arise) Stainless steel concrete anchor bolts can remain in place and would be preferred to do so.
Can a photo be provided with a rough sketch “layover” showing extent of the platform and areas the need to be accessed?
Reference photo 'Scaffolding placement' for approximate extent of access areas and position. Exact placement will be coordinated with COR onsite. Module system needs to be adaptable to site conditions encountered onsite and within ranges specified on solicitation.
Is any staging/fall protection required inside the tubes?
This contract does not require or request scaffolding contractors to enter any confined space.
Is there a forklift available to assist with equipment movement IE. on/off truck/s?
Reclamation can furnish certified forklift operator and equipment to assist with material movement to within approximately 100ft of work zone. All materials will require contractor manual movement as the forklift cannot fully access the work zone. Forklift loads are limited to 2500lbs and 15 linear feet. Contractor assumes liability.
Can you provide, the prevailing wage/wage determination requirements? If already in RFP please state where it may be found.
Wage Determination has been attached in this amendment.
