- The contractor must use a state-certified electrician for any electrical work, which will be approved by the Reclamation electrician.
- The project is not tax exempt, so all applicable taxes and fees should be included in the contractor's quote.

140R4024Q0064 – SLV CB Shop Floor and Apron Repair Amendment 0002 Questions and Answers
1. What are the requirements for sub-grade preparation? The solicitation refers to the contractor to provide drainage of the storm water. There are no drawings showing just how to do this? Do we provide the drawing for drainage?
Government Reply: The finished grade outside of the shop should be such that water does not run back up against the building and sidewalk aprons should slope for drainage toward the south to allow water to flow to an existing drain. Drainage should be considered for any proposed changes to the wash bay area. A site visit is strongly encouraged to determine level of detail needed.
2. Does the government do any money down to start a job?
Government Reply: The Government does not advance payments.
3. No bond needed?
Government Reply: A payment bond is required. See Amendment 0001 and Attachment 4 – Payment Bond for full details.
4. What are the key reasons for having the Payment Bond cover an additional one-year period after contract completion?
Government Reply: The key reason for having the payment bond over the year is to ensure subcontractors and suppliers are paid.
5. What needs to happen during this one-year period, after the project has been completed and all payments have been made?
Government Reply: When the project is completed and all payments have been made to subcontractors and suppliers, nothing more is needed during this one-year period.
6. What needs to be included on the as-built drawings?
Government Reply: Note any electrical, piping or drains that may present during removal of concrete. Any newly installed or moved should be noted. Document final features including new drains or change in grade.
7. Do we need a certified electrician to do work?
Government Reply: Yes, as noted in SOW any electrical work needs to be done by a state certified electrician. Reclamation electricians may take care of some changes that come up. All work should be approved by Reclamation electrician.
8. What are the thickness requirements for the slab on the wash bay?
Government Reply: This was verified with Reclamation’s Technical Services Division and is specified in the updated statement of work. The original SOW stated 18 inch thick for new concrete inside the shop. This is updated in the SOW to 8". The outside wash bay should also be 8". Slope of new concrete in wash bay is also specified in updated SOW.
9. Is this project tax exempt?
Government Reply: The project is not tax exempt. All interested offerors should include all applicable taxes, fees, etc. into their quote.
10. Will a change order be accepted if the subgrade under the old outside wash bay slab or the interior slab is saturated (spongey) or not suitable for a new slab (would require over excavation, stabilization and filled with pit run?
Government Reply: The updated SOW states the requirements for fill material and compaction. Plans for subgrade preparation should be included in the bid.
11. What is the proposed thickness of the slab to replace the outside wash bay?
Government Reply: This was verified with Reclamation’s Technical Services Division and is specified in the updated statement of work. The outside wash bay shall have a minimum thickness of 8". Slope of new concrete in wash bay is also specified in updated SOW.
12. Will the BOR be responsible for abandoning the electrical and air lines to the old service pit?
Government Reply: Reclamation will verify that any electrical air service in the pit are inactive prior to start of work and coordinate with the contractor to plan any removal during the work. All changes should be noted by contractor in final drawings.
13. To get any drainage away from the buildings, it is more than likely that the edge of the replaced concrete (North sidewalk and wash bay area) will be below the existing asphalt. What needs to be done with the asphalt to get it down to or below the new concrete elevation?
Government Reply: It is expected that the existing asphalt will need to be disturbed to accommodate concrete installation. The contractor is not expected to replace disturbed asphalt under this contract but should take steps during preparation and finishing to provide for smooth and safe transitions between new concrete and removed asphalt. Final work should be approved by Reclamation.
