Transformers Fluid Testing for
Glen Canyon Power Plant
Amendment 001
Background
The Bureau of Reclamation (BOR), Glen Canyon Field Division (GC) is seeking to procure fluid testing for transformers throughout the Glen Canyon Power Plant facility.
Requirement
GC has requirement for testing fluid in approximately 40 transformers throughout GC power plant. Transformers are filled with one of the following natural ester fluid, mineral oil, or silicone liquid. This testing is done once a year on all fluid filled transformers. Contractor shall provide test kits, fluid analysis, and test reports for each transformer.
Test Kits
The Contractor shall deliver test kits within 5 business days of Reclamations request. Tests kits shall include the needed bottles and syringes to obtain the sample fluids, required forms to be filled out to perform appropriate testing, and all packaging needed to return test to the specified lab. BOR shall pay return postage. Test kits shall be sent to the address below.

Testing
Fluid test kits will be sent to the Government by the Contractor. All fluid samples will be collected by Glen Canyon Field Division and returned to the Contractor for analysis.

Analysis Reporting
Analysis reports for each transformer shall be provided in graphical as well as tabulated format.
Reporting data to be provided for each individual analysis as well as added with trending graphs to a comprehensive list for each transformer.
Comprehensive data to include graphical and tabulated information with dates associated with each fluid sample. Transformer information to include: manufacturer, serial number, manufactured date, power size (MVA or KVA), high voltage, low voltage, weight, equipment type, impedance, phase/cycle, liquid type, gallons, insulation temperature rise, bank number
(K7A, etc.), associated phase, and facility name. Additional analysis reports to include information on liquid level, sample temperature, and top fluid temperature during sampling.
Analysis results for each fluid sample shall be provided electronically.

Quality Assurance Surveillance Plan (QASP):
All work shall be conducted in accordance with the requirements of this performance work statement and all defined ASTM testing methods. Laboratory must have and maintain a valid ISO 17025:2017 certificate of accreditation throughout performance of this contract.
If there are any issues with shipping the kits or testing of the fluid the contractor will be responsible for the retest at no charge to the Government.
Required Submittals with Quote
Contractor shall provide the following information with their quote.
• ISO Certificate of Accreditation
• Quote shall include an example of reports that are provided with each testing sample to show reports meet the above criteria.
• Estimated time frame to set up account and start processing fluid testing after receipt of award.
Incomplete offerors, that do not contain all the stated solicitation submittal requirements can be found non-responsive and may not be considered for award.
