Questions and Answers

Programmatic Agreement Program Management for the Navajo Gallup Water Supply Project

(PAPM)

140R4023R0024

Q1: The task areas contain multiple labor categories per task, but provide BOR estimates for the total task area. Please clarify how many hours are required per LCAT, per each Task Area?

A1: Reclamation has updated the tables starting at page 92. See Updated Attachment 2.

Q2: The key personnel labor categories do not align with the Task tables beginning on page 92.

Are these separate full-time positions?

A2: Reclamation expects that key personnel positions can be filled by the Project Principal and two Project Specialists.

Q3: In the Task list beginning on page 92, the government provides four labor categories, and states that it will take 40 hours to complete Task 2.1.1. There is no way to estimate any of the tasks unless the government provides an accurate hourly estimate per LCAT.

A3: Reclamation has updated the tables starting at page 92. See Updated Attachment 2.

Q4: Will the ceiling value be significantly higher than the last iteration?

A4: We are unable to state the ceiling value of this contract.

Q5: For Evaluation Factor 3, there are three Key Personnel listed. However, none of these positions are listed on the price sheet with the titles given in the section. Can you clarify the number of hours for the three positions listed in Evaluation Factor 3 or confirm which title on the pricing sheet corresponds to each of these three positions? Additionally, can the project specialist position and supporting staff be the same personnel?

A5: No, the Key Personnel should correspond to individuals in the contractor's project team. The contractor can determine who and how these roles are filled within the given parameters.

The government estimated the required labor hours. The government welcomes the contractor to budget labor hours as they feel it is appropriate. The government encourages that the contractor's proposal narrative supports their labor estimates.

The price sheet positions were selected because they align with many contractors organizations researched during Reclamation's Market Research. These positions could fill any role within the project team. It is up to the contractor to determine personnel within their organization that are needed for this project.
