1. Question: Specific page: 83, 84 Paragraph/clause/citation: L.11 WBR 1452.215-81 PROPOSAL INSTRUCTIONS MAR 2021, PHASE ONE SUBMISSION REQUIREMENTS – REQUEST FOR QUALIFICATIONS, Evaluation Factor 1: Past Performance/Experience, (a), (e), (i), (m) Item (a) indicates that PPQs are required to demonstrate past performance/experience. Item (e) indicates that PPQs are required for one (1) to four (4) projects. Item (i) references “one (1) to five (5) detailed past performance/experience projects”. Are these intended to be the same core list of projects? If so, please clarify whether Offerors are to provide four (4) or five (5) past performance/experience projects.

Item (m) requires Offerors to submit a Project Information Worksheet for each identified project. Is intended to be just the past/performance/experience projects referenced in (a) and (e)? If so, please clarify whether four (4) or five (5) worksheets are to be provided, consistent with answer to previous question.

Reclamation Response: See updates to provision L.11. Paragraph (i) has been updated to match paragraph (e).

Responded to in RFP Amendment: 0002 (04/06/2023)

2. DBIA Form 580: Standard Form of Teaming Agreement Between Design-Builder & Teaming Party does not include a Checklist. Please confirm/clarify reference.

Reclamation Response: Teaming agreements are only required for the principal designer, principal contractor/builder and/or O&M contractor. See updates to provision L.11 “Evaluation Factor 2”.

3. 4. Question: Will there be an opportunity to provide feedback on the technical specifications after Shortlisting and in advance of RFP issuance?

Reclamation Response: Reclamation will consider modifying technical specifications at our discretion. Please note Evaluation 4, General Technical approach requires contractor to submit weaknesses in the Technical Criterial Package (TCP).

Responded to in RFP Amendment: 0002 (04/06/2023)

5. Question: Regarding the utilization of past performance and project personnel, what are the requirements for using a sister company or parent company of the offeror? Is a JV required or can the information be provided with a statement of the company relationships?

Reclamation Response: If a parent or sister company is used as past performance, but those personnel or companies are not part of the team used for the requirement, the past performance would likely not be deemed relevant. The general purpose is to provide the past performance and personnel that will be working this requirement. If those companies or personnel are included in the proposal and will work the requirement it may likely be deemed relevant. Meaning, using past performance from people or companies not involved is not appropriate, looking for direct experience of the team proposed. JV is not required, but if a JV is used, please provide information in proposal documents. Responded to in RFP Amendment: 0002 (04/06/2023)

6. Question: Is it possible for us to request the as-builts or record drawings for the Cutter Lateral Water Treatment Plant?

Reclamation Response: We see limited relevancy and are not providing as-builts of the Cutter Lateral Water Treatment Plant. We want to encourage design innovation.

Responded to in RFP Amendment: 0002 (04/06/2023)
