Consultation and Construction Oversight for Aquatic Ecosystem Conservation, Enhancement, and Restoration Projects IDIQ
Questions and Answers
1) Does the government supply an SF33 with the government and contracting information filled in, or does the offeror need to fill in the entire form?
Answer: There is no SF-33 associated with this solicitation. Offeror will fill in the SF 1449
Block 17a Contractor Information and sign Block 30 a through c. Offeror will also sign and return Block 15 a through c of any SF-30 Amendments.
2) Are the Reps and Certs requirements all met by including the FAR and DFARS reports that can be printed from the SAM.GOV website? Or, do we need to find other sections from the attachments that need to be added to Volume 1? For example, page 41 of the solicitation, paragraphs (d)(1) and (d)(2) include a representation that may need to included in Volume 1.
Can you provide a list of items to be included that are not part of the FAR and DFARS report, just to ensure we provide all reps and certs?
Answer: The Reps and Certs on the sam.gov website fulfills the FAR 52.212-3 Provision.
Volume 1 will need to include the Reps and Certs from sam.gov, as well we filled out the following Provisions listed in the Solicitation: DIAR 1452.215-71, Use and Disclosure of
Proposal Information – Department of the Interior (if applicable), FAR 52.204-24 Representation
Regarding Certain Telecommunications and Video Surveillance Services or Equipment, and
FAR 52.209-7 Information Regarding Responsibility Matters.
3) Rows 15, 17, 19 and 20 of attachment 2, the pricing schedule, list "engineer." Is URMCC looking for multiple rates?
Answer: Submitting multiple rates is not necessarily required; the intent of the various rows that list “engineer” is to allow proposing firms to submit multiple rates if they have multiple personnel with varying degrees of engineering education and experience that may work on projects under the IDIQ. If a proposing firm has fewer personnel, they may leave any labor category they will not be utilizing blank. The Schedule B has been updated to reflect this in the instructions and is attached to this amendment 0001.
4) In the Diamond Fork Aquatic Habitat Enhancement Planning and Oversight PWS, section 6.1
Construction Oversight states that “the construction period is expected to include a total of 90 active workdays”. Is that the total working period for the construction crew, and oversight is expected for 50% of the total (i.e. 45 days)? Or, is the contractor expected to be on site for 90 days? I think it is the former, but just wanted to be certain.
Answer: Yes, the 90 days is the total working period for the construction crew and oversight is expected for 50% of the total (45 days).
5) Is the window for revegetation oversight (section 6.2) is a two-week period where the contractor is required to be on site for 50% of that time (i.e. one week)?
Answer: Yes.
6) Is this a multiple award IDIQ?
Answer: This will be a single award IDIQ.
7) Why is this being solicitated as Commercial Services when it appears that the large design component requested would typically fall under FAR 36.6?
Answer: Engineering designs requiring an engineer’s stamp are expected to be minor under this
IDIQ and will be accomplished under IDIQ PWS Paragraph 3.6. The plans/designs under the majority of the IDIQ (PWS Paragraph 3.3) are expected to be for aquatic ecosystem conservation, enhancement, and restoration projects that do not require an engineer’s stamp, are more informal than stamped designs, and do not need to be created by an engineer. Plans/designs under the majority of the IDIQ could be accomplished by personnel with expertise in fluvial geomorphology and hydrology and the other non-engineering specialties highlighted in IDIQ
PWS Section 3.9.
8) Is the majority of work anticipated within the jurisdiction of the State of Utah?
Answer: Yes, the project location could be in any part of Utah, but anticipated focus areas include the Provo River, Hobble Creek, Utah Lake, Diamond Fork, Strawberry River, Duchesne
River, Great Salt Lake, and Jordan River watersheds.
9) Does the work need to conform with the laws and codes of the State of Utah and specifically when performing “a service or creative work, the adequate performance of which requires engineering education, training, and experience in the application of special knowledge of the mathematical, physical, and engineering sciences to the service or creative work as consultation, investigation, evaluation, planning, design, and design coordination of engineering works and systems, planning the use of land and water, facility programming, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications” defined in Utah Code 58 Chapter 22?
Answer: As per IDIQ PWS Section 3.6, “Engineering Designs”, some work may require an engineer’s stamp and conformance with associated State of Utah professional engineer licensing laws and codes. The total amount of Engineering Design work that may require an engineer’s stamp is expected to be minor relative to the other tasks in the PWS. We anticipate most of the planning/design work under the IDIQ could be accomplished by personnel with expertise in fluvial geomorphology and hydrology and the other non-engineering specialties highlighted in
IDIQ PWS Section 3.9.
10) Does the work need to conform with the codes and laws of the local jurisdictions especially when those jurisdictions have floodplain development and excavation requirements?
Answer: The Commission shall be responsible for ensuring work conforms with relevant codes and laws, which may vary by Task Order. As per the final bullet in IDIQ PWS Section 3.3, the
Contractor may be asked to prepare data, drawings, maps, and write-ups related to aquatic enhancement plans to support Commission environmental permit applications, which could include permits required by local jurisdictions. The need for this Contractor service on a given project shall be specified per Task Order (see Seed Task Order PWS Section 3.4).
11) Does work need to conform with CFR 44, Chapter 1 Subchapter B Part 65 and the requirements for a registered professional engineer when working in areas having special flood, mudslide (i.e., mudflow) and flood-related erosion hazards?
Answer: The Commission shall be responsible for ensuring work conforms with relevant codes and laws, which may vary by Task Order. If there is a need for the Contractor to provide licensed engineer services related to special hazard areas, it shall be specified per Task Order. As per
IDIQ PWS Section 3.6, the anticipated need for licensed engineer services is expected to be minor relative to other tasks in the PWS.

15) Does URMCC anticipate the need for the consultant to provide Cultural Resource surveys or evaluations as a part of the Performance Work Statement?
mailto:brandiclark@usbr.gov
Answer: No. The Commission shall be responsible for Cultural Resources surveys and any related tribal or state consultations, as needed. Some task orders may require the Contractor to provide and/or compile data, drawings, maps, and informational write-ups related to aquatic enhancement plans needed to support the Commission’s compliance work or coordination with
Reclamation staff.
16) Does URMCC anticipate the need for the consultant to provide NEPA coordination and documentation services as a part of the Performance Work Statement?
Answer: No. The Commission shall be responsible for NEPA compliance. Some Task Orders may require Contractor services to prepare and compile data, drawings, maps, and informational write-ups related to aquatic enhancement plans needed to support the Commission’s NEPA compliance work (see Seed Task Order PWS section 3.4 as an example) or coordination with
Reclamation.
17) Does URMCC anticipate the need for the consultant to provide water rights analyses services as a part of the Performance Work Statement?
Answer: No. The Commission shall be responsible for completing any work related to water rights, as needed. Some task orders may require the Contractor to provide and/or compile data, drawings, maps, and informational write-ups related to aquatic enhancement plans needed to support the Commission’s water rights compliance work or coordination with Reclamation staff.
18) Does URMCC anticipate the need for the consultant to provide irrigation design services as a part of the Performance Work Statement?
Answer: The Commission and its partners will be responsible for design and operation of irrigation systems on project lands. Some task orders may require the Contractor to provide input and recommendations regarding irrigation as part of developing revegetation plans or providing revegetation oversight.
19) Does URMCC anticipate the need for the consultant to provide Professional Land Survey services for property boundaries, easements or right of ways for roads as a part of the
Performance Work Statement?
Answer: No. Professional Land Survey services are not needed under this IDIQ.
20) Does the Task Order Project Area include the eroding banks at the farm roads and encroachment into the Diamond Fork Road ROW? Please send an area for the Project Area in
KMZ or other format.
Answer: The Seed Task Order will include the area downstream from Section 35 where bank erosion has affected a dirt maintenance access road. Please note, the Seed Task Order PWS originally only included river sections 31-35; the area in question is in section 36. The Seed
Task Order PWS has been updated to include this area and is attached with this amendment 0001 (changes are in red). Also note, the primary focus of this Task Order remains aquatic habitat enhancement. A project area shapefile shall be provided via a Teams link and/or Kiteworks. Offerors wanting a copy of this shapefile shall request so by emailing
Brandi Clark, Contract Specialist, at brandiclark@usbr.gov.
21) Does URMCC anticipate the need for hydrographic survey services in the Task Order to represent the geomorphic changes that have occurred since the 2017 LiDAR.
Answer: As per the Seed Order PWS, we do expect that field verifying or collecting supplemental data on aquatic habitat and channel, bank, and floodplain topography will be needed. Hydrographic surveys may be one method to collect such data. The objective of collecting the data is to generate adequate baseline information and understanding of geomorphic trends to enable the Contractor to prepare effective project designs. We do not anticipate these services would require formal engineering stamp.
