Amendment 0004 Information Page Solicitation No. 140R4021R0010

Spillway Drainage Gallery Lights and Ventilation - Navajo Dam

THE PURPOSE OF THIS AMENDMENT IS TO ANSWERS QUESTIONS FROM

VENDORS AND UPDATES THE CLAUSE AND SPECIFICATION PACKAGE ENTIRELY:

1. Question: What type and size motor overloads are currently installed in the existing Cutler Hammer Magnetic Motor Starter controlling the Ventilating Fan Motor?

o Is it possible to get photos of these overloads and of the entire inner compartment of this motor starter?

Response: Pictures of the motor starter compartment have been included as electronic files, allowing you to zoom in and see more detail

2. Question: Brandon mentioned that they currently have LED light bulbs they use in other parts of the plant; can we please get specifics of these light bulbs they use?

Response: Light bulbs used elsewhere at Navajo Dam are not relevant to the specification requirements for this contract. Please review the revised specifications for requirements regarding LED lighting required for this solicitation.

3. Question: CLIN 0020 UOM of 12, spec 3.2.2 UOM is 12 and 3.2.4 requires an additional 3 of each for spares, please confirm CLIN 0020 UOM to be 13.

Response: CLIN 0020 is accurate for the required number of receptacles to be removed and replaced. Please include the price for spare parts within the unit price for this line item.

4. Question: CLIN 0030 UOM of 66, spec 3.3.5 UOM is approx. 66, 3.3.4 & 3.3.5 requires an additional 10 of each for spares, please confirm CLIN 0030 UOM to be 76

Response: CLIN 0030 is accurate for the required number of light units to be removed and replaced. Please include the price for spare parts within the unit price for this line item.

5. Question: I am reviewing the attached spec sheet and the spec does not have the material needed. It only shows 2400 CFM, but does not include static pressure, elevation of the project and air temperature. Elevation and temperature of air are required to properly size the product. Also, helpful information would be the current size of the inlet pipe so I get it as close to that as possible.

Response: The Statement of Work has been revised to include this information.

6. Question: Section 3.4.1 indicates a 10” duct termination, what is supply side termination size? Please advise

Response: Supply side duct termination is also 10”

7. Question: 3.4.2.1 Compatible with existing Ductwork & power supply. Is there engineered calculation or specification on blower? Three(3) exchanges per/hr. as specified. Part # and specs. We are instructed to verify compatibility of proposed equipment before ordering.

3.4.2.3 Specifies 2400 cfm 3.4.2.5 requires a max noise level of 110 dba. Please provide engineered part numbers.

Response: The Statement of Work has been revised to include this information.

8. Question: I have a great concern with material around duct termination being of asbestos material. Please assure that area is free from asbestos and safe to perform work in area.

Response: The material around the duct terminations was found to contain asbestos materials; however, since the discovered Reclamation contracted with Envirotech to remediate the asbestos containing materials and perform testing through the tunnel and ductwork. All tests were negative for the presence of asbestos, post-remediation.

9. Question: It was identified that expansion couplings be installed every 100 feet; however, given the distance between anchor points of the light fixtures at a much closer interval, then the expansion of the conduit is going to be trapped between the anchor points with no stress relief putting the connection points at risk for failure. The attached note from 2017 NEC supports the position to have expansion couplings between anchor points for stress relief. Please review and confirm if the specified use of expansion joints be modified so that they are placed between the anchor points.

Response: All new installations shall conform to NEC requirements for the location and frequency of expansion coupling installation. In locations where no replacement installations are made, the existing installation shall suffice. The Statement of Work has been revised to reflect this.

10. Question: PVC conduit is specified in section 3.1.6.3., does this mean PVC will be the only means of conduit to be used to replace existing? Coated aluminum conduit and boxes is also made for damp areas, are these acceptable?

Response: Other materials may be proposed, provided they meet all specification requirements, meet NEC requirements, and are compatible with existing installations.

The Statement of Work has been revised to reflect this.

11. Question: Can you provide the area in cubic feet that is supplied by the fan so we can confirm the sizing for at least 3 air changes per hour.

Response: The Statement of Work has been revised by providing the minimum required flow rate.

Additional Information:

1. The closing date HAS NOT changed and is Thursday June 17, 2021 at 2:00 PM MT.

2. The government reserves the right to return any proposals received after the due date and time to sender without evaluation.

3. Offerors must be submitted in two PDF’s, the technical proposal in one package and pricing as another volume. Vendors can submit additional attachments such as examples of previous projects, references and capability statements.
