Amendment 0002 Information Page Solicitation No. 140R4021R0010

Spillway Drainage Gallery Lights and Ventilation - Navajo Dam

THE PURPOSE OF THIS AMENDMENT IS TO PUBLISH THE SITE VISIT VENDOR LIST

AND ANSWERS QUESTIONS FROM VENDORS DURING THE SITE VISIT:

1. Question: Section B CLIN 0010 unit of measurement indicates per linear feet, Section C specification 3.1.1 indicates 500’ of the 985’ tunnel will require new conduit and wire, looking at the pictures there are multiple runs of conduit running the length of the tunnel, Question: is the UOM for CLIN 0010 500’ total? Or 500’ x? runs?

Response: Reclamation estimates that there is a total of approximately 500 linear feet of conduit (including wiring and accessories) that may need to be replaced. This has been clarified in the specification.

2. Question: The new light fixtures and housing doesn’t match?

Response: Specific luminaires have not been specified. It is the responsibility of the contractor to determine the appropriate retrofit and/or replacement materials, ultimately to provide LED lighting at all locations.

3. Question: Warranty – what happens if the contractor is called out for a warranty issue on the

485’ of existing conduit that isn’t going to be replaced?

Response: Warranty work is only applicable to contractor installations, which shall be as built.

4. Question: Is there a reason why the Bureau excluded the expansion couplings in 3.1.3?

(excluding expansion and expansion-deflection couplings)

Response: This was a typo and has been corrected in the specifications. Expansion couplings are required to be installed for all replacement installations where opportunity exists, but no more than every 100 feet. Retrofitting existing satisfactory installations is not a requirement.

5. Question: How many circuits are in the galley?

Response: As part of this amendment Reclamation has included drawing 711-400-163 and the LASP panel schedule, indicating that there are five circuits for the receptacles, and 11 circuits for the lighting. This should be verified by the contractor.

6. Question: 120/208-480 circuits?

Response: All circuits are 120-V but are a series of three 208-V hot legs with a shared neutral. See Dwg (711-400-163) and LASP Panel Schedule.

7. Question: Are vendors to spec out any light fixtures? If so, are those going to be part of the submittal by the contactor?

Response: Yes, vendors are to specify the light fixtures they intend to install and provide technical specifications, brochures, etc as part of the technical submittals with their proposal.

8. Question: Is current equipment, conduit and fixtures originally installed when the facility was built? If so, what year was the plant built?

Response: It is estimated that all existing electrical installations were performed in 1988/1989, per included drawing 711-400-163

9. Question: Can I get the information on the blower and dimensions so I can get a replacement?

Response: Drawings have been included in this amendment. Should the existing location not be large enough for the proposed replacement, details should be provided in the proposal as to the location for the new unit.

10. Question: PVC conduit is specified in section 3.1.6.3., does this mean PVC will be the only means of conduit to be used to replace existing? Coated aluminum conduit and boxes is also made for damp areas, are these acceptable?

Response: Other materials may be considered, provided they meet all specified salient characteristics, are compatible with existing installations, and are clearly identified in the proposal.

11. Question: Some of the safety doors are not closing correctly or they are stuck open and could not be close, will these be fixed before work commences?

Response: All fall prevention/arrest gates will be made functional by the government prior to commencement of work.

12. Question: Based on the nameplate on the existing fan motor, it is a 3/4 HP motor, but a min of

20 HP is requested. It is also expected that the current wire and contactor for the existing fan will be too small for a 20 HP motor, but the specification request that they be reused. Is it acceptable to supply a smaller HP motor to match existing?

Response: The 20 HP requirement has been removed from the specifications. It will be up to the contractor to determine components required to provide for a minimum of three complete air exchanges per hour. Include all details in the proposal.

13. Question: Is there a required static pressure performance required from the new fan?

Response: No.

14. Question: Can the work be turned in and approved in sections? Can warranty start as soon as a section is approved or is it to start only after the completion of all sections?

Response: The warranty period shall begin once the project is deemed substantially complete. The work cannot be sectionalized for warranty purposes.

15. Question: Can a Semi-Automatic Powder Actuated Tool be used to fasten equipment to concrete ceilings and walls?

Response: Yes. Means and methods are determined by the contractor.

16. Question: Can the manway at the top of the gallery be opened to allow for materials to placed inside from this access point?

Response: Yes, however this must be coordinated with the Navajo Dam Superintendent, and it must be secured after each work shift, from the inside.

17. Question: If it is necessary to have some portion of the work completed after 4 PM, what is the advance notice required to allow for this exception, and how much time after 4 PM would be available?

Response: The work schedule is specified as Monday – Thursday, 0630 to 1530 and Friday, 0700 to 1430 (excluding Federal holidays). Any proposed change to this schedule shall be submitted in writing for approval, with at least 24 hours’ notice. An additional 2 hours per day can be allowed with appropriate coordination.

Clarifications.

18. Topic: Drawings

Response: This amendment includes multiple drawings that are considered informational only and are provided to assist contractors with overall design concepts, and layout.

19. Topic: This Amendment Statement of Work replaces the previous version in its entirety.
