About this file
This document is a Questions and Answers (Q&A) file containing contractor requests for information and government responses regarding a Davis Dam underwater construction and maintenance contract.
The solicitation involves removal and replacement of underwater counterweight and chain systems at Davis Dam, requiring diving operations at depths up to 45-50 feet (not reaching 80 feet as initially stated). The government will provide all materials including PVC pipe, chain, bolts, nuts, and strapping material, with the contractor responsible for removal, preparation, and replacement. Component weights include a 61-pound counterweight, 43-pound counterweight well sections, and 30-pound chain. The government will furnish crane support, rigging equipment, and all hoisting capabilities. Drawing 351-D-241 was provided via Amendment 01. The work is anticipated to start on or about September 28, 2026, with anticipated award by September 18, 2026, and completion required within 10 calendar days after award. The contract is a service-type agreement with no bonds required and incorporates staging next to the work site in a secured area. The solicitation initially specified SCUBA diving with NAUI air tables; however, the government confirmed that surface-supplied air (SSA) diving with hard-wire communications and independent emergency breathing gas is acceptable in lieu of SCUBA, in compliance with OSHA 29 CFR 1910 Subpart T and Reclamation Safety and Health Standards. The required dive team consists of four commercially certified divers plus one topside tender/safety diver. The work area is 30 feet from the penstock opening, with penstock wicket gates to be closed and the work area equalized. Quote submission deadline was extended to September 11, 2026.

Diving Mode – Commercial Surface-Supplied Air The SOW specifies SCUBA diving and NAUI dive-air tables for underwater construction activities at depths up to 80 feet. Reclamation RSHS Section 4.07 requires contractor diving operations to comply with 29 CFR 1910 Subpart T and the contractor's Safe Practices Manual, Dive Plan, and Dive Hazard Analysis.
Due to the nature of the work, our commercial diving procedures require use of surface-supplied air (SSA), hard-wire communications, and independent emergency breathing gas for this type of underwater construction.
Surface-supplied air (SSA) can be used safely, and hard-wire communications, and independent emergency breathing gas for this type of underwater construction.
5 9/1/2026
Please confirm SSA commercial diving equipment and procedures may be utilized in lieu of the specified SCUBA/NAUI diving method. Reclamation's current RSHS expressly recognizes both surface-supplied and SCUBA commercial diving operations under OSHA Subpart T.
Surface-supplied air (SSA) can be used safely, and hard-wire communications, and independent emergency breathing gas for this type of underwater construction.
6 9/1/2026
Penstock Opening / Dive Work Area Please provide the dimensions and location of the exposed penstock opening in relation to the dive work area, including the approximate distance between the work location and penstock entrance.
30’ distance from opening. Penstock wicket gates will be closed and work area equalized.
7 9/1/2026
Existing Counterweight The SOW identifies the existing counterweight as “unknown if present.” Please confirm the condition contractors should assume for pricing and how differing conditions discovered during diving operations will be addressed.
The counterweight should be in the counterweight well since it is capped at the bottom. No concern if not in the well since we can install at a later time without going in the water.
8 9/1/2026
Dive Team Manning Please confirm the minimum required dive-team staffing. The solicitation identifies four SCUBA divers plus one topside tender/safety diver, while the SOW states the dive team shall consist of at least four divers inclusive of the Team Lead, Diver(s), and Standby Diver. Please confirm whether the required minimum crew is four or five personnel and identify the required positions.
We want four divers plus one topside tender/safety diver.

The solicitation requires four SCUBA divers and one topside tender/safety diver. Considering the underwater cutting, removal, drilling, and installation work at depths potentially reaching 80 feet, please confirm whether SCUBA is the required diving method or whether surface-supplied commercial diving with hard-wire communications is required or acceptable. See response to Questions 4 & 5.

The Statement of Work references Drawing 351-D-241; however, this drawing does not appear to be included in the solicitation package. Please provide Drawing 351-D-241 and any other available plans, drawings, photographs, dimensions, inspection records, or site information necessary to prepare an accurate firm-fixed-price quotation. Drawing provided via Amendment 01

Diving Requirements-The solicitation states “four qualified SCUBA divers”; however, the scope of work proposed is well outside the limitations for safe SCUBA operations. Based on the work description, this project involves underwater burning, which is the most dangerous task conducted by commercial divers. It is NOT a task that should be conducted on SCUBA, and should only be conducted by surface-supplied, hard-hat divers using hard-wire communications. OSHA 1910 Subpart T, which the RFP references, states in Section 1910.425 that for underwater burning and cutting operations, surface-supplied air diving must be used. The RFP states the use of NAUI (National Association of Underwater Instructors) air diving tables. NAUI is a SCUBA certification, and the use of their air diving tables is not the industry standard for working divers. Commercial diving is governed by the ADCI (Association of Diving Contractors International), which states that the only acceptable dive tables are the U.S. Navy Rev. 7 or a diving contractor’s proprietary dive tables that are based on Navy Rev. 7.
See response to Questions 4 & 5.

Counterweidht and Chain Installation I estimated that the steel counterweight that requires removal weighs over 1,000 pounds. Even if it is cut into four pieces, that is still 250 pounds per section. That is obviously more than a person can manage, especially underwater. Will there be a crane provided? If we provide our own crane, is there access for it?
Will Davis Dam provide a crane to offload the dive equipment?
Can the work be performed from the roadway?
What material is the counterweight well pipe made of?
What are we drilling into for the new chain attachment points—concrete, wood, or steel?
The chain to connect weighs roughly 200 to 250 pounds, plus the unknown weight of the counterweight itself, so we are back to crane usage.
What are the GOVERNMENT-FURNISHED items?
Davis Dam is providing the crane and operator, rigging straps, and all needed items to lift the pipe and chain.
Crane will be avaliable to lower backets, and any items contractor will need to perform the work. Work cannot be done on roadway. Counterweight well be PVC, drilling into concrete, crane use for all lifting, GOV will purchase PVC, chain, bolts, nuts, and strapping material
18 9/2/2026 When will the work start? Work is anticipated to start on or about September 28, 2026, however schedule is flexible.
19 9/4/2026 The solicitation requires completion within 10 calendar days after award. Do you have an estimated award date so we can evaluate crew and equipment availability?
Award is expected to be made no later than September 18, 2026.
20 9/4/2026 Will a Government-provided crane or other hoisting equipment be available for contractor use onsite?
See response to Question 17.
21 9/4/2026 Please confirm the available staging space, electrical power, parking, equipment inspection requirements, and site access or badging requirements. Staging will be next to work site in secured area.
22 9/4/2026
The solicitation expressly requires SCUBA divers. Is there a specific operational reason for requiring SCUBA? AUS performs commercial diving using surface-supplied breathing gas, either air or Nitrox, rather than SCUBA. Surface-supplied diving is better suited for the underwater cutting, drilling, rigging, removal, and installation activities included in this scope. The system provides continuous diver-to-surface communications, live video monitoring, surface-controlled depth monitoring, a continuous primary breathing-gas supply, an independent emergency breathing-gas supply, and a strength-rated diver umbilical.
These controls provide the dive supervisor with continuous oversight and support emergency response near the exposed penstock opening. AUS’s surface-supplied diving procedures comply with OSHA 29 CFR 1910 Subpart T and applicable Reclamation Safety and Health Standards.
Please confirm whether surface-supplied air or Nitrox diving is acceptable in place of the SCUBA method identified in the Statement of Work. See response to Questions 4, 5 & 17.
23 9/4/2026
A Certificate of Liability Insurance is due within two days after award, but the solicitation does not identify the required insurance limits. Please provide the required coverages, limits, endorsements, and certificate wording.
Government is providing all the materials, and Contractor is completing the removal, preparation, and replacement.
24 9/4/2026 Drawing 351-D-241 is referenced but does not appear in the solicitation package. Please provide a copy of this drawing. Drawing provided via Amendment 01
25 9/4/2026
Section 1.07 identifies an anticipated depth of 45 to 50 feet, while Section 2 states dive depths might reach 80 feet. Please confirm the maximum expected working depth and provide any available elevation drawings. Gate will be up so depth height will not reach 80'.
26 9/4/2026
Please provide a complete list of Government-furnished materials, including the quantity, dimensions, and weight of each item. Please also confirm whether all materials will be onsite before contractor mobilization.
See response to Question 9. All materials and support will be on site.
