About this file

This is a Statement of Work (SOW) for Solicitation No. 140R3026Q0066 for the Riverside Vessel Barrier Replacement at Hoover Dam, issued by the Bureau of Reclamation, Lower Colorado Dams Office.

The contractor shall provide a complete, turnkey replacement of the existing riverside vessel barrier system that has reached end-of-life. The scope includes removal and disposal of the existing barrier and gate system on the riverside/downstream section of Hoover Dam, furnishing all new components, and installation and commissioning of a new vessel barrier system. The replacement system must meet specific performance requirements including fast water capability for continuous operation in tailrace conditions with strong currents and turbulent flow, all-season durability for high-flow and spring freshet conditions, high-visibility design to warn recreational users, self-rotating HDPE or equivalent construction to minimize debris accumulation, compatibility with existing dam safety and security operations, and compliance with federal, state, and local regulations related to dam safety, navigational hazards, and public access risk management. Deliverables include a fully assembled fast-water vessel barrier system with boat access gate, all mounting hardware and installation materials, additional hardware enabling future containment barrier attachment, and maintenance and technical documentation including product data, cut sheets, maintenance manuals, and warranty documentation. The contractor shall obtain Hoover Dam security badges for all personnel and perform work during normal business hours Monday through Friday, 6:00 AM to 3:00 PM PDT, excluding Federal holidays. Work will be performed at Hoover Dam, Nevada Tail Bay, with access via the upper gate across from the Hoover Dam Warehouse on U.S. Highway 93. Work shall begin within 30 days of contract award, with on-site installation completed within 15 days unless otherwise approved by the Contracting Officer. The Government will furnish and install the padlock for the boat access gate.

Riverside Vessel Barrier Replacement for Hoover Dam

1.0 Background

The Bureau of Reclamation, Lower Colorado Dams Office (LCDO), Hoover Dam, requires replacement of the existing riverside vessel barrier system, which has reached end-of-life. This barrier forms part of the security perimeter and controls water‑side access to non-public areas downstream of Hoover Dam.

2.0 Scope

The Contractor shall provide a complete, turnkey replacement of the existing riverside vessel barrier system, including a new boat access gate. The system shall include all materials, components, equipment, and labor necessary for full removal and disposal of the existing vessel barrier system, plus installation and commissioning of a new vessel barrier system, and shall comply with all applicable federal, state, and local regulations.

The replacement system shall meet the following performance requirements:

• Fast Water Capability – The barrier and gate system shall be engineered for continuous operation in fast‑moving water typical of tailrace conditions below Hoover Dam. The system shall maintain structural integrity, buoyancy, and operability under strong currents, variable flow rates, and turbulent conditions, and shall resist hydrodynamic loading, debris impact, and vortex‑induced movement without performance degradation.

• All‑season durability – Capable of withstanding high‑flow and spring freshet conditions without loss of stability or functionality.

• High‑visibility design – Provides clear visual warning to recreational users approaching restricted zones.

• Self‑rotating HDPE (or equivalent) construction – Minimizes debris accumulation and avoids significant flow obstruction.

• System compatibility – Integrates with existing upstream and downstream dam safety and security operations.

• Regulatory compliance – Meets relevant requirements for dam safety, navigational hazard mitigation, and public access risk management.

3.0 Objectives

The Contractor shall:

• Provide and install a complete fast‑water vessel barrier system with integrated boat access gate.

• Provide a boat access gate that includes mounting provisions for a Government‑furnished padlock.

• Deliver a fully operational and maintainable system upon installation completion.

4.0 Tasks

The Contractor shall:

• Remove and dispose of the existing vessel barrier and gate system on the riverside/downstream section of Hoover Dam.

• Furnish all new components required for full replacement of the existing barrier and gate system.

5.0 Deliverables

The Contractor shall provide:

• A fully assembled fast‑water vessel barrier system with boat access gate.

• All mounting hardware, anchors, and installation materials required for a complete and functional system.

• Additional hardware enabling attachment of a future containment barrier.
