140R3026Q0063 – Yuma Meadows Conservation Area Well Pumps Materials Combined Synopsis/Solicitation-Notice of Intent to Sole Source

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 140R3026Q0063 is issued as a request for quote (RFQ). This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The Bureau of Reclamation, Lower Colorado Basin, intends to negotiate and award a contract on a non-competitive basis to Phoenix Pumps, Inc., 5100 South 36th Street, Phoenix, Arizona 85040. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and FAR 6.302-1(c). Phoenix Pumps is the only source for these pumps in the state of Arizona, and as such the only authorized distributor for this region. NO other resellers will be considered for this requirement.

This requirement is being issued 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 333914, Measuring, Dispensing, and other Pumping Equipment. The small business size standard for NAICS Code is 750 Employees.

(iii) The Bureau of Reclamation, Lower Colorado Region, Yuma Area Office (LCR, YAO) has a requirement for the purchase of Floway Well Pumps. Specifications following the combined synopsis solicitation.

(iv) Total price shall be inclusive of all applicable fees and taxes. Delivery shall be completed within 230 days from the date of award. Warehouse deliveries are limited between the hours of 7 AM to 4 PM Arizona Time, Monday through Thursday. There will be no penalty for early delivery. Inspection and acceptance will be performed by Government at destination. F.O.B. Destination at Bureau of Reclamation, Yuma Area Office, Warehouse, 7301 Calle Agua Salada, Yuma AZ 85364.

THE FOLLOWING CLAUSES AND PROVISIONS ARE APPLICABLE TO THIS COMMERCIAL

ITEM ACQUISITION:

(v) FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services is applicable to this RFQ. The following addendum is also applicable to this RFQ.

--Addendum to FAR 52.212-1 This addendum replaced the term “offer” with “quote” within the provision 52.212-1.

1) Quote Instructions:

a. Price – Insert proposed unit price and total price for all CLINS included in the solicitation.

Identify and include all applicable discounts as the quote shall reflect best and final pricing.

b. Delivery – The delivery date shall be no later than 230 days after award. Provide a proposed delivery date in your quote

14) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.

1452.215-71, Use and Disclosure of Proposal Information

(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C. 552), the following terms shall have the meaning set forth below:

(1) 'Trade Secret' means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(2) Confidential commercial or financial information' means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers 'commercial and financial information obtained from a person and privileged or confidential,' and exemption (9), which covers 'geological and geophysical information, including maps, concerning wells.'

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:

'The information specifically identified on pages _______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the Government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.

(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

'This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal.'

(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.

(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

'Payment request' means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. “Concurrent to submitting an invoice in IPP, the contractor may submit any supporting documentation to the contract specialist at Kathleen_berry@ios.doi.gov listed on the award or any subsequent modification.

Contractors are cautioned that supporting documentation e-mailed to the contracting officer must not conflict with the IPP submission. Conflicts between the IPP submission and supporting documentation may result in a delay in approval and/or rejection of submitted invoices.

Invoices shall not include information that would compromise Personally Identifiable Information, such as full social security numbers, dates of birth, etc. The final invoice shall be submitted and will be approved in accordance with payment terms and conditions contained in the contract, after all, if any, settlement actions are complete. The contractor must clearly identify the last payment as the ‘Final Invoice’.”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

The components and associated parts will be installed by BOR to ensure that a well pumping system works properly and is able to deliver water to the existing conservation areas.

SPECIFICATIONS

Pump Sizing Design—The Contractor shall be responsible for delivering the pumps and accessories per item identified in the specifications which are based on the conditions provided by the Government of Pump and Motor Design Criteria. The design of the pump and accessories, including bowl assembly, bearings and retainers, column sections and motors shall be submitted for review and approval to the CO and Contracting Officer’s Representative (COR). The Government shall have 14 calendar days to review the design and respond to the Contractor with any modifications or approval. The

Contractor’s design and proposed equipment must be compatible with Reclamation’s existing Floway materials for ease of interchangeability on existing equipment and use with spare parts.

The final requirement design submittal package (including the pump design, pump curves) shall be stamped by a professional engineer certifying the designed pump will meet the Government’s supplied design parameters and specification requirements as listed in the SOW. Final materials for completed pumps below shall be supplied by the contractor as per the quoted line items. Additional equipment needed to complete the pump systems will be supplied by the government from spare parts purchased from Floway from an earlier contract. Contractor shall design the pump system and supply the O&M manuals per each assembly.

Vertical Turbine Pump – Bowl efficiency shall be a minimum of 81% or as approved by the government. The pump system must be designed as a product lube system and shall have the proper fit between components, i.e. no adaptation shall be required. Pump assemblies shall be designed with 5’ column pipes at the pump discharged head and the pump bowl assembly.

Bowl Assembly - The supplier shall furnish pumps with cast iron bowls and brass impellers. The bowls shall meet or exceed the requirements of ASTM A48 - 94, Class 30 cast iron. Bowl shafts shall be 316 Stainless Steel (SS) with a maximum .003" run out and threaded to match the line shafts. Brass impellers shall be accurately cast, machined, statically balanced, and filled for optimum performances. Impellers shall meet or exceed the requirements of ASTM B 584 – 90b alloy 838 and shall be of the enclosed or semi-open type. Tapered impeller collets and bolting shall be 316 SS. The water passages of the pump bowls shall be coated with a vitreous enamel lining or a fusion bonded epoxy to provide optimum performance. Pump bowls shall be permanently marked with a stainless-steel nameplate stating: the manufacturer’s name, model number, impeller, diameter, GPM and TDH. Contractor shall trim the impeller according to the requirements supplied by the government. All bowl assemblies including impellers, bowl casings etc. shall be interchangeable with existing Floway brand government owned equipment.

Supplied bowl assemblies shall be furnished with bronze bushings that meet or exceed the requirements of ASTM B505 – 91 alloy 932. Discharge case shall be product lube and flanged for 12” column pipe and comply with Weir Floway standard column dimensions. The adaptation to 12” must take place at the bowl assembly and not at the 1st section of column pipe. Discharge cases shall be fitted with bronze bushings that extend into the top bowl for maximum support. Suction case shall be threaded and suitable to add suction pipe should it be necessary and shall be fitted with bronze bushings that are grease lubricated with non-soluble grease. Suction bushings shall also be provided with a bronze sand collar supported by 316 fasteners to prevent abrasive material from entering the suction bushings. Suction case plug shall be of sufficient diameter to allow the suction bearing to pass through the plug threads. Bowl assembly shall be epoxy coated inside and out per below coating specifications. All supplied bolting hardware to make a complete pumping assembly shall be 316 SS.

Column Sections – Column sections shall be manufactured in lengths of 10’ sections for a standard assembly and 5” sections for bowl/head assemblies. All complete pump designs shall start and end with 5’ columns at the top and bottom of the pumping assembly. Column pipe shall be epoxy coated 12-inch steel column pipe having flanges meeting the dimensions in accordance to Weir Floway manufactures standard drawing.

Steel column pipe shall meet or exceed the requirements of ASTM A53- 99, grade B, type E or S. Flanges shall be machined concentric and parallel to each other for proper alignment of supporting spiders and shafting. Column shall be epoxy coated on inside and outside per below coating specifications. All supplied bolting hardware to make a complete pumping assembly shall be 316 SS.

Bearing Retainers and Bearings - Supplied spider bearing retainers shall be heavy duty industrial grade, ASTM B584 alloy 844 bronze for use in water lubrication systems. The pump bearing retainers shall be designed to a tolerance of .005" when installed in the pump column flanges. Bearings shall be fluted neoprene with a shoulder retainer and designed for use in a water lubrication system. The bearing and retainers shall be design for use with the column pipe and line shafts as required in this specification.

Motors – Motors shall be supplied with a C1045 motor shaft, bronze head nut and steel gib key. The head nut assembly shall have a positive lock down device to make sure the assembly does not back off. Motors shall be a vertical hollow shaft, premium efficiency, squirrel cage induction type. Motors shall operate below motor nameplate full load amps, over the entire range of the pump curve on all three phases. The motor shall have been in production by the manufacturer for a minimum of Ten (10) years. Motor manufacturer must have a service and warranty center with 100 miles of Yuma, AZ. Motors shall be designed to be installed on the pump head without use of an adaptor plate unless approved by the government.

Motors shall be 460-volt, 3 phase, 60 Hz, 1775 rpm and shall be NEMA WP-1 rated.

Motors shall be designed for continuous duty. The temperature rise of the motors shall be in accordance with the requirements for Class B. Motor shall be supplied with a 1.15 service factor. Ambient temperature rating shall be 50 degrees Centigrade at a maximum altitude of 3,300 feet. Motor insulation shall be class “F”. Motor shall be supplied with a conduit box with a grounding lug. Motor windings shall be copper with not less than 98% conductivity. Supplied motors shall come with 3 leads only. Leads shall be a minimum of 12" long with no lugs or other terminating fittings when available from the factory.

Supplied motors shall be suitable for full voltage starting. Motor bearings lubricated with grease shall be equipped with grease nipples and grease relief plugs. The motor bearings lubricated by oil shall be equipped with a sight gage and an accessible drain. Thrust bearings shall have a life rating of 40,000 hours minimum at the operating down thrust presented by the pump assembly. Motors shall be fitted with a non-reverse ratchet, ball bearing type.

Motors shall have an attached identification plate with the following information: (1) insulation class; (2) temperature rise class: (3) ambient temperature rating; (4) design class; (5) service factor; (6) horsepower; (7) number of phases; (8) voltage; (9) frequency; (10) frame size; (11) full load current; (12) full load RPM; (13) NEMA nominal efficiency and motor duty cycle. A short commercial test shall be performed on each motor by the contractor. Certified test data shall be provided for each motor and incorporated into the installation and operation manual. Motor shafts shall be sized to fit the supplied motor. If the motor shaft requires a different diameter than the pump line shaft contractor shall provide a coupler capable of accommodating the different motor and line shaft diameters. Pump supplier shall maintain the 1-11/16" diameter line shafts as specified above.

Coatings - Protective coatings shall be applied to the following pump components: (1) inside and outside diameter of mild steel column pipe; (2) inside and outside diameter of the bowl assembly. The areas to be coated shall be sandblasted to a near white blast (SSPC SP-10). The coating shall be NSF approved for potable water. The dry film thickness of the applied material shall be a minimum of 12 mils. The coating materials shall conform to regulations and applicable requirements of Local, State, and Federal air pollution and health regulatory agencies. Products containing perchloroethylene, lead, or chromium will not be permitted. The two component epoxy coating system shall be Bar- Rust 233H as manufactured by Devoe Coatings, 2625 Durahart Street, Riverside, California, 92507 or an approved equal meeting the following salient characteristics: (1) Type of paint - Modified Epoxy; (2) Approved ANSI/NSF Standard 61, potable water pipe coating; (3) Shelf life of 12 to 18 months unmixed in sealed containers; (4) Pot-life of 2.5 to 3.5 hours at 77Ε F; (5) Theoretical coverage shall be 1250 square feet per gallon per mil thickness; (6) Tack free surface shall be obtained in 2 to 3 hours at 73Ε F; (7) Can be applied in a single coat providing a dry film thickness of 20 mils or two or more coats providing a dry film thickness of 14 to 16 mils; (8) Cure time shall be 48 to 72 hours at 77Ε F; (9) Volume of solids shall be a minimum of 80% as determined by ASTM D 2697

- 86 (1998).

Well Pump Equipment Submittals - One (1) set of complete working detail drawings, performance curves and specifications covering each pump and motor shall be submitted.

Submitted information shall show all details and dimensions, thrusts, weights, and materials of construction. Performance curve shall show the head and corresponding capacity for the full pump range, efficiency, horsepower, NPSH, and K factor. Pump curves shall not be a “catalog curve” but shall be the actual operating curve of the impeller diameter for each of the well pumps and motors offered.

The following information shall be on each of the pumps when delivered and shall include the following: (1) Name of manufacturer; (2) Number of stages in pump; (3) Impeller material - ASTM specification; (4) Thrust load at design conditions; (5) Pump shaft material - ASTM specification; (6) Pump shaft size; (7) Bowl outside diameter; (8) Bowl material - ASTM specification; (9) Pump column outside diameter; (10) Wall thickness of column pipe; (11) Bearing retainer material- ASTM specification; (12) Column pipe bearing material – ASTM specification; (13) Line shaft material - ASTM specification; (14) Line shaft diameter; (15) Mechanical seal specifications; and (16) Performance curve.

O & M Manuals – Two (2) sets of O&M manuals, including installation and lubrication instructions, shall be furnished for each size of pump and motor supplied. The Contractor shall provide one copy in an electronic format and one hard copy in a binder for use by the Government. Instructions in the manuals shall include detailed information for installation and lubrication of the pumps and motors, adjustments, recommendations for the proper type of lubricants and parts list with part numbers and descriptions of material supplied. Installation and operation manual shall include pump and motor test data.

DELIVERY

Prior to delivery, all pump components shall be delivered to the seller. The seller shall perform a quality check on each part and confirm that all pump parts have been delivered.

Once it has been determined that all pump components have passed a quality inspection and order delivery is complete, the seller will provide documentation stating the order is ready to be delivered to COR and CO. The seller will be responsible for transportation from the seller's location to the Bureau of Reclamation in Yuma, AZ.

Supply equipment and materials boxed and palleted in accordance with the manufacturer’s instructions whenever possible. The contractor shall supply documentation ensuring compliance with these specifications. The shipments must be inspected to ensure products comply with the requirements of these specifications and that they are not damaged. All items shall be delivered to the Yuma Area Office at: 7301 S Calle Agua Salada, Yuma, AZ 85364. Warehouse deliveries are Monday through Thursday 7am to 4pm. Delivered materials and equipment should include typical model accessories needed for installation (i.e. bolt packs, anchors, hardware, etc.).
