Cableway Crane Refurbishment
RFP 140R3024R0033
Questions
1. Due to the amount of time required to get supplier quotes, can the bid date please be extended by two weeks? The proposal due date is extended to August 30, 2024, at 5:00 pm PD.
2. It appears the Buy American Act is incorporated into this project. If it is not possible to sources wire rope, bearings, or other parts from domestic suppliers will any foreign sources be acceptable? I.6 FAR 52.225-9, Buy American-Construction Materials, is applicable to this solicitation. In accordance with L.4 FAR 52.225-10(b), Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
3. The Foreword of the solicitation for Item 5 states “Replace Sheaves”. The Description Specifications section 1.1.B Item 5 says the same. We cannot determine from the documents if all sheaves are to be replaced or if only selected sheaves are to be replaced. Can a list of sheaves to be replaced be provided? Sheave replacement is a principal component of work. The downstream button line horn sheave is known to need replacing, other sheaves may be worn to the point of warranting replacement as well. A complete list of worn sheaves cannot be provided but is expected to result from crane inspections prior to or during refurbishment.
4. There are several areas of the specification that require the contractor to repaint items. Is there a paint specification for this project? A specific paint system has not been identified. The contractor shall submit a suitable painting system for government approval prior to application.
This paint system must take into account environmental conditions that it will be exposed to, particularly UV resistance. The paint system should match closely in color to existing refurbished track carrier items, with the exception of the lifting hook which shall be painted yellow. All paint to be glossy.
5. Section 3.7.A.1.a states Contractor is to replace “Downstream horn sheave and any other sheaves deemed work out by inspection to be replaced with new”. Will this sheave replacement be a modification to the contract if required after the inspection? The downstream button line horn sheave is expected to be priced into and replaced as part of the work evolution. Any other sheaves needing replacement would necessitate a contract modification.
6. Section 3.8 requires replacement of the button ropes and associated parts. Are the button ropes, buttons, and associated parts (including tensioning devices) shown on a drawing within the solicitation drawing package? The drawings for the button rope concerns were mistakenly left out of the original drawing package. These drawings will be included in the amendment for the answers to these questions. As a side note, section 3.8 mistakenly calls out 1-1/8” wire rope
140R3024R0033 for the button line. The correct wire rope size is ¾” as noted in the drawings attached. The SOW has been updated to reflect the error correction.
7. Can the government confirm that the only bearings the require replacement are the Slack Carrier bearing and the Carriage bearings? Any bearings exhibiting excessive play, wear or damage shall be replaced. Any sheave or component housing a bearing needing replaced shall contain a new, unused, bearing.
8. We understand that the cableway is currently functional. Will the Contractor be permitted to use the carrier to string new cables across the canyon before demolishing the existing track wire ropes? Use of the carriage to run the new track cables is acceptable.
9. Will the BOR please extend the question due date 2 weeks? New due date August 22nd, 2024 The question due date is extended to August 21, 2024, at 5:00 pm PD. If questions are received, the responses are planned to be provided August 23, 2024, and no proposal due date extensions are planned.
10. Will the BOR please extend the bid due date to September 16th, 2024. This is a very challenging project requiring a thorough review of the specifications, drawings and site photos. The proposal due date is extended to August 30, 2024, at 5:00 pm PD.
11. It was discussed that the cableway was replaced in the 1970’s, can the BOR provide any photos or data from the previous replacement? Minimal information from the refurbishment job in the 1970s is available. Some data may be available from the National Archives ARCIS system.
12. This work will be conducted over active traffic and public access areas, what limitations are there regarding road closures, public access during the handling of wire ropes overhead?Contractor is responsible for maintaining a safe working environment, to included protection of the public from harm. The sidewalk may be closed to keep the public from entering any hazardous areas.
Road closures may be allowed but require advanced notification and should be planned to minimize impact to visitor operations. Contractor is responsible for all traffic control during any road closures. Work shall be performed to minimize the amount of time the road is closed.
Alternatively, it is acceptable to perform any work requiring a road closure after normal visitation hours (5am-9pm) to minimize impact to operations. If after hours work is desired, the road may be closed for longer periods of time, however, advanced notification to the government is still required as the facility does operate 24/7. Traffic control is still required, though amount of traffic will be greatly reduced after hours.
13. Would like to attend if/when the second visit is scheduled. The request was considered and a second site visit is not planned.
