Performance Work Statement (PWS) Palo Verde Ecological Reserve Irrigation and Maintenance Contract
1.0 Introduction
The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) is a multi-stakeholder, federal and non-federal, partnership that seeks to balance the use of Colorado
River water resources with the conservation of native species and their habitats in compliance with the Endangered Species Act (ESA) and the California Endangered Species Act (CESA).
A major component of the LCR MSCP is the creation and management of habitat. The LCR
MSCP will create and maintain 5,940 acres of cottonwood-willow and 1,320 acres of honey mesquite habitat. Farming and irrigation services are used to maintain the Palo Verde
Ecological Reserve at a level appropriate for efficient water delivery, invasive weed control, road maintenance and general maintenance of the site.
1.2 Location and Project Background
The Palo Verde Ecological Reserve (PVER) is located about 5 miles northeast of
Blythe, CA. It is in southeastern Riverside County at the intersection of Ranges 32 and
24 East Township 5 and 6. PVER is one of the northern-most parcels of agricultural land within the Palo Verde Irrigation District and is accessed by way of eastern Second
Avenue. Additionally, phases 9 and 10, previously known as PVER-South, are accessible by taking Intake Blvd (US-95) to 10th Ave East (figure 2).
The PVER has 1,269 acres of created habitat, managed as ten phases (figures 1-4). Phase 1 honey mesquite no longer receives irrigation; however, the canal maintenance is a condition of this contract. Phases 1 through 7, cottonwood-willow habitat, and Phase 8 through 10, honey mesquite, habitat receive irrigation from February through October. There is about 11.2 miles of lined and unlined irrigation canals, about 268 canal (Jack) gates, and less than 850 field ports
(slide gates) to be inspected and maintained. The site includes about 17 miles of roads (a mix of dirt and gravel).
Water is ordered through the Palo Verde Irrigation District. PVER's annual water delivery is less than 18,000 AF (less than 18 AF/ac).
1.3 Scope
The purpose of this contract shall be to perform farming and irrigation services at the Palo
Verde Ecological Reserve (PVER) to support the creation of cottonwood-willow and honey mesquite habitat.
Habitat Creation is a multi-phased process including site development and establishment of a specific land cover type. Management of created habitat will maintain existing habitat conditions or promote development to achieve species-specific habitat requirements as outlined in the LCR
MSCP Habitat Conservation Plan (HCP, 2004).
Creation of cottonwood-willow stands may require trenching and maintaining seasonally wet swales and canals; creating some topographic diversity, and planting or seeding the site with cottonwood, willow, honey mesquite and other native riparian species. Once established, the habitat will be actively managed to maintain habitat elements for LCR MSCP managed species.
1.4 Objectives
The high-level objectives of this contract include:
Use of Machinery and Farming Equipment
Efficient Water Use
Chemical Application
Irrigation
Maintenance
Weed control
The performance standards, acceptable quality level (AQL) and deliverables associated with the objectives are detailed in Section 2.
2.0 Services to be Performed
The contractor shall provide all personnel, equipment, certificates, tools, equipment, and materials to accomplish the services to be performed within this performance work statement.
The contractor shall assure no equipment is left or stored at the PVER without prior approval from Reclamation Equipment needs to be readily available with a response time of 30 minutes to the site in the event of emergencies.
2.1 Task 1 ‐ Irrigation Services
Work shall include up to eighteen (18) irrigation cycles annually at the Palo Verde Ecological
Reserve. Table 1 includes the current irrigation schedule. The proposed schedule shall be determined by Reclamation and provided to the contractor at the beginning of each contract year. Soil and climatic conditions and vegetation needs may dictate either increasing or decreasing the frequency of irrigation to meet habitat requirements and species needs.
Adjustments to the irrigation scheduled will be implemented after review of site conditions by
Reclamation or Reclamation and the Contractor.
The contractor shall collect data according to the work tasks below utilizing ArcGIS
QuickCapture software (or similar application specified by Reclamation) and Reclamation provided Mobile Electronic Field Forms (MEFFs) in ArcGIS QuickCapture (or similar application specified by Reclamation). ArcGIS QuickCapture is a mobile application that operates on both iOS and Android devices. ArcGIS QuickCapture allows for the efficient collection of field data using a simplified interface suitable for field work. Data shall be collected on a mobile device furnished by the contractor with GPS capabilities and the minimum requirements listed below. The device shall be connected to the internet and synced with Esri servers while in the field if internet connection is available or at the end of each workday where data was collected. ArcGIS QuickCapture requires an Esri ArcGIS Online account which will be provided by Reclamation. A Data Use Agreement (provided by
Reclamation) will need to be submitted for each user that will be collecting field data with
ArcGIS QuickCapture (or similar application specified by Reclamation).
Minimum requirements for data collection devices:

The contractor shall irrigate in a manner to promote efficient water use on the Palo Verde
Ecological Reserve. Water must reach the opposite end of the field from the field port (slide gate) with sufficient irrigation coverage to result in healthy tree appearance while avoiding excessive irrigation. Irrigation times require the presence of an irrigator 24 hours a day when irrigating. Damage to the existing roads because of excessive irrigation is to be avoided.
Nuisance mammals, such as gophers, weaken field boarders, resulting in irrigation water exiting the fields on to the roads. The contractor is responsible for monitoring the field boarders during irrigation and will secure the boarder where water is exiting the field. The irrigator shall have the knowledge and experience to accomplish these tasks.
2.1.2.1 Freeboard, the distance between the water surface and the top of the canal, shall not be less than six (six) inches. Freeboard shall be measured near the beginning, mid and end of canal. The first measurement shall be recorded after the first 30 minutes, but no later than three hours after charging the canal and then every 6 hours following the first measurement though completion of the irrigation cycle.
AQL: Freeboard shall not be less than 6 inches 10 times within a contract year.
2.1.2.2 Follow irrigation schedule provided by Reclamation Notify Reclamation within 24 hours of any changes to the irrigation schedule. Changes may be made to accommodate PVID outages, prevent washouts to roads if the boarders cannot be secured, or unforeseen circumstances that can result in an unsafe environment.

2.2.2.2 The contractor shall alternate the use of irrigation pumps with every irrigation cycle. If a pump is out of service use the single operational pump until the second pump is back in service.
2.2.2.3 Collect pump data for each irrigation cycle to include: what pump was operated, beginning and ending hours and beginning and end date.
2.3 Task 3 ‐ Road Maintenance
The contractor is responsible for disking along the levee road and maintaining interior roads of the site. Temporary maintenance of the levee road shall be the responsibility of the contractor, if the levee road becomes unsafe or impassable, the contractor shall set caution cones to mark the area.
