Yuma Area Office Statement of Work

Yuma Asbestos Abatement

PART I – GENERAL INFORMATION

A. BACKGROUND

The mission of Bureau of Reclamation (BOR) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner and in the interest of the American public. BOR has ownership of land containing asbestos materials located in the Yuma County, AZ. The land has been used as a gravel stockpile yard for many years as a central location to Yuma Area Office (YAO) water system facilities.

In 2023, Nicklaus Engineering Inc. conducted an asbestos survey and prepared the Asbestos Removal Work Plan for abatement work, herein referred to as ARWP, dated February 23, 2023.

The ARWP is included in the Appendix Part A.

The current scope requires the Contractor to collect, haul, and dispose of asbestos containing material (ACM), using methods appropriate for that work. Contractor will provide certified personnel to verify complete ACM removal at the site.

B. LOCATION

The abatement work required is located on BOR property along the Salinity Canal in Yuma County, AZ. Major cross streets are S Avenue 4-1/2E and E Levee Rd. Refer to the Project Location Map included in the Appendix Part C. Contractor is allowed to stage within the fenced stockpile yard and daisy chain a lock on the gate. Contractor shall not obstruct Reclamation maintenance staff from continuing work activities within the yard. Reclamation’s normal operating hours are Monday through Friday 6:00AM to 4:00PM. Contractor shall notify government representative when accessing the site for both normal and after hours. Gate shall remain closed and locked after departure.

C. SITE CONDITION

The weather in Yuma County is typical of the desert southwest. Annual highs and lows range from about 120 to 30 degrees Fahrenheit, with intraday variations of up to 50 degrees. Late fall and winter temperatures are generally mild with a slight possibility of freezing during the late winter months. Strong winds and dust storms are possible throughout the year but are generally experienced during the spring months. Thunderstorms and flash floods are also possible during the “monsoon” season which generally occurs during the late summer months (August and September). Rain is also possible during the late winter and early spring months. Average yearly rainfall for the Yuma area is approximately 3 inches.

The Contractor shall acquaint themselves with the current condition of the site which includes, but is not limited to access roads, local utilities, and on-site materials. Project site is accessible from existing public roads and government maintenance roads. Overhead and underground utilities may be present near to, paralleling, or crossing existing reclamation drainage facilities.

In addition to utilities, there are drainage wells and the associated discharge lines and miscellaneous farm equipment crossings.

PART II – OBJECTIVE

A. SUMMARY

The contract objective is to remove and legally dispose of all ACM located on site. 8 inches of soil beneath the pile is to be over-excavated, removed, and legally disposed of. Ensuring the safety of all employees involved is paramount.

B. PERFORMANCE PERIOD

Performance period for the work under the Yuma Asbestos Abatement project will be for 120 calendar days from the date of receipt of a Notice-to-Proceed.

PART III – REQUIREMENT

A. DEFINITIONS

Load, and haul: This work shall consist of loading all ACM and any other wastes present, to be legally disposed of at a designated site.

Legal Disposal: Disposition of debris hauled off site and onto an approved disposal (landfill) area in accordance with Local, County, State, and Federal regulations.

Backfilling: Using on site soil material to fill any holes left by ACM removal process and generally smoothing out the affected area afterwards to match adjacent existing grade.

Abatement Contractor: The use of the term ‘General Contractor’ in the ARWP is to be synonymous with ‘Contractor’ as defined in the Contract.

B. PROJECT DESCRIPTION

1. Mobilization/demobilization. Mobilize all personnel and equipment necessary to perform asbestos abatement work requirements at the work area in accordance with the ARWP.

When work is complete the Contractor shall fully vacate the site removing all equipment and materials used in or resulting from the work.

2. Load, process, haul, and legally dispose of ACM, non-piping materials, and over-excavated soil at an approved disposal landfill.

a. No permits are expected. Follow all federal, state, county, and local regulations applicable to asbestos abatement.

b. As per the Asbestos Survey of the ARWP, ACM in the form of cementitious pipe is irregularly piled up over 30 LF, in assorted widths, lengths, and densities.

c. The Contractor is to remove all visible accumulations of ACM, asbestos-containing and asbestos-contaminated waste and debris from both the pile and the top layer of soil beneath the pile. HEPA-vacuum and/or wet-clean all surfaces within the work area to remove asbestos residue and dust. The amount of material to be removed is dependent on a complete visual inspection of the work areas afterward by the certified asbestos inspector, see section 3, to ensure that such material has been fully removed.

d. Hauling of materials from the site shall be done in accordance with all applicable guidelines, and no loss of material in route is permitted.

3. Verify the complete removal of ACM from the site and provide results to the Yuma Area Office Contracting Officer’s Representative (COR). Supply a Certified Asbestos Inspector to conduct final visual inspections, in conjunction with the COR. The same person shall confirm the complete removal of all ACM from the site.

4. Since less than one acre of disturbance is anticipated, it is assumed that a Storm Water

Pollution Prevention Plan (SWPPP) is not needed, and that no waiver is needed.

5. Furnish all the documentation of disposal for all materials that are to be hauled and disposed of offsite. Documentation shall consist of, but is not limited to Government documentation Form E, hazardous waste manifests, haul tickets, and documentation from landfill. Provide a copy of all hazardous waste and non-hazardous waste manifests to the COR within the allowed period after hauling materials to their respective approved facility.

C. QUALITY CONTROL

The Contractor quality control plan must include at a minimum the following:

1) Documentation of Contractor daily reports, quantities (weight tickets), and documentation of material disposal from the facilities they were taken to.

2) A description of the methods used to monitor air quality during abatement.

D. QUALITY ASSURANCE

Government oversight of the project includes only the amount necessary to provide confidence that the technical requirements of the work have been fulfilled, including but not limited to safety and abatement as per the Statement of Work. Oversight can be continuous or periodic in nature, depending on contract performance.

Quality assurance will be provided throughout the contract duration either by the COR and/or designees from the COR. It is assumed that the COR will conduct four 2-day visits to site within a period of six weeks as field activities occur.

E. CONTRACTOR RESPONSIBILITIES

The Contractor shall exercise management and operational control and retain full responsibility for performance and quality of the work set forth in the Statement of Work.

When satisfactory corrective action is taken, an order to resume work will be issued. The Contractor shall not be entitled to any extension of time, or to any claim for damage or additional costs due to either the directive or the suspension order. Failure of the CO or COR to order discontinuance of any or all the Contractor’s operations shall not relieve the Contractor of the responsibility for the safety of personnel and property.
