About this file

This document is a Statement of Work (SOW) for the purchase of electrical materials for the 242 Half Wells Project, solicited under Solicitation Number 140R3024Q0020 by the Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Yuma Area Office.

The SOW provides detailed technical specifications for 40 electrical equipment items required for the project, including breakers, transformers, panels, enclosures, and conductors. The project objective is to produce an additional 25,000 acre-feet of low-salinity water to be conveyed to the Colorado River and delivered to Mexico, thereby conserving like amounts in Lake Mead. The solicitation is being issued unrestricted, and written questions are due by June 21, 2024. Quotes are due by July 15, 2024 at 12:00 PM PD. If the brands and part numbers listed are no longer available, the Bureau of Reclamation's Technical Services Center will evaluate proposed substitute items for compatibility on a case-by-case basis.

SPECIFICATIONS AND STATEMENT OF WORK

ELECTRICAL MATERIALS FOR HALF WELLS

PROJECT 242 UPGRADE

INTRODUCTION

On December 10, 2014, Reclamation signed a Memorandum of Understanding (MOU) with the Lower Basin states of Arizona, California, and Nevada and the major municipal water agencies in each state (Southern Nevada Water Authority, Central Arizona Water Conservation District and the Metropolitan Water District of Southern California) to implement drought response actions to reduce the risk of reaching critical reservoir elevations in Lake Mead due to the ongoing drought in the Colorado River Basin. Reclamation is working together with these parties to achieve the agreed volume of up to 3 million acre-feet (AF). In addition, Reclamation specifically committed to plan and implement actions to “replace, recover, and reduce” Lower Basin system losses.

The 242 Wellfield Expansion Project was substantially completed in December 2020, the new 242 Half Wells Project (Project) would add an additional three wells east of the current expansion project. The Project is estimated to produce over 25,000 AF of low-salinity water. The product water will be conveyed north to the Colorado River and delivered to Mexico, thereby conserving like amounts in Lake Mead.

PROJECT OBJECTIVE

The objective of this Project is to produce an additional 25,000-acre feet of low-salinity water that will be conveyed north to the Colorado River and delivered to Mexico, thereby conserving like amounts in Lake Mead. The 25,000 AF is in addition to the 25,000 AF that is to be produced by the 242 Wellfield Expansion Project. The three new well design was completed on June 26, 2023, and included the electrical Bill of Materials (BOM). Items listed below are remaining items needed for purchase and was taken from the BOM. In addition to the three new wells, the current 9 wells within the project are being upgraded with 400-HP motors. Included in this BOM are the required electrical materials to support the increase in production.
