Performance Work Statement for Boiler Inspection, Testing and Preventive Maintenance Service 140R3024Q0003
1.0. SCOPE
The scope of this work is to provide inspection, testing, technical consulting, equipment condition assessment, and preventive maintenance for condensing hot water boiler systems. The Contractor shall provide all management, supervision, labor, materials, supplies/equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described herein. The Contractor shall also provide customer service, quality control, and all other services as listed herein. The Contractor shall, without additional expense to the Bureau of Reclamation, obtain and maintain necessary licenses and permits, and will be responsible for complying with manufacturers’ recommendations, American Society of Mechanical Engineers (ASME) Boiler & Pressure Vessel Code, National Board Inspection Code (NBIC), and any Federal, State, and County codes and regulations that are applicable to the performance of boiler system inspection, testing, and preventive maintenance work under this service contract.
2.0. BACKGROUND
The work to be performed under this contract is for the hot water condensing boilers for Bureau of Reclamation Lower Colorado Regional Office Date Street Campus. There five (5) natural gas-fired hot water condensing boilers in this facility: two boilers, model AERCO Benchmark 1000, are located in the Central Plant; and two boilers, model XTherm 1005, and one boiler, model Lochnivor, are located in the penthouse of Building 1400. The Bureau of Reclamation is seeking a comprehensive routine inspections and testing, as well as preventive maintenance services for these boiler systems.
Regular office hours are Monday through Friday, 06:00 through 16:30, Pacific time, excluding weekends and federal holidays. The work to be performed under this contract shall be performed during regular office hours, unless there is work that requires the boiler to be taken offline. The boilers will not be taken offline during the regular office hours. Work that requires the boiler to be taken offline will be conducted after hours or on weekends, unless otherwise requested by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR).
3.0 ACRONYMS AND DEFINITIONS
ANSI – American National Standards Institute
ASME – American Society of Mechanical Engineers
Call Order – Document which contains a detailed description of the services, cost estimate, and schedule required for any work performed under supplemental services. These documents may be electronic or paper.
Clean – The absence of dirt, litter, debris, dust, surface marks, fingerprints, spills, oils, gum, grime, film, stains, streaks, spots, blemishes, or any chemical residue that cannot be removed without permanently damaging surface areas.
CO – Contracting Officer
COR – Contracting Officer’s Representative
CR – Contractor’s Representative
CSD-1 – ASME code for Controls and Safety Devices for automatically fired boilers
Deficiency – Any condition that exists in appearance, function or condition which does not meet the requirements of the Original Equipment Manufacturer operating/maintenance guidelines.
Green Initiative – The green initiative covers many facets, including generating inspection checklists electronically instead of on paper, using environmentally safe cleaners, promoting energy-efficiency, etc.
JHA – Job Hazard Analysis
Job Site – The area within the Bureau of Reclamation property lines which are defined as:

Litter – Debris, wastepaper, rags, dust, dirt, beverage containers, trash, etc.
NBIC – National Board Inspection Code - a manual for Boiler and Pressure Vessel inspectors.
NFPA – National Fire Protection Association
OEM – Original Equipment Manufacturer
OSHA – U.S. Occupational Safety and Health Administration. The Federal Government agency responsible for providing the rules and regulations on safety and health requirements in the workplace.
Preventive Maintenance – A routine type maintenance that is performed on a time basis (typically performed on a semi-annually, and annually basis) to maintain keep up the efficiency and reliability of the system.
Quality Assurance – A means by which the Bureau of Reclamation is able to confirm that the quantity and quality of services received conform to contract requirements. These methods/procedures are not intended to aid the Contractor in the performance of the contract requirements and shall not be a substitute for contract quality control.
Quality Control Plan – A method used by the Contractor to assure that quality services are provided to satisfy the contract requirements.
RSHS – Reclamation Safety and Health Standards
SDS – Safety Data Sheets
Violation – Any condition that exists which does not comply with the requirements of applicable American National Standards Institute/American Society of Mechanical Engineers Safety Codes (ANSI/ASME) and Clark County Department of Air Quality.
Work Control Desk – Unit where the Contractor shall check-in and checkout when arriving or departing the job site. This is located at the Bureau of Reclamation Maintenance Department

4.0 QUALITY CONTROL PLAN
The Contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure requirements of the contract are provided as specified. One copy of the Contractor’s QCP shall be provided for approval not later than the Post-Award Conference. A revised copy of the QCP shall also be provided to the CO for approval as changes occur. No payments will be made under the contract until the initial QCP is approved by the Government. The plan shall include, but is not limited to, the following:
4.1 The plan shall also include details covering all the services listed in Section 5.0. It shall specify the areas to be inspected/tested, a schedule of inspection/testing, and the qualification of individual(s) who will perform the inspections, testing and maintenance activities.
4.2 It shall specify the areas and work plan, and schedule for preventive maintenance, and the qualification of individual(s) who will perform the activities.
4.3 The methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable.
4.4 A method of maintaining records (onsite/as requested) of all inspections/testing and preventive maintenance activities conducted by the Contractor and necessary corrective action taken. These records shall be made available to the Government upon request during the term of the contract.
4.5 Contractor Qualifications:
Contractor shall work in accordance with all current national codes and standards, and follow Federal, State and local government rules and regulations. The Contractor shall provide and organizational chart for individuals within the company indicating the years of service with the company and total years of experience in the Boiler field. Also, the Contractor shall provide the resumes of the inspectors/technicians intended to perform this work.
5.0 SPECIFIC TASK
The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to perform inspections, testing, and preventive maintenance, as necessary, to ensure the proper and continuing operation of the boiler, burner, and all associated equipment during the term of this contract, including, but not limited to, hot water tanks, pumps, steam traps, and piping at all Bureau of Reclamation job sites. The Contractor shall comply with the latest version of ASME (including CSD-1), NFPA, NBIC (ANSI/NB 23), as well as any Federal, State, and County codes and regulations.
5.1 The Contractor shall implement comprehensive inspection, testing, and preventive maintenance programs incorporating the manufacturers’ instructions and complying with the current version of ASME (including CSD-1), NFPA, NBIC (ANSI/NB 23), as well as any Federal, State, and County codes and regulations.
At a minimum, the inspection, testing and preventive maintenance program shall include the following:
a. Periodic inspections, testing, and preventive maintenance frequency and schedule.
b. Written comprehensive maintenance procedures and schedule incorporating the manufacturer’s instructions to define the tasks and skills required.
c. Qualifications of personnel performing the task.
d. Tools and instruments to perform the work.
e. Inspection and testing checklist including equipment history and record of dates of service, conditions found, maintenance performed, and changes made.
f. Equipment condition assessment before and after maintenance and testing.
g. Supply of spare parts to perform required maintenance.
h. Housekeeping essential for prevention of fires or explosions.
5.2 Periodic Inspection, Testing, and Maintenance Service:
The Contractor shall perform routine (semi-annually and annually) inspections, testing, and maintenance of the boiler systems. The inspection and testing shall be performed by a certified inspector. The tasks include, but are not limited to:
a. Frequency - Semi-Annual
i. Inspections/testing of safety and control devices per applicable codes and manufacturer recommendations. *
ii. Perform firing rate control testing.
iii. Test high and low gas pressure interlocks.
iv. Check flame failure safeguard control for pilot and main flame ignition.
v. Check and calibrate combustion components.
vi. Survey the vent terminations and air inlet to make sure they are unobstructed and clear.
vii. Inspect burner components and burner flame.
viii. Check operating conditions (e.g., pressure, temperature) and operating set-point as required. Operation, set-points, and adjustments shall be verified by testing at specified intervals, and the results shall be documented.
ix. Check low water level cutoff and alarm and perform slow drain test.
b. Frequency - Annual
i. Clean and inspect gas pilot assemblies and re-install in accordance with manufacturer specifications.
ii. Check operation and adjust all low water and or feed water pump controls, drawdown water column and check low water controls and or water pump control.
iii. Check operation of blower motor and control circuitry.
iv. Perform leakage test on gas valves, safety shut-off valves, regulators, and switches.
v. Test purge air switch in accordance with manufacturers’ instructions.
vi. Test air/fuel valve purge position and air/fuel valve ignition position switches per manufacturers’ instructions.
vii. Conduct combustion testing and calibration for optimum air/fuel mixture and tune and adjust to maximum efficiency level throughout entire modulation range. Conduct flue gas analysis and monitoring of temperature, O2, CO2, NOX, and CO.
c. The Contractor shall submit an inspection/testing report including all findings upon completion of any inspections and or testing.
d. The Contractor shall identify and document, on a separate form (the Equipment Deficiency Check list form), any deficiencies related to maintenance or equipment condition to include, but not limited to parts, assemblies, items, or adjustments that are approaching the end of their useful service life, evidence of improper or lack of maintenance, abnormal wear due to maladjustments, and general condition of the equipment.
e. Boiler rooms shall be left in the same clean condition as existed prior to the start of work. All materials shall be removed from the premises at the Contractor’s expense.
*Note: Inspection/testing frequency of safety/safety relief values shall be determined per per-applicable ASME codes and manufactures’ recommendations.
5.3 Preventive Maintenance Services:
The Contractor shall perform routine preventive maintenance of the boiler systems. All work shall be performed by qualified licensed technician. The tasks include, but are not limited to:
a. Frequency – Semi Annually
i. Recalibrate all indicator and recording gages, record original settings and setting after calibration.
ii. Check piping and wiring of all interlocks and shutoff valves.
iii. Inspect, clean and or replace air filter, as required.
iv. Inspect for proper operation of the condensate system. Repair any leaks if observed.
b. Frequency – Annual
i. Examine boilers/fireboxes and perform preventive maintenance task as per manufacturer recommendation.
ii. Check and clean burner assembly including flame sensor, ignitor, and heat exchange and reassembly with manufacturers’ instructions.
1. Check flame safeguard controls.
2. Check all pilot valves and cutoffs for proper operations.
3. Clean and adjust burners on each unit.
4. Clean and adjust the pilot assembly.
5. Check flame sensor.
iii. Inspect fuel systems and perform preventive maintenance. Tasks include, but are not limited to:
1. Check all gas pressure valves, safety valves, regulators, switches, and cutoffs for proper operation.
2. Leak test all gas pressure valves.
3. Adjust fuel systems using combination test instruments for complete combustion on forced draft boilers to 8.5% to 9.0% at full fire.
4. Clean drip leg and strainer as required.
iv. Check for any leakage and perform preventive maintenance tasks as indicated:
1. Tighten linkages, provide gaskets, as required.
2. Clean and unclog pipes.
3. Clean boiler breeching and stack and inspect it for corrosion.
4. Clean strainers, blow downs and drip legs.
5. Check all piping for leaks and missing insulation and lagging (insulation on feed water and hot water pipes).
6. Scrutinize the venting system for deterioration, corrosion, or blockage to ensure all pipe and joint connections are secure.
v. Check all feed water and condensate systems and perform preventive maintenance as required. Tasks include, but are not limited to:
1. Check for unusual noise and vibration for pump/motor.
2. Check for leaks and repair as required.
3. Clean and flush the condensate system.
4. Lubricate motor bearings.
5. Run diagnostic check as required.
vi. Check boiler control system and perform preventive maintenance as required. Tasks include but are not limited to:
1. Test all safety devices and alarms for proper operation.
2. Clean and verify operation of all pressure, and high/low limit controls interlocks and gauges.
3. Clean and verify operation of all draft controls.
4. Inspect electrical wiring, tighten connections, and replace damaged wire.
5. Check burner management on boiler systems for warnings or alarms.
vii. Check low- and high-water cutoff and perform preventive maintenance as required.
1. Clean and recondition or replace low- and high-water cutoff and water-feeding devices.
2. Check proper operation of cutoff control valves, switches, and alarms.
viii. Inspect the outside finish on the units and all components for blemishes and signs of corrosion. Clean the area and apply protective, color-matched finish as needed.
ix. Identify any potential major repair and replacement of boiler system components and equipment and provide a written report with a cost breakdown for all labor, equipment, parts, and materials for the job.
x. Boiler rooms shall be left in the same clean condition as existed prior to the start of work. All materials shall be removed from the premises at the Contractor’s expense.
xi. The Contractor shall notify the COR when the final work is ready for inspection. The COR or authorized government representative(s) shall make a final inspection of all work accomplished by the Contractor.
General Notes: If a piece of equipment cannot be repaired within the scope of this contract, then the unit shall be reassembled back to its original state and left in “as found” conditions. Any unit or component disassembled has to be reassembled with new gasket materials. If a unit is rendered inoperative by the scope of this contract, the Contractor shall not start work on the next piece of equipment without the prior permission of the COR.
6.0 GENERAL INFORMATION
6.1 Ordering Period
The ordering period for this contract will be five years. Each task order issued under the base contract will state its own period of performance.
6.2 Contractor’s Representative (CR)
The Contractor shall provide, in writing, the names, telephone numbers and addresses of onsite or offsite supervisor(s) to the CO at the Post-Award Conference. The term “onsite supervisor” is defined as the person(s) designated in writing by the Contractor who has the authority to represent the Contractor on a day-to-day basis in all matters under this contract. The Contractor’s Representative (CR) shall be available by telephone during normal commercial business hours and shall be available at the worksite within four (4) hours of notification that such presence is required onsite.
The Contractor shall designate an alternate supervisor or CR to act in the absence of the designated supervisor. The alternate shall have full responsibilities and authorities under the contract to allow satisfactory performance.
6.3 Pre-Inspection Meeting and Follow-Up.
The Contractor shall contact the Maintenance Department 48 hours prior to arriving on site to perform any maintenance unless called out for an emergency. The Contractor shall check in with the Maintenance Department located in building 1200 on the Date Street Campus upon arrival. Contractor personnel will be provided with an escort. The Contractor or Contractor's Subcontractor is not allowed to access any BOR facility without an escort. Contact the Maintenance Department at [fill in after award], or call [fill in after award], or the Maintenance Foreman, [fill in after award].Once all inspections/maintenance activities have been accomplished, the Contractor will report the findings to the COR.
6.4 Documentation and Reporting
6.4.1 The Contractor must document findings on the inspection checklist form to include before and after values/settings of any devices or equipment that require adjustments to be in compliance with applicable codes and standards.
6.4.2 The Contractor shall provide one original and one copy of the completed inspection checklist by close of business on the day the inspection or re-inspection is performed.
6.4.3 The COR shall be notified in writing and in person immediately of any safety code violation, requiring a unit to be placed out of service or which may cause damage or personal injury.
6.4.4 The Contractor shall provide the COR with a Compliance Letter no later than five (5) business days following the completion of an inspection certifying to the Bureau of Reclamation that all units covered under this contract were inspected and are/or are not in compliance with the appropriate inspection or tests requirements. The letter shall be on Contractor’s company letterhead and shall identify, at a minimum: Equipment ID (as applicable), location of the unit, the type of inspection, applicable codes that the unit was inspected by, and the date the inspection was performed.
6.5 Method of Payment
6.5.1 The Contractor must submit a combined invoice for all services completed to the satisfaction of the COR. The Bureau of Reclamation shall incur no obligation for out-of-scope work. Invoices shall be itemized to provide a breakdown of costs for all work.
6.6 Contractor’s Evaluation: The Bureau of Reclamation will monitor the performance of the Contractor and document any discrepancies, biannually, from the start of the contract. If at least three (3) discrepancies are identified, the Bureau of Reclamation will evaluate and review each documented discrepancy and determine if there are grounds for termination of the contract.
6.7 Liability of Contractor: The Contractor shall be responsible for any damage to the boiler system and or any other systems, structure, and components during performance of the work due to negligence by its employees or representatives.
6.8 Insurance: With respect to performance of work under this agreement, the Contractor shall maintain insurance. See Section 10.0 for submittal requirement.
6.9 No Government furnished equipment will be provided. The Contractor will provide 100% of the materials deemed necessary to meet the requirements of this contract.
7.0 SAFETY
Contractor employees shall operate equipment in compliance with all Federal, State, and local safety codes, and in accordance with the manufacturers’ guidelines and manuals. Contractor shall also follow all applicable sections of the Reclamation Safety and Health Standards (RSHS), available on-line at: http: www.usbr.gov/safety/rshs/index.htm.
In the performance of this contract, the Contractor shall not require any Contractor employees to work under conditions which are unsanitary, hazardous, or dangerous to the Contractor employees’ health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107, of the contract Work Hours and Safety Standards Act (40 U.S.C 327 et seq.), as amended, and RSHS (2023 Edition).
The Contractor shall maintain a binder containing labels and Safety Data Sheets (SDS) for all chemicals used to perform the work. The binder shall be available for inspection whenever chemicals are on Reclamation property.
The Contractor shall comply with all applicable safety and occupational health requirements set forth in 29 CFR 1910, OSHA's General Industry Standards, and with the current edition of RSHS published by the Bureau of Reclamation. In the case of a conflict between 29 CFR 1910, OSHA's General Industry Standards, and the RSHS, the more stringent requirements apply.
If the Contractor fails or refuses to promptly comply with safety requirements, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
The Bureau of Reclamation Regional Safety Office will review the Contractor’s “Safety Program” for compliance with the RSHS. Job Hazard Analyses (JHA) submitted for approval must be site-specific and follow guidelines set forth in the RSHS. Both the Safety Plan and JHAs must be submitted for approval at least two (2) weeks prior to the start of work.
The Contractor shall require that all employees wear personal protective equipment in accordance with RSHS, OSHA, and all other Federal, State, and local regulations and policies whenever conducting services on Reclamation property.
Chemicals The Contractor shall submit for approval SDS product labels and JHAs for all chemicals and potentially hazardous materials anticipated to be used during performance of the contract. These documents shall be reviewed and approved in writing prior to onsite delivery and use. Any other chemicals or potentially hazardous solids intended for use onsite shall be approved by the COR prior to onsite delivery and use.
In accordance with Section 7.0, a list of chemicals, their intended use, SDS sheets, applicable specifications, trade names, and manufacturers shall be submitted to the COR no later than 10 days prior to delivery and onsite use, with certifications that the chemicals meet or exceed the contract requirements.
The Contractor shall not store hazardous chemicals on Government property. The Contractor shall dispose of chemical and chemical containers in accordance with label instructions off Government property.
Safety Measures The Contractor shall require that all employees wear personal protective equipment in accordance with RSHS, OSHA, and all other Federal, State, and local regulations and policies whenever conducting services on Reclamation property.
The Contractor will ensure that all employees or subcontractors assigned to perform work within the chiller plant exercise caution when working in the area. Some examples of hazards are tripping, slipping, pressurized systems, overhead piping, energized electrical circuit/systems, etc.
The Contractor shall ensure that all employees or subcontractors follow all applicable RSHS, OSHA, Federal, State, and local regulations or policies associated with working in industrial plants or areas.
Contractor will make sure employees or subcontractors have a signed Job Hazard Analysis for processes they are performing.
8.0 SECURITY
8.1 General
Contractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.
In accordance with Homeland Security Presidential Directive-12 (HSPD-12), Contractor personnel may be required to undergo the Government-issued Personal Identity Verification (PIV) credentialing process before being allowed access to work at the site. The cost of suitability and PIV-related background investigations will be borne by the Government.
Following the submittal to the COR of the investigation package for each employee, the employee will receive an invitation to provide additional information required for their background investigation through the on-line e-QIP process. The background investigation will be conducted by the Lower Colorado Region Security Office. Contractor employees may not be assigned to a Reclamation facility until advised by the COR that a preliminary favorable suitability determination by the Government has been completed.
Once a favorable determination has been made, Contractor personnel shall be invited to visit the Reclamation Credentialing Center at:

The Contractor shall be responsible for ensuring that its employees comply with all established security rules and regulations. Contract personnel shall not be permitted to enter established or designated restricted areas unless authorized by the Government. Entry shall be in accordance with and subject to the security regulations established in the area. It shall be the Contractor’s responsibility to ensure that its personnel do not enter these areas unless authorized.
8.2 Onsite Security Requirements
Restricted areas are designated and may be modified or changed by the CO. All necessary security measures required by this contract shall be subject to the approval of the CO. The Contractor shall initiate necessary measures to ensure that its employees comply with all established security rules and regulations, including but not restricted to, the following:
8.2.1 The Contractor shall ensure by appropriate and effective means that its personnel do not enter any Reclamation facilities without being escorted by a Reclamation-assigned escort.
8.2.2 Restricted areas: Contractor personnel are only permitted onsite for maintenance of the systems identified in this Performance Work Statement.
8.2.3 Identification of Contractor employees: The Contractor shall issue all personnel who will require access to the facilities an identification badge with photograph that clearly identifies the employee and its employer. Such identification shall be required for all employees on the jobsite and shall be worn at all times.
8.3 Physical Security of Work Areas
The Contractor will contact the Maintenance Department 48 hours prior to arriving onsite to perform any maintenance unless they have been called out for an emergency. The Contractor will check in with the Maintenance Department located in building 1200, on the Date Street Campus as soon as they arrive onsite. They will be provided an escort. The Contractor or Contractor's subcontractor shall not access any Reclamation facility without an escort. 9.0 CONTRACT PHASE OUT
Upon contract termination or the end of the contract period, all records and documentation, including, but not limited to inspection and testing report, Databases, Drawings, O&M Manuals, Equipment History Data, etc., shall remain the sole property of the Bureau of Reclamation.
