Amendment 0002 Revised Specs

MANUFACTURE SURFACE AIR COOLERS

DAVIS POWER PLANT

FOREWARD

The Bureau of Reclamation (Reclamation), Lower Colorado Region, has a requirement for the manufacture surface air coolers at the Davis Power Plant.

Davis Dam spans the Colorado River between Arizona and Nevada near Laughlin, Nevada and Bullhead City, Arizona. The Davis Power Plant is on the Colorado River, immediately downstream from Davis Dam near the town of Bullhead City, AZ.

1.2 Scope of Work

The work performed under this contract includes manufacture of surface air coolers, delivery to and testing at the Davis Power Plant

1.2.1 Overview

1. Surface Air Cooler Common Specifications

A. Unless otherwise specified, each heat exchanger must be designed with points to attach lifting eyes for lifting and handling

B. If a proposed heat exchanger differs from the design criteria offered, the Offeror must submit marked copies of drawings clearly indicating the changes.

C. Headers and Water Boxes

1) Fabricated from carbon steel and same configuration as existing coolers.

2) Constructed with removable cover plates to permit access to all tubes for cleaning and inspection purposes without disturbing the water pipe connections.

3) An air-release valve shall be provided at the top of each cooler.

4) One water box will be provided with MPT suitable for connecting to the cooling-water piping either in a left- or right-hand position.

5) Location of connections shown on print apply to pass arrangements having both connections on the same end of coil.

D. The exterior metal surfaces, support frame, and water boxes will be primed, and finish coated.

1) Protection of adjacent surfaces and equipment. - Items or surfaces not required to be painted or coated, but which are adjacent to surfaces to be cleaned and coated, shall be protected against contamination and damage during the cleaning and coating operations. The contractor will install removable bolts in threaded holes before priming to ensure the internal threads remain clean. Newly coated items shall not be moved until the coating is dry through.

2) Damage caused by the Contractor. - Any items or surfaces which are, in the Contracting Officer's Representative’s opinion, damaged or contaminated by the Contractor's operations shall be returned to their original condition by and at the expense of the Contractor.

3) Temporary or permanent welding for the convenience of the Contractor shall not be done on areas where the welding will damage paint or other protective coatings unless the areas of coatings which would be damaged thereby are accessible for repairing and inspection. If such welding is approved by the Government, the Contractor must repair it to acceptable condition.

4) Primer Coat

a) The provided coating must be Sherwin-Williams DTM

Waterborne Acrylic Primer/Finish Coating, Series B66W1, an equivalent alternate product, or a superior product. The Offeror must provide documentation with their proposal establishing the proposed coating as equivalent or superior to the specified coating. Required documentation includes, but is not limited to, data sheets and SDSs.

b) The surface preparation and coating application must be as described in the coating’s information sheets.

c) The primer will be gray in color.

d) The contractor must apply one or more coats with a minimum 3-mil dry film thickness, unless provided documentation establishes better performance with another specification

5) Finish Coat

a) The coating must be Sherwin-Williams DTM Waterborne Gloss

Acrylic Coating, B66-100 Series, an equivalent alternate product, or a superior product. The Offeror must provide documentation with their proposal establishing the proposed coating as equivalent or superior to the specified coating. Required documentation includes, but is not limited to, data sheets and SDSs.

b) The surface preparation and coating application must be as described in the product’s information sheets.

c) The finish must be white in color.

d) The contractor must apply two or more coats with a minimum 3-mil dry film thickness per coat, unless provided documentation establishes better performance with another specification

6) The Contractor must send the COR the following information for approval before any coating work is commenced:

a) Coating systems identification

b) Product information sheets

c) Planned surface preparation

d) The contractor must supply Safety Data Sheets for all paints and chemicals applied to the heat exchangers.

E. Furnish and install new gaskets and hardware

1) All hardware (washers, nuts, bolts, and studs) replaced with new. ASTM specs per specification.

2) 60 durometer neoprene gaskets from one continuous piece of gasket material. The contractor must apply the gaskets to ensure the gaskets will seal with no seeping. The contractor must not splice or overlap gaskets.

3) The contractor must stamp each heat exchanger with individual identification including date/month/year of mfg. with permanent stamps.

F. The contractor must return the completed heat exchangers F.O.B. to Davis Dam Maintenance Yard Warehouse.

1) The contractor must pack, load, secure, and transport the heat exchangers.

2) The contractor will be responsible for any damage that may occur in the handling and transportation of the heat exchangers.

3) The Government will make a forklift and/or crane with an operator available for unloading the heat exchangers during regular warehouse hours at no charge to the contractor. The contractor must request use of the Government’s forklift and/or crane at least 72 hours prior to scheduled delivery times. This request must be sent to the COR identified following award.

4) Davis Dam shipping and receiving hours are from 7:00 A.M. to 4:30 P.M., AZ. Time, Monday through Thursday.

G. The Contractor must perform pressure tests at the Davis Dam facility prior to final acceptance.

1) The Contractor must hydrostatically test each heat exchanger to 60 psi for a minimum of 30 minutes or until inspection for a potential leak has been completed by Government personnel.

2) Minimum of Two heat exchangers will be tested simultaneously.

3) The contractor must provide all regulating valves, pressure gauges, and necessary connection pieces to complete the testing.

4) The contractor must submit documentation for each test.

5) Upon request, the Government will provide the following utilities at no charge to the contractor:

a) Water

b) Compressed air

c) Electricity

H. Documentation

1) Provide one (1) set of As-built prints.

2. The contractor will fabricate four (4) vertical generator air housing surface air coolers with four (4) pass design counterflow. Refer to Print P-8244228 Generator Surface Air Cooler

A. Cooling tubes

1) 164 straight tubes, six-foot eight-inches (6'-8"), (203.2 cm) in length with an outside diameter of 0.75 inches. (1.9 cm) and a nominal wall thickness of 0.049 inches. (0.124 cm). The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

2) Cooling tubes will be Cupro-nickel 90/10 (90% Cu, 10% Ni), ASTM B359, C70600. The tube thickness will be equal to or greater than the equivalent nominal size type K copper tube. The contractor will attach the tubes to the tube sheets in a manner as to be free from any leakage. The contractor will provide tubes with copper fins, 0.015 inch thick. The copper fins will be tension-wound and fastened securely to the tube by solder dipping. The molten solder will be a lead-free material.

3) Prior to ordering the tubing, it will be the responsibility of the contractor to verify the exact length necessary, the portion of tube to be finned, and the location of the tube support collars.

4) Prior to placing the fins on the tubes, each tube will be hydrostatically pressure- tested to a pressure of 250 PSIG for a minimum of 5 minutes. The contractor will reject tubes that leak or cannot maintain the pressure.

3. The contractor will fabricate two (2) horizontal ventilation surface air coolers (C1) with six

(6) pass design. Refer to print CC-1/6

A. Cooling tubes

1) 108 straight tubes, six-foot (6'), (180.88 cm) in length with an outside diameter of 0.625 inches. (1.597 cm) and a nominal wall thickness of 0.049 inches. (0.124 cm). The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

2) Cooling tubes will be Cupro-nickel 90/10 (90% Cu, 10% Ni), ASTM B359, C70600. The tube thickness will be equal to or greater than the equivalent nominal size type K copper tube. The contractor will attach the tubes to the tube sheets in a manner as to be free from any leakage. The contractor will provide tubes with copper fins, 0.015 inch thick. The copper fins will be tension-wound and fastened securely to the tube by solder dipping. The molten solder will be a lead-free material.

3) Prior to ordering the tubing, it will be the responsibility of the contractor to verify the exact length necessary, the portion of tube to be finned, and the location of the tube support collars.

4) Prior to placing the fins on the tubes, each tube will be hydrostatically pressure- tested to a pressure of 250 PSIG for a minimum of 5 minutes. The contractor will reject tubes that leak or cannot maintain the pressure.

4. The contractor will fabricate Six (6) horizontal ventilation surface air coolers (C2) with eight

(8) pass design. Refer to print CC-2.

1) 192 straight tubes, four-foot (4'), (121.92 cm) in length with an outside diameter of 0.625 inches. (1.597 cm) and a nominal wall thickness of 0.049 inches. (0.124 cm). The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

C70600. The tube thickness will be equal to or greater than the equivalent nominal size type K copper tube. The contractor will attach the tubes to the tube sheets in a manner as to be free from any leakage. The contractor will provide tubes with copper fins, 0.015 inch thick. The copper fins will be tension-wound and fastened securely to the tube by solder dipping. The molten solder will be a lead-free material.

3) Prior to ordering the tubing, it will be the responsibility of the contractor to verify the exact length necessary, the portion of tube to be finned, and the location of the tube support collars.

4) Prior to placing the fins on the tubes, each tube will be hydrostatically pressure- tested to a pressure of 250 PSIG for a minimum of 5 minutes. The contractor will reject tubes that leak or cannot maintain the pressure.

5) Location of connections shown on print apply to pass arrangements having both connections on the same end of coil.

5. The contractor will fabricate 2 (two) horizontal ventilation surface air coolers (C3) with six

(6) pass design counterflow. Refer to CC-3

A. Cooling tubes

1) 144 straight tubes, three-foot (3'), (91.44 cm) in length with an outside diameter of 0.625 inches. (1.597 cm) and a nominal wall thickness of 0.049 inches. (0.124 cm). The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

2) Cooling tubes will be Cupro-nickel 90/10 (90% Cu, 10% Ni), ASTM B359, C70600. The tube thickness will be equal to or greater than the equivalent nominal size type K copper tube. The contractor will attach the tubes to the tube sheets in a manner as to be free from any leakage. The contractor will provide tubes with copper fins, 0.015 inch thick. The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

8. The contractor will fabricate Five (5) horizontal exciter surface air coolers (EC1) with four

(4) pass design. Refer to print CC-EC1.

1) 72 straight tubes, six-foot two-inches (6'-2"), (187.96 cm) in length with an outside diameter of 0.625 inches. (1.597 cm) and a nominal wall thickness of 0.049 inches. (0.124 cm). The cooling fins are 0.012 inch. (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

2) Cooling tubes will be Cupro-nickel 90/10 (90% Cu, 10% Ni), ASTM B359, tube sheets in a manner as to be free from any leakage. The contractor will provide tubes with copper fins, 0.015 inch thick. The copper fins will be tension-wound and fastened securely to the tube by solder dipping. The molten solder will be a lead-free material.
