About this file
This performance requirements summary outlines the key performance standards required of an armed security services contractor providing services at Davis Dam. The contractor must ensure armed security guards are posted at Davis Dam 24 hours a day, 365 days a year, with required personnel on site for each shift 100% of the time. Guards must be replaced within two hours of notification if calling off. The contractor's personnel are required to assist emergency vehicles and outside agencies as needed, support emergency evacuation of the facility, and identify and report any issues with the facility's security system daily. The contractor must also ensure all security personnel have operational communications equipment available at all times. Performance will be evaluated based on reviews of the facility's log book, tracking of customer complaints, random inspections, emergency response exercises, and the contractor's quality control plan. Adherence to the specified performance standards and acceptable quality levels for each requirement will determine the contractor's past performance ratings.

DAVIS DAM ARMED SECURITY SERVICES
PERFORMANCE REQUIREMENTS SUMMARY (PRS)
The work rendered under the contract is subject to Government inspection during all times of the Contractor’s work and after completion of the tasks. The PRS identifies critical performance measures the Government will use to evaluate the Contractor’s performance.
The Performance Objective lists activities the Contractor must perform to accomplish the PWS requirements. However, the absence of any contract requirement from the PRS shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract, including the clauses entitled “Inspection of Services” and “Default.”
The Performance Requirements Summary Table includes has five columns that include the Performance Objective, Performance Standard, Acceptable Quality Level, Incentives, and Method of Surveillance.
The Performance Standard describes the task to be accomplished.
The Acceptable Quality Level (AQL) describes the minimum level of acceptable performance from perfect performance for each listed service and how much error the Government is willing to accept. If performance fails to meet the AQL, the Government will invoke the negative incentive stated in column 4 of the PRS table.
The Incentives identify positive and negative incentives that will be invoked for meeting or not meeting the AQL. The incentives are designed to motivate the contractor to perform at their best. The contractor will be rewarded with positive past performance reports for performance that meets or exceeds the AQL. The contractor will realize negative incentives in the form of negative past performance ratings.
The Method of Surveillance identifies the methods the Government will use to monitor and evaluate contractor performance. The Government will utilize two main methods to evaluate performance (1) Direct physical inspections and (2) notification by other Government agency representatives. Direct physical inspections will include on-site observations and inspections of the conditions.
