We understand that the cards have to be delivered to all Hotels, Casinos, Visitor Centers, Car Rental Facilities, Airports, Campgrounds, RV Parks and Military Bases in Southern Nevada and surrounding areas such as Laughlin, Lake Mead etc.; however, are these existing relationships or will we have to solicit the listed facilities for their participation.
The relationships are existing with the current contract holder. The contractor would be responsible for either sourcing these relationships or creating new relationships.
If the relationships are pre-existing for this solicitation, what guidelines for distribution to new locations/business do you have in place?
The only guidelines that we have are to distribute to areas frequented by tourists and those looking for tourism information. Listed in our SOW are: Hotels, Casinos, Resorts, Visitor Centers, Car Rental Facilities, Airports, Campgrounds, RV Parks and Military Bases.
Also, how is payment disbursed for this contact; meaning, is it on a billing cycle of upon contract approval/acceptance.
The contractor performs the work and submits an invoice to Reclamation for payment. We currently approve each invoice for payment on a monthly basis.

Yes
If so, how many cards per bundle?
100 per bundle
How many rack cards and/or bundles per box/carton?
2700 per box
What is the weight per bundle and/or how many bundles per box/carton?
Each box is 39 ½ lbs.
What are the dimensions of the box/carton?
18X13X6 are the dimensions of the box
How many rack cards would we picking up each month from the U.S. Bureau of Reclamation?
This number varies based on the need of the places that are delivered to. We estimate about 15,000 per month. The last contractor picked up on average 20K to 30K seems he didn't come often, maybe once or twice a year.
Would we be sending one bundle or more than one to each location?
It depends on the need and location. The rack card contractor has been responsible for this.
Will the quantity sent to each location vary or would everyone receive the same amount?
It depends on the need and location. The rack card contractor has been responsible for this.
Okay to assume that each location already has a rack for displaying the cards.
Currently the cards are displayed in the contractor’s own display cases located at each location. Most locations also have additional racks that may or may not have space for these cards.
Can you provide a picture of the card rack and rack cards?
There is not a standard rack for these cards, this varies by location. We do not currently have a picture of the cards, but can provide one next week.
Will you be providing updated distribution lists in Excel or CSV file at the beginning of each month?
No. It is the contractor’s responsibility to find, list, and distribute to various locations as indicated in the SOW.
We would ship these to each location using USPS with instructions for the facilities manager. Would we be able to receive payment to cover postage at the beginning of each month?
No. It is the contractor’s responsibility to distribute the rack cards in whichever way is appropriate. Currently they are delivered and stocked by the contractor. It is likely that most locations do not stock their own rack card displays.
This is a firm fixed requirement therefore please include postage, materials, and services in the total amount.
We currently provide a similar service for a government client, and they provide payment for postage, materials, and services before we do the work. We provide an invoice upon completion with a breakdown of the postage, materials and services spend for accounting.
The contractor performs the work and submits an invoice to Reclamation for payment. We will not provide payment for postage or disbursement in advance of the work being performed. All payments are done through the contracting office.
This is a firm fixed requirement therefore please include postage, materials, and services in the total amount.
I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.
There is a current Blanket Purchase Agreement in place with Certified Folder Display Service, Inc. This is not a new requirement.
If this is a follow-on requirement, could you please provide the previous contract or task order number?
This is a follow on requirement. Current Blanket Purchase Agreement (BPA) R16PA00030 BPA Call 140R3020F0108 is with Certified Folder Service, Inc.
Our mailing and distribution team has an inquiry about the drop off locations, are you able to provide a list of the drop off locations so that we can better calculate mileage to be included in final quote?
No, we do not have a list. It is the contractor’s responsibility to find, list, and distribute to various locations as indicated in the SOW.
