Background

General Information Among buildings and facilities at the Bureau of Reclamation’s Lower Colorado Basin Campus Offices in Boulder City, NV, there are numerous buildings and facilities that are Historic and require preservation. However, many of these buildings require maintenance and functional modifications. Identification of Asbestos, Lead Based Paint, mold, and any other substance that might negatively affect humans (e.g. polychlorinated biphenyl (PCB)-containing fluorescent light ballasts, mercury, refrigerants, halon, diesel, etc., if any) are very important. The purpose of this contract is to identify and map all areas of the Boulder City Campus that have Hazardous Materials.

1.2 Buildings to be Inspected and mapped.

The facilities’ and related systems and equipment must be inspected to uncover conditions that are not safe for human health.

1.2.1 Work Coordination.

The Contractor shall coordinate scheduling through the USBR Contracting Officer’s Representative (COR). Accomplish initial schedule coordination within 10 days after receipt of the Notice of Award for the Contract.

Any contractor procedures dealing with special tasks/equipment, including Safety coordination for building limitations to entry and exit shall be submitted 15 days prior to mobilization. A Job Hazard Analysis (JHA) will be prepared by the contractor to identify all hazards specific to the work to be performed on site. The USBR will provide wording related to SARS-COVID19 based on the current stage of quarantine. This JHA may be reviewed and commented upon prior to the start of on-site work but shall be reviewed and adjusted/amended as necessary upon the first day of work on site, and each day thereafter when any changes in conditions or activities impact the safety practices and mitigations contained in the JHA and when new activities are added. A final, annotated JHA showing all changes shall be included with the final assessment report (see also paragraph 5.1.2). At the start of each day the JHA will be reviewed with all employees performing the work. No change in the approved plan and JHA shall be implemented without written concurrence of the Contracting Officer. Any limits to building entry or exit needed by the contractor will be coordinated with the COR. USBR reserves the right to require the contractor to make changes in the Safety Program and operations as necessary to assure the safety and health of all persons on or near the site along with all other sections of RSHS, 29 CRF 1926, WAC, and all other federal, state, and local codes and regulations as they apply.

a. The RSHS handbook can be downloaded electronically at http://www.usbr.gov/ssle/safety/RSHS/rshs.html for no charge for use in connection with the specifications in accordance with the notice titled “Notice of Safety and Health Requirements and of Safety Handbook Availability – Reclamation.”.

b. Procedures to limit building entry or exit may be coordinated with the Facilities POC and/or Safety coordination contact as directed by the COR.

1.2.2 Coordination Standard. Prior to final scheduling, the Contractor’s Plan and Schedule for proposed work shall be submitted and accepted by the Government in accordance with 5.3.4; of this Contract, including all submittal items identified for the Plan.

2.0 Scope of Work

2.1 Overview. Among buildings and facilities at the Bureau of Reclamation’s Lower Colorado Basin Campus Offices in Boulder City, NV, there are numerous buildings and facilities that are Historic and require preservation. However, many of these buildings require maintenance and functional modifications. Identification of Asbestos, Lead Based Paint (LBP), mold, and any other substance that might negatively affect humans (e.g. polychlorinated biphenyl (PCB)-containing fluorescent light ballasts, mercury, refrigerants, halon, diesel, etc., if any) are very important. The purpose of this contract is to identify and map all areas of the Boulder City Campus that have Hazardous Materials.

2.2 Maps and Drawings. Any work that identifies Asbestos, Lead Paint, Mold, or other harmful substances will be marked on maps and drawings identifying those areas.

3.0 Objectives

3.1 Contractor will provide a State of Nevada licensed and Asbestos Hazard Emergency Response Act (AHERA) accredited asbestos building inspector to collect samples of suspect asbestos-containing building materials to identify potential ACMs in accordance with American Society for Testing and Materials (ASTM) E2356 - 14 Standard Practice for Comprehensive Building Asbestos Surveys and with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) requirements under 29 Code of Federal Regulations (CFR) 1926.1101, 40 CFR Part 61 Subpart M, respectively.

3.2 Contractor will take material samples from the project site for laboratory analysis by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116. The laboratory used to test the samples must also be accredited by the State of Nevada and certified and licensed to perform the tests stated.

3.3 Based on the PLM results, the contractor will take additional samples of nonfriable organically bound materials (i.e. vinyl floor tile) which may be further analyzed by Transmission Electron Microscopy (TEM) methodology. The survey may include non-accessible areas and materials based on sample results. In all cases where feasible, suspect materials will be sampled to confirm the locations or refute the presence of asbestos, unless this activity may pose a risk to human health or the environment.

3.4 Contractor will complete a limited LBP inspection and sampling will be conducted by contractor using guidelines established by the U.S. Department of Housing and Urban Development (HUD). The survey may include non-accessible areas and materials based on sample results. Sampling for LBP will be conducted using an X-Ray Fluorescence (XRF) device and may include paint chip analysis, depending on site conditions and substrates. Enough XRF testing or surface sampling will be done to confirm the locations or refute the presence of lead-based paint in the subject structures. XRF testing is a non-destructive method of testing. If paint chip sampling is conducted based on the results of the XRF testing and/or if areas are not able to be tested with the XRF, then small areas of painted surfaces (typically less than two square inches in size) will be scraped off down to the substrate. The inspection will be conducted by an EPA-accredited LBP Inspector/Risk Assessor with an EPA approved lead based paint activities contractor.

3.5 Identification of other hazardous materials (e.g. PCB-containing fluorescent light ballasts, mercury, refrigerants, halon, diesel, etc., if any) and their location(s), quantity(s) and existing condition(s).

3.6 Contractors report will include maps and drawings to identify sample sites and areas of Asbestos, Lead Based Paint, mold, and any other substance that might negatively affect human (e.g. polychlorinated biphenyl (PCB)-containing fluorescent light ballasts, mercury, refrigerants, halon, diesel, etc., if any). It will be prepared by an individual, State of Nevada licensed and AHERA accredited asbestos inspector/management planner and EPA Accredited LBP Inspector/Risk Assessor.

3.7 Duration. Performance period begins with the Notice of Award for the contract and finishes no later than 180 days.

3.8 Start of Work

The Contractor shall commence the initial on-site work (described in paragraph detailed in Table 1 under section 4.0 Tasks) within 15 days after receipt of the Notice of Award for the Contract.

3.9 Personal Protective Equipment (PPE). All personnel performing work on site shall be equipped by the Contractor-Employer with PPE appropriate to the task activities performed and be fully trained in the use of the equipment, in accordance with the Job Hazard Analysis for this contract’s activities.

3.10 Physical Security.

Comply with physical security requirements, including escort coordination requirements, of the base contract.

4.0 Tasks

Planning and Scheduling On-Site Activities

A. Planning and Scheduling On-Site Activities

1) Work Plan. The Contractor shall provide a work plan for activities related to testing of all facilities and other requirements of this contract.

2) Plan and Schedule Submittal. Plan and Schedule shall be submitted no less than 15 days prior to planned mobilization. The Government requires 7 calendar days to review and comment or accept the Plan and Schedule; and, where corrections are required, the Government requires a further 5 calendar days to review and comment on or accept the corrected documents.

3) Reference Drawings. Maps and drawings will be provided as available. The USBR will provide any structural drawings associated with the sites as requested. Drawings will be provided in the version of AutoCAD it was created in and stored on CD, DVD, e-mail, or in paper format at the discretion of the CO. The Contractor shall provide final the report in .pdf on CD, DVD, or e-mail as well as 11x17 maps and drawings in a paper final report. Contractor will supply 10 copies of the paper final report.

Testing

B. Testing

1) Complete an accurate and thorough testing for the following substances on the Boulder City Campus (Section 8.0) as laid out in section 3.0 and all subsections under 3.0.:

a. Asbestos

b. Lead Based Paint

c. Mold

2) Complete a general assessment and identification of areas of risk with regard to any other substance that might negatively affect humans (e.g. polychlorinated biphenyl (PCB)-containing fluorescent light ballasts, mercury, refrigerants, halon, diesel, etc., if any) on the Boulder City Campus (Section 8.0) as laid out in section 3.0 and all subsections under 3.0. No testing is required however vendor should provide quotes for testing specific substances and areas of risk should customer choose to undergo a more thorough examination in the future.

5.0 Delivery

5.1.1 Health and Safety

5.1.2 Site –Specific Safety Program

SSSP Requirements. The Site-Specific Safety Program prepared under the base contract shall apply to this Contract. The Contractor shall supplement the Safety Program with a task specific Job Hazard Analysis (JHA) which shall be identified in the Plan and Schedule (Section 3.1.1 above). Submit the JHA no later than 15 days prior to mobilization – this JHA will be reviewed and commented upon by USBR safety and Hazmat coordinator at a minimum prior to the start of on-site work but shall be reviewed and adjusted/amended as necessary upon the first day of work on site, and each day thereafter when any changes in conditions or activities impact the safety practices and mitigations contained in the JHA and when new activities are added. A final, annotated JHA showing all changes shall be included with the final assessment report (see also paragraph 3.2.3).

At the start of each day the JHA will be reviewed with all employees performing the work. No change in the approved plan and JHA shall be implemented without written concurrence of the Contracting Officer. Any building clearances for entrance and exit needed by the contractor will be held by the USBR and a “Special Work Permit” will be issued to the Contractor. USBR reserves the right to require the contractor to make changes in the Safety Program and operations as necessary to assure the safety and health of all persons on or near the site along with all other sections of RSHS, 29 CRF 1926, WAC, and all other federal, state, and local codes and regulations as they apply.

5.1.3 Safety Documentation Review and Acceptance.

Acceptance by the COR of the Contractor's JHA is required prior to the start of the first field activity; and acceptance of the Task-specific JHA is required prior to any field activity under this Contract. Acceptance is conditional and will be predicated on satisfactory performance during field activities. No change in the approved plan and JHA shall be implemented without written concurrence of the Contracting Officer. USBR reserves the right to require the contractor to make changes in the Safety Program and operations as necessary to assure the safety and health of all persons on or near the site.

5.2 Meetings and Conferences

The Government anticipates the following conferences during this Contract;

· Post-award conference call – within 10 days of execution date of this Contract for the purpose of general planning and scheduling.

· Additional meetings and conferences will be scheduled as needed.

5.2.1 Meeting Minutes.

The Contractor shall provide minutes of each conference call for coordination and verification of discussions and intent, within 5 days after the call. The Government shall accept or provide corrections to each set of minutes within 7 days of receipt. Format of minutes shall be Contractor-selected format, providing clear and identifiable information and clearly identifiable to this Contract and the purpose of the call.

5.2.2 Releases of Information.

Neither the contractor nor his representative shall release any sketch, photograph, report or other material of any nature obtained or prepared under this contract without the specific written approval of the Contracting Officer. Public, media and other queries shall be referred to the COR and/or the regional External Affairs Office.

5.3 Task Reporting and Deliverables.

5.3.1 Deliverables.

All plans and reports shall be completed in a timely manner as follows; All work products associated with an invoice must be turned in before or when an invoice is submitted. Final maps and drawings will be submitted within 30 days of completion of field activities. Final reports, including any identified corrective action recommendations, shall be submitted within 45 days of completion of the field activities. All files delivered by the Contractor are required to be error free in a CD, DVD, or e-mail format as approved and in compliance with federal and state regulations. The Contractor may be responsible for correcting data errors.

5.3.2 Government Review

The Government requires 21 calendar days for review and comment or acceptance of the final report and recommendation; additional time may be required for further review of any corrections or clarifications resulting from this initial submittal review. Where such further technical review of amended reports is required, the COR shall provide a projected completion date for such reviews. The contractor shall resolve all comments and submit final documentation that shall consist of the final, accepted report.

5.3.3 Draft Reports

Draft reports, if used, may be submitted by electronic means. Final reports 10 hard copies and one electronic file set on CD, DVD, or e-mail format. The electronic reports should be exact replicas of all hard copies.

5.3.4 Submittals

Documents, plans, and schedules identified elsewhere for submission may be in contractor determined organization and format, provided that the information content is clear, identifiable, and satisfactory to USBR and approved by the COR. Submittals shall be consistent with the general requirements of Section 4.0, above.

5.3.5 Reporting Results and Recommendations.

The Contractor shall describe the work performed, general scope, special activities, safety actions, and the final annotated Job Hazard Analysis (JHA); and the results of all evaluations and analyses will be tabulated and recommended corrective action will be listed if any.

5.3.6 Submit required documents in accordance with the following submittal table:

5.3.7 Payment Requests.

Invoices and payments shall be accompanied by, or preceded by, the relevant report and/or work products specified in the invoice. such reports shall be reviewed and accepted prior to processing payment requests and accomplishing payment.

6.0 Government-Furnished Property

7.0 Security

7.1 Hours of Operation.

For this Contract, normal duty hours of operation for the Regional Offices (Boulder City Campus facilities) are 7:00 a.m. to 4:00 p.m. Monday through Friday excluding Federal Holidays as noted in the base contract. The contractor will perform any on-site services required under this contract to maximize the use of scheduled work hours; contractor shall provide one-week advance notification for building closedown. No building closedowns shall be scheduled during the normal duty hours of operation for the Regional Offices. Exceptions may be granted by the COR or Facility manager. All work will be scheduled to accommodate on-site USBR inspector and escort.

7.2 On Premises Escort.

Comply with physical security requirements, including escort coordination requirements, if it is decided that an escort will be used with the contractor.

7.3 Contractor Security Clearance.

Personnel performing work shall comply with Security Requirements of clause WBR 1452.237-80 (Security Requirements – Bureau of Reclamation); if not previously cleared for work, the Contractor-Employer shall be escorted.

8.0 Places of Performance

Tasks assigned to each location will be detailed in Section 4.0. All work will be performed on USBR property at the following physical locations:
