Questions and Answers

1. Is this a renewal or continuation of an existing or previous contract? If so, can you provide contract information and amount?

This is a new requirement.

2. Table 1 of Task 4.0 indicates that "Maps and drawings will be provided as available. The USBR will provide any structural drawings associated with the sites as requested. Drawings will be provided in the version of AutoCAD it was created in and stored on CD, DVD, e-mail, or in paper format at the discretion of the CO". Can you indicate which buildings have drawings available and which ones do not have drawings available? (this will determine our level of effort required for this task) All buildings have drawings available.

3. During the site visit it was noted that various building have been recently renovated. Were there any Asbestos/LBP/Mold inspections or assessments conducted prior to the renovations? If so, can you provide summary results of such assessments?

Bldgs 500, 800, and 1000 have had assessments in the last 2 years. These reports can be provided to the successful offeror.

4. Can you provide Information regarding year built and Renovation/refurbished dates of the buildings that would be part of this solicitation.

5. Recent roofing material was observed on some buildings during the site visit. Can you confirm if the roofing materials used in the process are certified to be asbestos-free?

The roof of Bldg 500 is verry recent and is asbestos-free. That roof is not to be sampled as this could void the 20 Year warrantee.

6. In the event that there is no certification of the roofing materials, would USBR be able to take care of any patching/repair of the roof, to be done after we collect our roof material samples? Or would you be able to exclude, in writing, the need to sample/test recently installed roofing materials?

Recently installed roofs are not to be tested.

7. Can you indicate which buildings are planned to be demolished in the future?

Bldg 800 and the buildings at the railroad site are planned to be demolished.

8. Can you provide Square footage on out buildings at Railroad complex?

Dimensioned floor plans provided.

9. For the deliverable, Table 1 of Task 4.0 indicates "The Contractor shall provide final the report in .pdf on CD, DVD, or e-mail as well as 11x17 maps and drawings in a paper final report. Contractor will supply 10 copies of the paper final report." Is it required that the maps/drawings are prepared in AutoCAD or can they be prepared using other mapping tools that can provide a final PDF map/drawing document?

Drawings can be prepared in other tools as long at the PDF final product is provided.

10. For the schedule of activities, section 3.8 of the solicitation indicates that "Contractor shall commence the initial on-site work (described in paragraph detailed in Table 1 under section 4.0 Tasks) within 15 days after receipt of the Notice of Award for the Contract", however, this conflicts with Section 1.2.1 "Accomplish initial schedule coordination within 10 days after receipt of the Notice of Award for the Contract" and also conflicts with requirements in Task 4.0 "Plan and Schedule shall be submitted no less than 15 days prior to planned mobilization. The Government requires 7 calendar days to review and comment or accept the Plan and Schedule; and, where corrections are required, the Government requires a further 5 calendar days to review and comment on or accept the corrected documents." And conflicts with 5.1.2: "Submit the JHA no later than 15 days prior to mobilization". Can you please clarify the statement on section 3.8 of the solicitation?

Changed the requirement to commence on site work to 60 days for notice of award.

11. Is it expected to conduct the assessment and testing including renovated areas / surfaces? (e.g. conduct LBP and Asbestos testing on a newly painted wall) or would you provide list of excluded areas or buildings?

Yes, it is expected to conduct testing on all facilities with the exception of newly installed roofs under warrantee.

12. Roofs- are the roofs of the buildings included in the project?

Yes, unless under warranty.

a. If so, are the roofs accessible via existing ladders or will specialized equipment (lifts, etc.) be required for access?

Bldg 1400 and 500 have access from the interior of the facility, contractor will be responsible for access to roofs.

b. If sampling of roofing is required, will a certified roofer be required for patching sample locations?

Yes a certified roofer shall make repairs.

c. Are any of the roofs currently under warranty?

Bldg 1400 and 500.

13. Exterior work- are the exteriors of the buildings included? Destructive sampling will damage the exterior of the buildings and may allow weather infiltration.

Facility exterior is included in the project, contractor is responsible to ensure repairs to facility are weatherproof.

14. In regards to section 3.3 of the PWS- will there be a line item price for the TEM analysis of NOB samples since there is no way to know how many TEM samples will be required until the survey is performed and PLM sample results are received?

Bid TEM testing cost without a quantity. Government can request TEM samples, at bid cost, once PLM sample results and reviewed by the government.

15. In regards to section 3.3 of the PWS- will the TEM analysis be required for each NOB sample or for each homogeneous area of NOBs?

TEM is only necessary if PLM cannot determine fibers, use appropriate methods for sample type.

16. Are dates of construction available for the structures involved in this project? Just an approximate would be helpful, e.g., 1960s, 1920s, etc. especially since OSHA requires buildings constructed before 1980 to assume PACM present in TSI and surfacing materials.

17. The objectives directs us to collect samples of suspect asbestos-containing building materials to identify potential ACMs in accordance with ASTM E2356 – Standard Practice for Comprehensive Building Asbestos Surveys along with the applicable OSHA and EPA regulations. My questions for the ASTM E2356 are as follows three types of surveys and also discusses management planning and abatement plans and specification.

a. Is the objective of the survey to be comprehensive in the identification of and locations or are you also asking for (along with the survey) managing plans and/or abatement designs?

The objective is to be comprehensive in identification and location. Government will us in house expertise to manage the facilities.

18. Do you want the roofs sampled (it is against our policy to violate any roof warranties). If we do sample the roofs that are not under warranty or will not harm the warranty, will you let us know which roofs we are to sample?

Roofs are included, Bldg 1400 and 500 are under warranty. Contractor is responsible to provided sampling plan.

19. Who is the Holder of the Certificate of Insurance?

The Government is self-insured.
