Sol. No. 140R3021Q0067 Q & A
Solicitation No. 140R3021Q0067, Amendment 0002
Questions and Answers
Q1. Will the Bureau of Reclamation (Reclamation) provide operators for the duration of the rental pilot operation while the vendor provides remote support?
A1: In accordance with Attachment 1 – Performance Work Statement (PWS), Part 2, B.3.b and D.2, Reclamation staff will be available to collect operations data, respond to system alarms, and to perform basic maintenance of the pilot system. Per Part 2, B.3.b, v., Pilot system vendor staff will be present at the YAO campus site during startup until full functional operation of the pilot system in demonstrated. During routine operation, the pilot system vendor is not required to maintain operators or staff at the site. Reclamation staff will be present at the site 24-hours per day for the duration of testing. The pilot system vendor can provide remote support during routine operations.
Q2. It was mentioned in the PWS that consumables will be stockpiled on site. Will Reclamation or the vendor be responsible for the consumables?
A2: Chemicals and consumables, as necessary for operation, are assumed to be provided by the pilot system vendor.
Q3. Will Reclamation be covering all costs of analytical work (water analysis)?
A3: In accordance with the PWS, Part 2, D.3, laboratory sampling can be completed on-site at the YAO campus water lab for parameters noted in the attached water quality reports.
Any laboratory testing conducted by Reclamation should be considered supplemental to the data to be collected by the pilot system vendor. Reclamation will cover the cost of this laboratory sampling and all results will be provided to the pilot system vendor. Frequency of sampling will be coordinated with the pilot system vendor to optimize supplemental data within the limitations of the Governments resources.
Q4. During pilot installation, will Reclamation be available to provide some on-site support (e.g., laborers, electrician, crane for offloading, etc.)?
A4: As noted in the response to question 1 and in the PWS, Reclamation staff will be available for daily on-site monitoring, routine operations, and sampling. Reclamation’s resources include a 33-person O&M team with numerous mechanics, operators, and electricians that will be available to support data collection, respond to alarms, conduct routine operations, and perform routine maintenance activities. These same staff will be available during pilot installation. It is assumed that Reclamation will be responsible for making required connections to the system with oversight from the vendor. It is assumed that the system will be fully functional upon connection to the onsite utilities and that Reclamation staff will not be conducting any work on the system components. Reclamation also maintains several unloading options, including a 15 Ton rated boom truck, a 35 Ton rated Lorain crane, and a 75 Ton rated Grove crane. Crane operators are provided by Reclamation.
