Attachment 1 - Performance Work Statement Electrodialysis Reversal Desalination Pilot System Rental and Testing

PART 1 – SCOPE

A. Objective

The purpose of this contract is to secure the temporary rental of an Electrodialysis Reversal (EDR) Desalination pilot system for on-site testing at the USBR Yuma Area Office campus in Yuma, Arizona along with associated testing services. The pilot EDR system will be used to evaluate the cost and performance of advanced EDR desalination of brackish agricultural drainage water and brackish groundwater.

B. Background

Desalination of brackish (moderate salinity - 1,000 to 10,000 mg/L total dissolved solids [TDS]) water sources is needed to augment conventional water supplies and manage salinity in many arid regions. This project will evaluate advanced EDR as an alternative technology to reverse osmosis (RO) for the desalination of brackish agricultural drainage water (ADW) and groundwater (GW).

The Yuma Desalting Plant (YDP), located at the USBR Yuma Area Office campus, was constructed to provide up to 78,000 Acre-feet (AF) per year of treated brackish ADW to the Colorado River (CR) for beneficial use and to meet salinity requirements set forth in the 1944 Mexican Water Treaty. While an effective treatment process, operation of the current RO plant is costly, largely due to chemical requirements for pretreatment. This project will evaluate recent advances in EDR to desalinate ADW and GW for discharge to the CR, aiding with water availability and salinity management in the CR Basin. The results of this pilot project are needed to demonstrate and quantify the expected performance and potential for cost savings of this technology.

This study will test the pilot EDR treatment system for desalination of brackish ADW and GW at USBR’s Water Quality Improvement Center at the YDP. Operational requirements will be determined for each of the two water sources. The cost per AF of treated water using the EDR process will be compared to that using the existing YDP RO process. The EDR system will be operated on GW for 1.5 months, and on ADW for four months.

There can be as much as a 50-degree difference in temperature over the course of a 24-hour period. Late fall and winter temperatures are generally mild with a slight possibility of freezing during the late winter months. Strong winds and dust storms are possible throughout the year but are generally experienced during the spring months. Thunderstorms and flash floods are also possible during monsoon season in the late summer months (August and September). Rain is also possible during the late winter and early spring months. Average annual rainfall for the area is approximately 3 inches (in.).
