PERFORMANCE WORK STATEMENT (PWS)
K9 Service Contract 10/01/2020
1.0 INTRODUCTION:
1.1 The Bureau of Reclamation (BOR), Hoover Dam Security Response Force (SRF), located approximately 30 miles south of Las Vegas, has a requirement to augment existing K9 detection capabilities. The contractor must supply all labor, materials, transportation, equipment, certifications and supervision to conduct explosives K9 detection services on an as needed (call-out) basis. The BOR anticipates a base year plus 2 option-year period of performance.
2.0 SCOPE:
· Provide explosive detection K9 capabilities at Hoover Dam and Reclamation facilities within 15 miles of Hoover Dam.
· Work must be on a Scheduled and Emergency Call Out basis, initiated by designated Reclamation personnel; no contractor-initiated work must be authorized.
· Regularly scheduled hours are 8 hours per day, four days per week.
· Contractor must be available for callouts 24 hours a day, seven days per week.
· Contractor must be at Hoover Dam Security Checkpoint, ready to work within 90 minutes of notification.
· A minimum of two hours work will be guaranteed for all Emergency Call Outs.
· Additional work and routine sweeps will be scheduled by Reclamation with at least 48-hour notice.
· Sweeps and specific searches must be conducted at a variety of locations – interior and exterior.
· Some examples include parking garages, top of dam, buildings, parking lots, elevators, vehicle screening areas, vehicles.
· K9 and handler must be able to conduct searches and traverse a variety of terrain.
· Some examples include stairs, elevators, gravel, cement, dirt, hills, tunnels, chase ways, vehicle interiors.
· K9 services must be needed in inclement weather and adverse conditions.
· Some examples include outdoor concrete parking lots during summer, rain, wind, and hours of darkness.
· Contractor will be assigned call sign “D24” for radio traffic while working on USBR Property.
· Contractor must call “in service” to SRF Dispatch, with a furnished SRF radio, at the beginning of the shift and call “out of service” at the end of the shift.
· Contractor must follow the daily scheduled rotation instructions given to them by the Reclamation Security Supervisors regarding where and when the contractor will conduct sweeps of specific areas of the Hoover Dam.
· Contractor must radio to SRF Dispatch whenever they leave or enter a different area of the Hoover Dam (Parking structure, NV Checkpoint, Visitor Center, Top of Dam, Parking Lots, Interior of Dam)
· Canine must operate on leash at all times while on USBR Property.
· While on Reclamation property, the contractor must respond to all calls for service or directions given by the Reclamation Security Supervisor.
· Contractor must only park in pre-approved locations identified by the Contracting Officer Representative (COR). If additional parking locations are requested, only the COR will have the authority to approve the location before utilizing it.
· All unattended bags encountered by the Contractor must be radioed to SRF Dispatch. The Contractor will contact the Reclamation Security Supervisor to confirm if the owner was located or not.
· Contractor will not access to government computers or government furnished internet.
· Contractor will conduct explosive sweeps for a duration of 45 minutes (depending on weather and environment) with a 15minute break.
· When requested by the Security Supervisor, provided United States Bureau of Reclamation (USBR)( Incident Reports must be completed by the contractor within 12hrs of being requested to document emergency sweeps or incidents which occur while the contractor is conducting canine sweeps on Reclamation property.
· The Handler and Canine must ensure the safety of the public and themselves while on Reclamation property. Contractor must observe all safety regulations and requirements.
· Contractor must dispose of canine waste in an approved location identified by Reclamation or remove it from property.
· Contractor must assume all liability for canine and equipment while working on Reclamation property.
· On-site training (if required and approved):
· Contractor will radio to SRF Dispatch when starting and completing training.
· Training will be conducted before or after the Visitor Center is open for tours (0900-1600).
· Training will be conducted without the need of additional security personnel or escort requirements.
· Contractor must ensure all training aids used while on Reclamation property are collected before leaving Reclamation property.
· Training locations must be approved by the Security Supervisor before being conducted.
· Training aids will not be provided by Reclamation.
3.0 PERSONNEL QUALIFICATIONS:
· North American Police Work Dog Association (NAPWDA) Certification or Drug Beat Certification/Explosives Detection:
· Certified Canine Handler
· Certified Single Purpose Explosives Detection Canine
4.0 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS:
4.1 GFE:
· Government will provide a radio for use while on location; radio must be returned each time before leaving Reclamation property.
· Government will provide parking for one vehicle.
· Government will provide site familiarization / orientation.

5.0 REGULATIONS/POLICIES:
The Contractor will adhere to all Safety and Security signage or instructions regulating PIV Card access and visitor rules.
6.0 TRAVEL: NA

8.0 SECURITY:
8.1 The Contractor will submit all required information to request obtain a Personal Identity Verification PIV Card. The contractor must pass all requirements to be issued a PIV Card before being approved to conduct work. The Contractor must comply with all security procedures.
8.3 All contractor produced, and Government furnished information related to this contract is designated Public Information (Non-Official-Use-Only), except for the Government furnished work products which are designated Official Use Only – SENSITIVE (FOUO/SENSITIVE).
8.4 The Contractor must be required to supply Reclamation with the legal names and other personal information of employees who will be working under this contract.
8.5 Reclamation reserves the right to perform security checks on Contractor employees.
9.0 TRAINING:
The Contractor is responsible for all training for its employees.
· Contractor will radio to SRF Dispatch when starting and completing training.
· Training will be conducted before or after the Visitor Center is open for tours (0900-1600).
· Training will be conducted without the need of additional security personnel or escort requirements.
· Contractor must ensure all training aids used while on Reclamation property are collected before leaving Reclamation property.
· Training locations will be approved by the Security Supervisor before being conducted.
· Training aids will not be provided by Reclamation.
10.0 DELIVERABLES: Describe (individual paragraphs, if necessary) the end products you want. Each deliverable will be listed in a table later in this PWS. The table below provides a listing of deliverables, the media with the number of copies, and the recipients.

11.0 QUALITY:
11.1 Contractor’s Performance Assessment Reporting System (CPARS). The attached Contractor Performance Report is provided for your information. This report will be completed by the Contracting Officer’s Technical Representative (COTR) at the end of the performance period. This information will be input into the Contractor’s Performance Assessment Reporting System (CPARS) when the system becomes available.
11.2 Performance-Based Contracting. Quality must be measured based on the following:

12.0 Identification of Contractor Employees: All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering Government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees. To remain identifiable as contract personnel:
· Contractor must wear BDU pants, steel toe boots, and shirt with company logo or K9 identification. Uniforms must be distinctive so as not to be confused with existing guard forces.
· Contractor must furnish and wear a tan outer plate carrier at all times.
· Contractor must furnish and wear U.S. National Institute of Justice (NIJ) Certified Level 3 rated plates (or higher) on the front and back of the tan outer carrier.
· Contractor must furnish and wear a self-identifier attached by Velcro to the front and back of the outer plate carrier reading “Security K9.” The self-identifier will match the tan outer plate carrier and be no smaller than 3in x 6in in size. The letters will be black in color.
· Contractor must furnish a vehicle with identification placard while operating on Reclamation Property. Vehicle must be able to ensure the health and safety for canine while on Reclamation property to include relief from the heat, hydration, and nutrition.
