Solicitation Questions and Answers
Question # 1 - The spreadsheet is not calculating the estimated yearly cost it only totals up the hourly rates. Is this correct or do you want us to calculate a base year estimated cost?
Answer # 1 - The section below line number 9 of the Excel spreadsheet will calculate the yearly totals.
Question # 2 - Will pseudoscent training aids be acceptable?
Answer # 2 – Yes
Question # 3 - Is the government paying for mandatory training days required by law or is the contractor to pay for the mandatory training day per week?
Answer # 3 – No, government will not pay
Question # 4 - Will the contractor be required to provide 24/7 patrol coverage in shifts? What I mean is the request says an 8-hour workday 4 days per week, the dam is open to the public for 16 hours per day, and for tours only 7 hours a day, what coverage does the security team want? A morning shift for 8 hours, an afternoon shift for 8 hours, then an on-call officer available? Or are they looking for a working officer only 4 days a week and an on-call officer 24/7? We are able to provide either, but I need some clarification.
Answer # 4 – Contractor normal hours are 0800 – 1600 Friday, Saturday, Sunday, Monday. On call all other times with a 90 min response time.
Question # 5 - What additional documents do you require to submit our bid? Is it just the price sheet?
Answer # 5 - Offerors are to submit price schedules for years 1 through 3. The excel sheet is formatted to calculate totals automatically. Offers that are handwritten must include totals in each designated cell. See Attachment 4 - Price Schedules. The deliverables requested in the Performance Work Statement are due on each date listed in the Performance Work Statement. The Performance Work Statement has been revised to reflect that the Handler lists and proof of Explosives Certification and K9 lists and proof of Explosives Certification must be submitted with offer.
Question # - 6 - Is the requirement for armed or unarmed security officers? It is easier for me to get armed personnel than unarmed.
Answer # 6 – unarmed
Question # 7 - Are there any insurance requirements/submittals?
Answer # 7 – No requirement/submittal
Question # 8 - The subject solicitation references Vessel Exclusion Barriers (on page 15 of the ‘Combined Synopsis Template _ draft.doc’ file). Is Government requesting the contractor to supply and/or install a vessel exclusion barrier sin support of this solicitation?
Answer # 8 – This is information under a Security clause. We will not be supplying or installing vessel exclusion barriers for this project, but the clause is required to be with the solicitation should it apply.
"The contractor shall, for any vessel exclusion barrier proposed for supply and/or installation under this contract, provide the contracting officer with proof of certification in accordance with ASTM Standard F2766-11 – Standard Test Method for Boat Barriers."
