About this file

This document is a Draft Statement of Work (SOW) for the East Park Boat Ramp Improvement Project in Orland, California, prepared by the Bureau of Reclamation. The project involves constructing a single-lane v-groove concrete boat launch ramp, a cable-guided boarding float system, a solar light fixture, a boater parking area with accessible pathways, an information kiosk, directional signage, animal-resistant trash receptacles, and a project credit sign. The work encompasses comprehensive site preparation including clearing, grubbing, demolition of existing concrete pads, tree removal for trees 19–36 inches in diameter, selective tree trimming, excavation and embankment work, installation of riprap for slope protection, placement of engineered fill and aggregate base courses, construction of concrete boat ramp with V-groove finish, installation of electrical solar lighting, asphalt paving for parking areas, concrete curbs and walkways, and revegetation of disturbed areas.

The SOW establishes extensive technical specifications organized by division, including detailed requirements for site environmental controls (dust abatement, water pollution prevention, stormwater management, oil spill prevention, and tree protection), safety and health compliance with RSHS standards and Cal/OSHA regulations, quality control and testing procedures, and submittals management through a Contract Document Management System. Key submittals include a Stormwater Pollution Prevention Plan, Safety Program, Quality Control Plan, concrete mix designs, equipment specifications, and as-built documentation. The contractor must provide all labor, materials, equipment, and services for completion and is responsible for obtaining necessary permits (Section 402 Construction General Permit), managing hazardous materials, conducting material testing through accredited agencies, and maintaining compliance with federal, state, and local environmental regulations. Work must conform to Caltrans Standard Specifications (2023 edition) and applicable ASTM/AASHTO standards, with cost accounting for mobilization, surveying and staking, environmental controls, waste management, and all construction activities through final project record documentation and warranties.
