About this file

This is a Performance Work Statement (PWS) for the upgrade and replacement of fire alarm control panels at Folsom Dam (FOD) and Nimbus Powerplant (NBP) operated by the U.S. Bureau of Reclamation's Central California Area Office. The existing SimplexGrinnell 4100U panel at Folsom Dam and Simplex 4020 panel at Nimbus Powerplant, both in service since 1990, have experienced repeated failures and troubleshooting efforts have been unsuccessful. The primary objective is to restore and certify fire alarm system operation in accordance with NFPA 72 standards, with new panels that communicate with all existing auxiliary devices and provide remote notification capability to the Folsom Power Plant control room and the Central Valley Automated Control System (CVACS).

The contractor must procure and install two new UL-approved fire alarm control panels complete with new batteries, remove and dispose of existing panels while reusing existing wiring, "bring-in" and test all pre-existing fire alarm devices throughout both facilities to ensure proper functionality and sequencing, program the panels as required, and certify the systems per NFPA 72. Additional deliverables include a written safety program and Job Hazard Analyses (due within 7 calendar days of award), technical documentation and cut-sheets (7 days), personnel training, copies of system drawings and manuals, spare parts lists, programming documentation on flash drive, and a bound submittal package in both hard copy and electronic formats—all due within 40 calendar days of award. The contract is a firm fixed-price construction award with a 40-day period of performance. Work must be completed by February 6, 2020, with on-site activities expected to take 3-4 days per site during normal business hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.). The contractor must provide personnel with a minimum of five years' direct experience and NICET Fire Alarm Certifications, coordinate security access with the Contracting Officer's Representative, comply with OSHA and Reclamation Safety and Health Standards, and follow Hazardous Energy Control Program procedures as applicable.

Performance Work Statement (PWS) Central California Area Office

FOD and NBP Fire Alarm Control Panel Upgrade/Replacement

1.0 Background

A SimplexGrinnell 4100U Fire Alarm Control Panel (FACP) at Folsom Dam and Simplex 4020 Alarm Control Panel at Nimbus Powerplant have been in service at Folsom since 1990. Both panels have been showing trouble alrams and not been working properly. The efforts were made by plant and Folsom maintenance personnel to troubleshoot the problem and repairs. CCAO has put in a lot work hours to resolve the issue but has not been successful. The panels are very old and CCAO has decide to upgrade and replace the panels.

This is an urgent action. There is not an active system to notify personnel on site of a fire event (no audible alarm), or any remote communication to notify us of an event during off hours. CCAO will like to upgrade/replace these panels so that new FACPs communicate with all the devices including audibles and communicate with CCAO/CVO via our SCADA system (CVACS) in the event of any fire alarm/event.

NFPA: National Fire Protection Association CCAO: Central California Area Office CVO: Central Valley Operations CO: Contracting Officer COR: Contracting Officers Representative OGR: Onsite Government Representative NICET: National Institute for Certification in Engineering Technologies CVACS: Central Valley Automated Control System FOD Folsom Dam NBP Nimbus Power Plant

2.0 Scope

Remove all components of existing FACP at FOD & NBP and reuse existing input and output wiring at the FACP boxes. Provide new batteries in panel boxes. Fully test the panel and the communication with all devices. “Bring-in” every device on all floors of the Folsom Dam & NBP to ensure functionality and sequencing according to the programming and as required by the NFPA. Adjust the programming at the panel as necessary. All work is localized at the panel except during testing when devices need to be initiated to determine functionality. The panels at both sites (FOD/NBP) must have remote notification/annunciation capability to Folsom power Plant control room desk via outputs from panel. Connections to CVACS will be made by CCAO staff. All other work shall be completed by the contractor except during the testing phase. It is recognized that testing is a multiple individual operation. Reclamation will provide the necessary individuals to assist the Contractor during testing. The anticipated work is expected to take a 3-4 days per site (FOD and NBP).

Upon successful testing, certify fire alarm system and provide a report. Identify in a report any recommendations or repair actions necessary to certify system as applicable. Contractor is responsible to provide needed training of new system to CCAO personal. Provide a copy of the programming as a written document and on a flash drive. While the programming language is proprietary and Reclamation will not be able to access/modify, provide file(s) on flash drive to Reclamation for future use. Provide updates to drawing sets identified in section 11.0 to reflect new FACP.
