1. PURPOSE OF NOTICE
This Sources Sought Notice (SSN) is issued solely for market research and planning purposes in accordance with FAR Part 10. The DOI/BOR is seeking to:
A. Allow interested contractors to provide feedback on the information provided.
B. Identify qualified and experienced contractors capable of performing the work identified Section 2, Project Overview.
C. Identify the best procurement approach based upon the information received (the bullet points below are being provided as examples):
· In accordance with RFO Deviation Part 10, and the RFO Companion Guide, the Government should determine if existing agency capabilities can fulfill the need. If the agency does not already have the capability, the next phase of market research can focus on whether other existing federal contract vehicles already offer the products or services needed. For example:
· DOI, Bureau of Indian Affairs (BIA), Construction Multiple Award Contract (C-MAC)
· DOI, Fish and Wildlife Service (FWS) Multiple Award Task Order Contract (MATOC)
· Total Small Business Set-Aside
· Full and Open Competition
2. PROJECT OVERVIEW
The DOI/BOR is preparing for a potential procurement to A SimplexGrinnell 4100U Fire Alarm Control Panel (FACP) at Folsom Dam and Simplex 4020 Alarm Control Panel at Nimbus Powerplant have been in service at Folsom since 1990. Both panels have been showing trouble alarms and not been working properly. The efforts were made by plant and Folsom maintenance personnel to troubleshoot the problem and repairs. Central California Area Office (CCAO) has put in a lot work hours to resolve the issue but has not been successful. The panels are very old and CCAO has decide to upgrade and replace the panels.
This is an urgent action. There is not an active system to notify personnel on site of a fire event (no audible alarm), or any remote communication to notify us of an event during off hours. CCAO will like to upgrade/replace these panels so that new FACPs communicate with all the devices including audibles and communicate with Central California Area Office (CCAO)/Central Valley Operations (CVO) via our SCADA system Central Valley Automated Control System (CVACS) in the event of any fire alarm/event.
The worksite for this project is located:
| Foslom Dam | Nimbus Powerplant | |
| 7794 Folsom Dam Rd | 38.63735° N, 121.2202° W | |
| Folsom, CA 95630 | Fair Oaks, CA |
The anticipated construction period is 40 calendar days from Notice to Proceed.
Principal Components of the Work include, but are not limited to:
A. Remove all components of existing Fire Alarm Control Panel (FACP) at Folsom Dam (FOD) & Nimbus Power Plant (NBP) and reuse existing input and output wiring at the FACP boxes. Provide new batteries in panel boxes. Fully test the panel and the communication with all devices. “Bring-in” every device on all floors of the Folsom Dam & NBP to ensure functionality and sequencing according to the programming and as required by the NFPA. Adjust the programming at the panel as necessary. All work is localized at the panel except during testing when devices need to be initiated to determine functionality. The panels at both sites (FOD/NBP) must have remote notification/annunciation capability to Folsom power Plant control room desk via outputs from panel. Connections to Central Valley Automated Control System (CVACS) will be made by CCAO staff. All other work shall be completed by the contractor except during the testing phase. It is recognized that testing is a multiple individual operation. Reclamation will provide the necessary individuals to assist the Contractor during testing. The anticipated work is expected to take a 3-4 days per site (FOD and NBP).
B. Attachments:
a. Performance Work Statement Bid Bond, as well as Performance and Payment Bonds are anticipated for this requirement.
