About this file

This is a Questions and Answers document for RFQ 140R2026Q0023 that clarifies technical requirements for satellite imagery deliverables over a multi-year contract period spanning March 2, 2026 through December 31, 2028. The document addresses seven key clarifications regarding imagery specifications, processing standards, and acquisition parameters for the Newlands Area of Interest (AOI).

The government requires eight annual deliveries of 3-meter multispectral (MUL) composite imagery in 16-bit format at native ground sample distance (GSD) without pansharpening or radiometric adjustments between scenes. Composite imagery must be orthorectified, co-registered, and stitched for spatial continuity while preserving individual pixel values unaltered for NDVI analysis and precluding color balancing. One annual high-resolution RGB delivery at 0.5 meters or better must be delivered as a seamless orthomosaic product, with natural color processing optional. The AOI terrain has minimal elevation variation requiring no positional accuracy better than 10 meters RMSE, and the government may provide a preferred reference ortho layer if necessary for co-registration. Offerors may propose vendor-supplied reference datasets if government data is unavailable. Satellite acquisitions may exceed the AOI polygon boundaries to satisfy minimum tasking width constraints, with final products clipped to the original AOI. All years of the contract are contemplated under a single award structure rather than annual request processes.

RFQ: 140R2026Q0023

Questions and Answers

Question 1: For the eight (8) annual “3-m MUL” deliveries, the PWS states each monthly delivery shall consist of a “composite MUL image.”

• Does “composite” mean a seamless orthomosaic (stitched/color-balanced single mosaic) or analysis-ready imagery consisting of individually orthorectified/co-registered scenes (not necessarily a seamless mosaic)?

Answer: Composite does not mean a seamless, color balanced orthomosaic. The government requires an orthorectified, co-registered composite image that covers the Newlands AOI and is analysis ready. The imagery should be stitched together for spatial continuity, but individual pixel values must remain unaltered to preserve the true reflectance for NDVI analysis. No color balancing or radiometric adjustments between scenes should be applied.

Question 2: For the 3-m MUL deliveries, is there a required radiometric format / bit depth (e.g., 8-bit vs 16-bit), or is either acceptable provided all other requirements are met?

Answer: 16-bit is preferred to maintain consistency of past products collected.

Question 3: For the “3-m” requirement, does the Government require native GSD at or better than 3 m, or are pansharpened multispectral products acceptable (e.g., MS fused with PAN to achieve ~1.5 m output) provided the output meets the stated requirements?

Answer: The government requires the native 3-m GSD to avoid any alteration of reflectance values.

Question 4: For the annual high-resolution RGB (≤0.5 m) delivery:

• Is the Government expecting a seamless orthomosaic product, or are orthorectified/co-registered scenes acceptable?

• Please confirm whether “natural color” processing is required beyond the stated RGB band requirement.

Answer: The government expects a seamless orthomosaic product. “Natural color” processing would be nice but is not necessary.

Question 5: Ortho/terrain correction reference data: Does the Government intend to provide any terrain/DEM, ground control, or a preferred reference ortho layer for co-registration? If not, should offerors propose vendor-supplied reference datasets to achieve the required accuracy?

RFQ: 140R2026Q0023

Questions and Answers

Answer: The AOI has very little terrain and does not require positional accuracy <10m RMSE.

If necessary, a preferred reference ortho layer can be provided for co-registration.

Question 6: AOI minimum tasking width: If satellite tasking requires expanding the acquisition footprint beyond the provided AOI polygon to satisfy minimum tasking width constraints, is it acceptable to acquire a widened area and deliver final products clipped to the original AOI?

Answer: Yes. The government believes that is the only way to satisfy the product requirements.

Question 7: Contract structure across years: The period of performance spans 03/02/2026– 12/31/2028. Please confirm whether all years are contemplated under a single award (e.g., base + options / ordering), versus an annual request process.

Answer: All years are contemplated under a single award.
