This is a Combined Synopsis/Solicitation for Thrust Bearing Oil Coolers Replacement issued by the Bureau of Reclamation, Interior Region 10 (California-Great Basin). The solicitation seeks 10 oil coolers for the Spring Creek Power Plant's hydro-electric generator, with a total set-aside for small businesses. The coolers will replace four existing oil coolers located in the thrust bearing sump of a 75 MW Allis-Chalmers generator from 1964, which have developed leaks and reached the end of their useful life.
The contract is a firm-fixed price purchase order with specific technical requirements. Contractors must provide modern replacement coolers that meet or exceed the original heat exchanger specifications, with copper manifolds and specific design parameters including C70600 tube material, 0.049-inch thick extruded aluminum fins, and compliance with ASME and TEMA standards. Quotes are due by January 5, 2026, at 11:00 AM Pacific Standard Time, with the first four coolers to be delivered 14 weeks after design approval for form and fit verification, and the remaining six coolers delivered 8 weeks after that initial verification. The contract will be awarded to the responsible vendor whose quote is most advantageous to the government, based on technical requirements, experience, past performance, and pricing.
