1. Background

The Bureau of Reclamation (BOR) New Melones Recreation Resource Office provides recreation facilities on the New

Melones Lake. Ranger staff at New Melones is responsible for patrolling the recreation areas to ensure a safe environment for the visiting public. There are two 2,000-gallon capacity above ground fuel tanks are located this facility. Due to the size of the above ground fuel tanks, the facility is unable to receive the total amount required in a single delivery. Option Year 2: June 16, 2027 to June 15, 2028

Option Year 4: June 16, 2029 to June 15, 2030

5. Estimated Quantity Contract Line Items

All Contract Line Items represent estimated quantities and not guaranteed amounts. The contractor will only be paid for the actual gallons delivered. At no time will the contractor exceed the estimated quantity for either fuel. The contractor will establish a tracking system of actual quantities delivered against the contract’s estimated quantities Contract Line

Item and will keep it current throughout the life of the contract. Every invoice will be accompanied by a full accounting of each Contract Line Item being billed, the actual quantity being billed, and supporting documentation to support the actual quantities.

There is only one CLIN for both low sulfur diesel and regular fuel, all invoices can be centrally billed.

6. Type of Contract

A. The government will award a Fixed Price contract with Economic Price Adjustment. Total price calculated including options if applicable will be evaluated for reasonableness. This pricing arrangement reduces the cost risk for the vendor due to fluctuating prices over the course of the contract.

B. Fuel prices fluctuate weekly if not daily. For this contract, we will use the published fuel prices found at the following link as the starting basis for the Economic Price Adjustment.

https://www.eia.gov/dnav/pet/pet_pri_gnd_a_EPD2DXL0_pte_dpgal_m.htm

C. To illustrate how this impacts the pricing during the performance of the contract, see following two examples:

An example of an invoice submitted with an INCREASE in EPA is as follow:

https://www.eia.gov/dnav/pet/pet_pri_gnd_a_EPD2DXL0_pte_dpgal_m.htm

Vendor’s quoted fuel price on the contract as $4.00 per gallon (all-inclusive rate with taxes and fees), and award was made in August 2018. The Published price for Ultra Low Sulfur Diesel for Aug 2018 was $3.940, so this is the rate that will be used as the starting basis to determine the price adjustment. Vendor delivered gas in Oct 2018. The published rate for Oct 2018 was $4.086, an increase of $0.146 ($4.086 - $3.940 = $0.146). Vendor would add $0.146 to their contracted price of $4.00, and vendor would now invoice for $4.146 per gallon plus set delivery fee.

An Example of an invoice submitted with a DECREASE in EPA is as follows:

Vendor’s quoted fuel price on the contract is $4.00 per gallon (all-inclusive rate with taxes and fee), and award was made in August 2018. The Published price for Ultra Low Sulfur Diesel for Aug 2018 was $3.940, so this is the rate that will be used as the starting basis to determine the price adjustment. Vendor delivered gas in Dec 2018. The current published rate for Dec 2018 was $3.858, a decrease of $0.082 ($3.940 - $3.858 = $0.082). Vendor would subtract

$0.082 from their contracted price of $4.00, and vendor would now submit invoice for $3.918 per gallon plus set delivery fee.

Please note that even with EPA, there is still a contract ceiling price for this contract. In the event that the gallons that are needed exceeds the ceiling, the vendor must wait until they receive authorization to proceed by a written contract modification.
