About this file
This document is an Amendment (Number 0001) to a federal solicitation for asbestos abatement and floor installation at the Keswick Powerplant in Redding, California. The amendment modifies the original solicitation (140R2025Q0009) issued by the Bureau of Reclamation's Mid-Pacific Region, providing clarifications and updates to the project requirements. Key modifications include revising the Statement of Work and addressing contractor questions about the project scope, which involves removing asbestos-containing floor tiles and mastic from Rooms 506, 508, 509, and the Security Room, and then installing new vinyl composition tile (VCT) or carpet tiles.
The amendment includes detailed responses to contractor questions about project logistics, such as security procedures, vehicle access, background checks, and work phasing. The project requires a contractor with a California C-22 Asbestos Abatement license, who will perform the work in three phases, with strict requirements for containment, air monitoring, and disposal of asbestos-containing materials. The total floor area to be treated is approximately 3,240 square feet, with a 90-calendar day performance period after Notice to Proceed. Contractors must submit various documentation, including a safety plan, licenses, abatement plan, and waste disposal plan, and must follow specific removal and installation procedures to minimize asbestos fiber release.

Amendment No. 0001
Solicitation No. 140R2025Q0009
Keswick Powerplant Asbestos Abatement and Floor Installation
Offeror Questions and Answers
1. Question: What is the process for security? I saw the security procedures mentioned in the solicitation however, I did not see any specific guidelines.
Response: Provide a list of names, proof of the right to work in the U.S. (if a foreign national), and copies of government-issued identification of employees who will be onsite for the project.
The OGR will accompany employees throughout the project.
2. Question: Can vehicles be driven into Keswick Powerplant with all necessary equipment?
Additionally, do we have to check in each item and check out as we enter and exit?
Response: One vehicle can be driven to the parking area adjacent to the powerplant as there is not much available parking. All other vehicles will remain in the gravel parking lot at the
Keswick Office Building near the powerplant. The OGR will be visually monitoring the equipment that is brought in and removed. Additionally, pets are not allowed onsite.
3. Question: Are background checks required for workers?
Response: No, but the government has the option at any time to perform a background check on any personnel on our site.
4. Question: Will all contents that are not bolted down or built in place be removed prior to the abatement contractor’s mobilization.? This includes all loose contents, desks, computers, printers, shelves, cab, and all items hanging on the walls that are not permanent.
Response: Items not bolted down will be removed by BOR employees as long as removal of the items doesn’t affect operations. Items that cannot be moved must be adequately protected by the contractor from contractor-generated dust, debris, and excessive heat. BOR personnel will advise during the item protection stage (i.e., when wrapping components in protective plastic).
5. Question: In the high-voltage control room, are the switch gears and high voltage control cabinets sensitive to vibration (the same as in the other power plant control rooms we have completed abatement in)? If so, please clarify the need for all quoters to take extreme caution not to bump hit the panels with tools when removing the floor tile.
Response: Please take extreme caution when working near any equipment that cannot be removed from the project area by minimizing use of vibrating tools and/or tools that create a sharp impact. Also be cognizant that all handles, knobs, pushbuttons, etc. should not be touched while performing asbestos abatement and flooring work.
6. Question: Per the SOW its states the work will be completed in two phases. It also expresses the need to allow access to pass through Room 509 to access 512. That being said, once abatement has started in room 509, it must stay under negative pressure and is restricted to asbestos authorized employees only. This causes the need for a third phase to accommodate this request. Is the government willing to revise SOW to accommodate a third phase?
Response: The SOW will be revised so Room 512 can be completely closed off from access.
Appendix B BOR-Proposed Asbestos Phasing is attached.
7. Question: During the site visit, we’ve observed that a worker will need access to at least 1/2 of the control panel at all times, which will require the need of a fourth phase for area containment and same day results for air clearances. Please advise the need for a minimum of three to four containments phases, and requirement for a third party CAC who will test and read the samples with same day results. Please see the proposed air plan below:
Response: As stated in SOW Section 2.1.9, a third-party CAC is required and clearance air monitoring will be completed within 48 hours. The SOW will be revised to reflect three phases.
Appendix B BOR-Proposed Asbestos Phasing is attached.
8. Question: Please confirm if you want the contractor to provide the third part air testing and sampling in our quote submission for this solicitation.
Response: Yes, please include third-party air testing and sampling in the quote.
STATEMENT OF WORK
Keswick Powerplant Asbestos Abatement
Northern California Area Office, Bureau of Reclamation
Shasta Division, Central Valley Project, California
November 1, 2024
1. BACKGROUND/PROJECT CONDITIONS
1.1. Background: The Keswick powerplant has four locations for asbestos abatement and new floor installation: Rooms 506, 508, 509, and the Security Room (entered from Room 509).
1.1.1. Phase 1: The powerplant floor is concrete. In Rooms 506, 508, and 509, the concrete floor is covered with vinyl tile and mastic adhesive that has tested positive for the presence of asbestos. This flooring tile, baseboards, and mastic must be removed. The
Security Room has residual asbestos in the mastic that’s beneath the carpeting. The baseboard and carpeting must be removed and disposed of, and the mastic on the concrete floor must be removed. Phase 1 can be divided into sub-phases as shown in Appendix B: BOR-Proposed Asbestos Abatement and Reflooring.
1.1.2. Phase 2: Once all existing flooring has been removed and the space has been cleared of asbestos, new vinyl composition tile (VCT, color: “classic white” or equivalent) suitable for high-traffic areas shall be installed in Room 506, 508, and 509; carpet tiles (color: “startled” or equivalent) shall be installed in the Security Room.
Approximately 600 feet of new vinyl baseboard shall also be installed.
1.2. Access. Government personnel will remove existing furniture that doesn’t impact facility operations from all flooring surfaces prior to Contractor’s work. Contractor to verify from plans and at pre-construction site visit.
1.3. Testing. All flooring has not been tested for asbestos or other contaminants. Contractor shall assume that all flooring and adhesive material subject to this work contains asbestos.
2. SCOPE OF WORK
2.1. Contractor shall
2.1.1. Prevent contamination from dust and debris generated by flooring removal activities by providing containment:
• immediately around the work area
• for all fire alarm devices
• for all HVAC vents or grates such that contaminated air does not enter the
HVAC equipment o HVAC vents or grates may not be used for exhaust air from the contractor’s work
• for all stationary furniture and equipment that cannot be removed from the work area o Some of the stationary equipment contains circulation fans which need to be protected from distributing any dust generated by the asbestos removal process.
o Room 509 contains high voltage electrical equipment. This equipment must be contained such that no moisture enters the equipment. Extreme caution must be taken when using fluids to remove asbestos-containing material in this area.
2.1.2. Deleted
2.1.3. Remove contaminated and potentially contaminated material from surfaces designated by the government. The approximate floor surface areas are as follows, but must be confirmed prior to bid:
Location Area (ft2)
Room 506 110
Room 508 230
Room 509 2,140
Security Room 760
The surfaces are mostly accessible. There is ancillary equipment that may prevent direct access to some surfaces where flooring is to be removed. Contractor to verify from plans and at pre-construction site visit. Appendix A Asbestos Abatement and
Reflooring shows the approximate areas where flooring will be removed.
2.1.4. Employ asbestos material removal techniques that avoid unduly damaging the underlying building material.
2.1.5. Remove all asbestos containing materials within a full containment under negative air pressure of at least negative 0.020 inches of water. All removed materials and debris generated during removal (including but not limited to carpet) shall be properly packaged and labeled.
2.1.6. Properly encapsulate asbestos-containing surfaces that cannot be completely removed due to existing ancillary equipment.
2.1.7. Properly dispose of all removed materials in the Government-provided Hazardous
Waste Containers.
• The Government shall be responsible for the disposal of the waste placed in the
Hazardous Waste Containers.
2.1.8. After material removal, clean all surfaces inside the containment area to remove all particulate matter.
2.1.9. Provide an air-monitoring specialist (AMS) certified by EPA and California
Department of Safety and Health (DOSH) to conduct a final visual inspection and clearance air monitoring at the conclusion of abatement activities in each work area.
The Contractor shall contact the AMS a minimum of 24 hours prior to applying encapsulant for a visual inspection. Clearance air monitoring will be completed within 48 hours after the visual inspection and application of encapsulant. In the event that the AMS arrives on-site at the request of the Contractor and the area is identified to require additional cleaning or that the encapsulant requires additional drying time, the cost of the additional time required for the AMS will be the contractor’s responsibility. A minimum of 5 samples and 2 blanks will be collected from each work area and will be analyzed by phase-contrast microscopy (PCM). A copy of the Air Clearance shall be provided to the COR.
• The project is considered complete if all samples collected are less than 0.01 f/cc using the NIOSH 7400 method.
2.1.10. Properly prepare the space for installation of VCT (Rooms 506, 508, and 509), carpeting (Security Room only), and vinyl baseboard throughout each room and complete the installation.
