Title: Clear Creek Tunnel Lining Repair
Solicitation No.: 140R2024R0013 (RAX 647)
Specification No.: 20-C0908
Amendment No. 0006
Contractor’s Pre-bid Site Visit Questions: Round 2
Question 1:
Can you share with me what engineering firm designed this project?
Response 1:
The Bureau of Reclamation developed the design in-house. There wasn't any outside design firm.
Question 2:
Is there a way that I could do a site visit prior to the bid?
Response 2:
No, we are not able to conduct a second site visit due to the short window from Notice to
Proceed to the outage window availability to start in November.
Question 3:
Does existing concrete liner have steel reinforcement? If so, please provide specification and details for replacement of reinforcement.
Response 3:
Please see Drawings 214-D-3486,3487, 3488, 3489, 214-D-1306 and 416-D-110 for known information regarding the tunnel reinforcement. Note the Type 3 table shown on Drawing 214-
D-1306 for the areas to expect rebar reinforcement. Reinforcement is not expected to be replaced in any areas it may be found. Preserve steel reinforcement in place.
Question 4:
Please provide size and pictures of the crystal creek bypass access interior (Photo 5). Is it possible to access tunnel by the outlet portal shaft/gate? If yes, please provide the size and confirm valves can remain in the open position for emergency egress and ventilation.
Response 4:
Please review drawing 416-D-2878, Drawing Page 26. The valves will be left in the open position and locked. It is possible to gain access into the tunnel through the Crystal Creek
Bypass gate. There are no photos available than those provided.
If accessing through the Crystal Creek Bypass please reference Section 01 14 10, Use of Site.
Question 5:
Are there any restriction on size and weight of the operating equipment in the tunnel?
Response 5:
There is no weight restriction noted for equipment used inside the tunnel, However, similar precautions should be made as placing loads and using equipment on concrete hardscape surfaces, such as using rubber-tired vehicles, and not allowing metal tracked equipment, etc.
Question 6:
Please confirm contractors can staff and operate as needed to meet the project shutdown schedules? (I.E. No work hour restrictions or workday restrictions)
Response 6:
Yes, contractors can staff and operate to meet project schedules IF all requirements are met in the specification, including but not limited to the rescue team and approved safety personnel.
Question 7:
Please provide number of personnel that will access the pipe during inspections to ensure proper air exchange and rescue team coverage.
Response 7:
Please include two (2) government personnel into your calculations. In accordance with
Specification Section 02 22 00, Inspection Requirements.
Question 8:
Please provide Cal OSHA MTU Tunnel Classification.
Response 8:
Division of Occupational Safety and Health Mining and Tunnel Unit has classified the tunnel as
Non-gassy.
Question 9:
Can contractor fix a cage ladder to shaft walls for personnel access?
Response 9:
The successful award contractor will have to submit a design for a temporary personnel access ladder system. There are numerous considerations on what may be affected by the ladder, i.e.
ventilation, man-basket, raising and lowering transport vehicles and materials, etc.
Question 10:
Please provide description of requirements for site security during construction as well as off-shift requirements.
Response 10:
Please review Section 01 14 10. It is the contractor’s responsibility to secure the site. The site is not protected by government security forces.
Question 11:
Item 13 of SF 1442 (pg 4. of 140) says sealed offers in original hard copies are due at the place specified in Item 8 (CA Great basin Regional Office) and will be publicly opened. In WBR
1452.215-81 Proposal Instructions Bureau of Reclamation (pg 127 of 140) says that contractors are supposed to email in each volume. Please confirm that bid submissions can be provided by email only, or will a hard bid copy also be required?
Response 11:
Please email proposals in accordance with Section L, Page L-7, WBR 1452.215-81, Proposal
Instructions.
Question 12:
From previous inspection has the direction of natural air flow ventilation been recorded? If so, please provide information.
Response 12:
The government does not have information as the conditions may have changed and the government does not want to mislead the contractor. Air flow is the contractor’s responsibility with their required Certified Industrial Hygienist (CIH). Amendment 0004, Specification
Section 01 35 30 Contractor’s Onsite Safety Personnel.
Question 13:
Please confirm scope requires rock drilling in which per Cal OSHA MTU requirements for ventilation requires 200 cubic feet per minute for each person underground and air flow in the tunnel bore shall not be less than 60 feet per minute.
Response 13:
Yes, weep holes will be drilled a minimum 1-foot into rock beyond the lining. See Drawing 416-
208-60014 and Specification 31 72 10- Weep Holes, Part 3.02, but the contractor shall comply with the most stringent regulations authority.
Question 14:
Specification section 01-46-00 Quality Procedures states the requirements for th Quality Control
Manager but does not state with what frequency the QCM must be on site. Is the QCM required on site daily? Please clarify.
Response 14:
The position of Quality Control Representative would be someone who is on site during activities performed by the contractor to ensure work conforms to the contract requirements.
This could mean the Quality Control Representative is on site daily.
Question 15:
In regard to the grout repair work. Can you confirm whether live water is active below the tunnel in the work areas, or whether the water is in a ponding state where standard dewatering will leave the work areas dry for grouting repair with no additional water accumulating after dewatering.
Response 15:
There will be water seeping into the excavated areas, it’s unknown how much. Continuous water removal from excavated areas will be crucial, as noted in Specification 31 03 33- Water removal.
Note the difficulties the Contractor had during the past lining repair project is described in the provided Construction Report Dated September 19, 2005.
Question 16:
The access roads are regularly plowed of snow. The plowing operations may lag some time after snow events. Even with plowing operations the access roads have a history of ice build-up during the winter months. The Contractor shall address the potential for snow removal needs and the potential of ice buildup on the driveway between the Crystal Creek Bypass Access and Crystal
Creek Road - in the event of snow, and delays in plow, will a day for day extension be provided for work to be completed?
Response 16:
Specification Section 01 14 10, 1.04, I. and J., Local Weather.
In accordance with Amendment 0005, Section H, The tunnel outage shall be no greater than 110-days from clearance placed to clearance removal.
The 110-days are based on the Whiskeytown Reservoir needs, as the Clear Creek Tunnel is the reservoirs primary feed. The contractor will not be granted a day for day extension in tunnel.
Question 17:
Please confirm the access shaft at Lewiston Lake are a consist 8 ft x 8 ft from the ground level into the entry of the pipe?
Response 17:
Please reference Drawing 416-D-107
Question 18:
Will off-shift site security be required? If so, will it be at each access location or will patrolling between sites allowed?
Response 18:
The contractor is responsible for off-shift site security and is responsible for both locations. See
Section 01 14 10, Use of Site. Patrolling is permitted after coordination is made with the
National Park Service for the Crystal Creek By-pass location and the Trinity Fish Hatchery
Supervisor is notified for the Lewiston Portal.
