Q1: Does the site have hardwired power, and running water via a garden hose spigot, both within 40 � of where the trailer will be sited?

A1: Yes, both the Folsom Auxiliary Dam and Nimbus Dam loca�ons are equipped with accessible power receptacles and hose spigots, located within 40 feet of the proposed site for the trailer, ensuring easy access to hardwired power and running water.

Q2: Is this bid an unrestricted big or a small business set aside?

A2: This is restricted for a small business set aside. There was an administra�ve error on the SF-1449 originally.

Q3: Is this a prevailing wage or wage determina�on bid?

A3: Wage Determina�on was atached, please original atachment – Wage_Determina�on_2015- 5631.pdf.

Q4: Do you require 1x per month service or 1x per week service? On page 8 you state “service frequency is ini�ally set to a monthly (1x per month) interval?

A4: For the Folsom Auxiliary Dam, a monthly service is deemed sufficient given the incidental usage of less than three �mes per week. An increase to bi-weekly service may be considered during the peak summer maintenance period, though it remains an unlikely adjustment. The Nimbus Power Plant site requires portable toilets primarily during the February to March maintenance period, with poten�al weekly to bi-weekly servicing depending on usage, which could vary from 5-10 �mes per day.

Administra�ve areas, if applicable, would necessitate weekly cleaning services due to a higher usage rate of 20-30 �mes per day.

Q5: There is a mandate in California for weekly cleaning. Can this be done weekly to ensure a clean and hygienic environment for all the people using these facili�es?

A5: In adherence to the American Na�onal Standards Ins�tute guidelines and considering the specific usage paterns of our facili�es, we propose a flexible cleaning schedule. While weekly cleanings will be standard at ac�vely used sites to maintain hygiene and comply with California mandates, excep�ons may apply for loca�ons with minimal use, where the logis�cs of cleaning (including security procedures) may outweigh the benefits. Our goal is to ensure cleanliness without imposing unnecessary burdens.

Q6: Are the services and equipment for this solicita�on tax exempt or does the bid need to include taxes?

A6: This is an official purchase for the U.S. Department of Interior, Bureau of Reclama�on, California Great Basin Region. Purchase(s) by and for Federal Agencies are exempt from State sales tax.

Q7: Does this contract need 6 toilets and 4 sinks total spread between different loca�ons?

A7: The an�cipated requirement, in a worst-case scenario, is for six toilets and four sinks spread across various loca�ons. The most probable scenario involves two toilets and one sink at the Folsom Auxiliary Dam on a permanent basis, and a similar setup at the Nimbus Power Plant for up to six months, with emergency support for administra�ve offices as a less likely need.

Q8: Would like to confirm that there are no ADA restrooms that will be needed?

A8: ADA-compliant restrooms will not be necessary at the Folsom Auxiliary Dam and Nimbus Power Plant work sites. However, should the need arise for facili�es at our administra�ve offices, ADA-compliant restrooms will be needed.

Q9: Would the addi�onal services be done at a later date? Would it be smaller �mespans?

A9: Any addi�onal services required will be addressed on an as-needed basis, with the expecta�on that such needs will not exceed a six-month dura�on.

Q10: There is a clause restric�on on subcontrac�ng, is it okay to partner with another company to complete the demands?

A10: The selec�on of FAR 52.203-6 was an administra�ve error. This amendment removes the selec�on of FAR 52.203-6.

Q11: What is the cleaning/servicing frequency for each 12-month period for the units requested?

A11: For the Folsom Auxiliary Dam, a monthly cleaning schedule is an�cipated for 11 months, with an increase to twice a month for one month. The Nimbus Power Plant will require weekly services for two months when in use, with a reduc�on to monthly services when demand decreases. Expected usage is less than three �mes per week.

Q12: Can you please provide an es�mate number of people that the restroom will service at these loca�ons?

A12: At the Folsom Auxiliary Dam, usage is expected to be between one to three individuals for 11 months, increasing to five to ten during the maintenance month. The Nimbus Power Plant an�cipates similar user numbers, with an increase during its maintenance period.

Q13: What exactly does the unit price represent for each CLIN, rental of equipment and service per week/month/service event?

A13: The unit price of the each CLIN is inclusive of both rental and service fees. Per the QASP, we would prefer monthly cleanings.

Q14: Are all or some of the sites where the restrooms and sinks will be located on construc�on sites? If not, what type of sites are they?

A14: The designated sites for the restrooms and sinks are not located on construc�on sites but are beter characterized as industrial workplaces.

Q15: Regarding the addi�onal services as needed, should the quote be for the full year or monthly?

A15: The quote for addi�onal services should be monthly.

Q16: Regarding the addi�onal services as needed, what kind of lead �me would we have for supplying the restrooms and sinks?

A16: Depending on the urgency of the issue a lead �me of one to five business days will be provided for the supply and setup of addi�onal restrooms and sinks as required, ensuring adequate prepara�on �me for both par�es.

Q17: Is it essen�al that the restrooms have translucent roof panel for op�mum ligh�ng and coat hooks?

A17: While features such as translucent roof panels for natural ligh�ng and coat hooks are desirable for user convenience, they are not mandatory requirements. Our primary focus is on ensuring func�onality and hygiene
