About this file
This document is a set of Questions and Answers related to Amendment 1 of Solicitation Number 140R2024Q0040 for Landowner Outreach Support & Real Estate O&M services. The solicitation is an open market commercial services requirement with a NAICS code of 541620 and a size standard of $19 million.
The key details are: 1) Clarification that offerors should provide fully burdened labor rates on the provided price schedule, rather than detailing all cost elements; 2) Confirmation that funds can be added as needed if the acreage of land increases over the contract period; 3) Confirmation that the applicable Service Contract Wage Determinations will be incorporated based on the county where work is performed; 4) Confirmation that any changes in site conditions requiring additional services will be handled through negotiated change orders on a time-and-materials basis; and 5) Provision of a separate "Price Schedule O&M" for offerors to include costs for equipment, materials, and supplies in addition to labor rates.

1) Question: Attached C5.5 Attachment 2 – Price Schedule v2 provides a prescribed labor schedule.
Page 34, Section 4 of the solicitation requests the Offeror to provide a detailed price breakout to includes “labor disciplines, the number of hours for each labor discipline, hourly rate for each labor discipline, extensions for each labor discipline, quantities, unit prices, and extended amounts for other direct costs, a subtotal for other direct costs, overhead (including G&A), pools, pool rates, pools and dollar amounts, and profit rates and amounts.” There appears to be a conflict. Please clarify.
Answer: Price Schedule - Please use the price schedule provided. You will list your "fully burdened rate" for each labor category. On the price schedule, the top section is where you will list the fully burdened rate for each labor category. The middle section is our estimated quantities of hours we believe each labor category will be required for (Please do not change these numbers). The bottom section, Estimated Amount, the calculations are already done for you, so once you fill in a rate for the top section and the bottom section will automatically populate.
a. For example: Public Relations Specialist, if you entered fully burdened rate of $150.00, then it will take that number, multiply by 194 hours, and gives us an estimated evaluated amount of $29,100 in the bottom section.
b. No need to add all the other info as your fully burdened rate should include all those costs.
2) Based on the PWS, the acreage of land is likely to increase over the duration of the contact. As such, will funds from base and option years be rolled over to subsequent years?
Answer: Increased acreage - should additional funds be needed further done the line of the contract; funds will be added as necessary.
3) Utilization of subcontractors is anticipated; FAR 52.222-41, Service Contract Labor Standards (AUG 2018) is included in the solicitation as a flow-down requirement under 52.212-5. The project sites are in multiple counties; therefore, it is assumed that the appropriate Service Contract Wage Determinations would apply and be incorporated into the resultant contract. Please confirm.
Answer: Correct, whatever county the work is being performed, that is the Wage Determination that will be applicable.
4) Should site conditions arise that are not identified in the PWS and require additional services to be performed, it is assumed that Contractor performance to resolve resultant issues would be executed on a T&M basis, based on a negotiated change order proposal. Please confirm.
Answer: Correct, should site conditions change that are not listed in the PWS, Reclamation will draft a change order modification as necessary.
5) The current Price Schedule does not accommodate the cost of equipment (as listed on pg. 21 of C5.5 Attachment 1 - PWS SJRRP Real Estate O&M.pdf) and associated fuel, supplies & materials, and possible travel costs. How do you want Offerors to account for such costs in their quotes? For example, in addition to the hourly rates for labor categories included in the price schedule (Attachment A), should the offeror include hourly rates, day rates or other method for equipment identified in CS5.5 Attachment 1? Also, should the offeror include other equipment deemed
140R2024Q0040 - Questions & Answers Amendment 1 necessary, such as grader/scraper needed for road repairs, as identified in the US Property Preventative Maintenance Plan under Roads? If Cost of equipment is to be included, please confirm that the estimated quantity is not to be included in the price proposal?
Answer: Price Schedule for equipment, etc. - I have attached "Price Schedule O&M" that includes a list of potential equipment, supplies, labor rates, etc. that might be used over the course of the contract. Since this is a T&M contract, the contractor will be reimbursed for direct costs associated with material, supplies, and equipment used during the course of the contract. Please use this second price schedule to fill in those cost and provide along with the primary price schedule in your quote package.
