Questions and Answers

Q1: Can you provide any added insight into the strategic direction and execution plans that have already been developed?

A1: Attachments 2 and 3 are 2017 SWOT Analysis and Risk Assessment.

Q2: Is the intent of this strategic training initiative to identify personnel development opportunities (or challenges) within the environmental constraints faced by the BDO; or is it to provide a framework for developing and executing a organizational structure that supports the Bay Delta’s overarching conservation initiatives?

A2: This is for the contractor to determine for the BDO office.

Q3: Is the BDO’s intent with this RFQ to better understand the fish and wildlife habitat and surrounding environment of the Bay Delta (external) or should the training be tailored more toward interoffice structure (internal) with a focus on developing Key Performance Indicators (KPIs) that support conservation efforts?

A3: Both.

Q4: Please confirm the required personnel qualifications. Section 4.0 sounds like it’s geared more toward organizational management talent, but the last statement in section 2.0 specifies qualifications more in line with fish and wildlife biologists, environmental consultants, hydrologists, etc. These are two very different skillsets.

A4: Must have experience with both, with mastery of organizational effectiveness, training, and facilitation.

Q5: How many people will need to be trained?

A5: Session preparation will include BDO leadership, which is a headcount of 7 attendees. Exercise Review and Deliver Sessions will include the rest of the BDO staff, which is an additional 45 attendees.

All training and travel expenses (appropriate government rates as posted on www.gsa.gov) to deliver in-person training should be included in pricing total.

Q6: Is the intent of this strategic training initiative to identify personnel development opportunities (or challenges) within the environmental constraints faced by the BDO; or is it to provide a framework for developing and executing a organizational structure that supports the Bay Delta’s overarching conservation initiatives?

A6: Both.
