b. Security Zone 3 – Access to and on RWD, LWD and Folsom Dam crests, most locations inside the dam, and as shown on the drawings.

2. Non-Critical Areas

a. Security Zone 2 – As shown on the drawings.

b. Security Zone 1– All other areas not specifically identified as a security zone on the drawings.

D. Personnel Access Requirements

1. Security Zone 4 - All contractor personnel entering Security Zone 4 areas shall be properly badged and/or escorted as described below.

a. Unescorted Access – The Contractor shall designate individuals requiring unescorted access or escort privileges into Security Zone 4. Those individuals shall be subjected to a Limited Background Investigation (LBI) or equivalent in accordance with Article 1.07 - Personal Identification Verification Identification (PIV)- Critical Areas requirements.

In addition, individuals shall complete the Folsom Security and Safety Training module. This site-specific training will be provided by CCAO personnel. Attendance in the training shall be documented and maintained onsite by the Contractor.

The Contractor shall submit the required PIV paperwork for each designated individual to the CCAO Administrative Office or other designated location after scheduling an appointment with the CCAO Offices Services Team through the Contracting Officer’s Representative (COR). The individuals will be required to be fingerprinted. In so far as is practicable, the Contractor should complete the required paperwork and get fingerprinted at least 30 days before their start work date in Security Zone 4. The COR will submit a badge request form to the CCAO Office Services Team for the designated individuals.

Upon receiving clearance from OPM and after the Folsom Security and completion of the Safety Training module, the individual must sign the statement on the back of the badge request form indicating that they have completed the Folsom Security and Safety Training module and agreement to adhere to the requirements. A red contractor PIV-ID badge marked with a “4” (identifying that the individual has Unescorted Access to Security Zone 4) and an “E” (identifying that the individual has Escort privileges to Security Zone 4 ) will be issued. Interim access may be granted after the Safety and Security Office receives the results of an initial criminal records check contingent upon final adjudication of the LBI.

Escorted Access – Other Contractor personnel may enter Zone 4 if they have been issued a red contractor badge or a daily badge and are escorted by an approved Zone 4 escort (person with Unescorted Access badge marked with an “E”). Escorted access badges are not marked with an “E” and personnel do not require any background check. Contractor personnel (after approval by the COR) can receive an Escorted Access badge to other zones by presenting a valid form of government-issued picture identification (e.g., driver’s license) and providing a CCAO badge request form to the CCAO Administrative Office or other designated location after scheduling an appointment with the CCAO Offices Services Team through the COR. A red contractor badge will be issued after the Folsom Security Training has been completed.
