Amendment 0003 Attachment 2

140R2023Q0011 – WCO Lab Calibrations Questions & Answers

1. Question: What will be the frequency/Interval of call orders? Will they be placed monthly, quarterly, bi-annually, etc.?

Answer: A Blanket Purchase Agreement (BPA) is an agreement rather than a contract. It is used when the government is planning for a possible requirement, but is not sure if, when, or how much might be needed. Because a BPA is an agreement there is no requirement for the government to create call orders and no requirement for the business to perform if/when a call order is created. The BPA is being set up to make the order process efficient if/when it occurs.

Manufactures recommendations may be used. When no standards exist, the testing laboratory may exercise their prudent judgement to determine/document an appropriate standard.
