RFQ 140R2022Q0091 – Questions and Answers – Amendment 1
1. The purpose of this amendment is to answer questions received from interested vendors.
Questions and answers provided below.
Q1: Can you please provide the 2021 Annual Groundwater Monitoring Report for Glory Hole Recreation Area WWTF?
A1: Yes, please see Attachment 3 - 2021 Annual Ground Water Monitoring (GMR) New Melones Glory Hole and Attachment 4 - 2022 Semi-Annual GMR New Melones Glory Hole
Q2: The SOW indicates a 20-page limit for the technical documentation in FAR 52.212-2 that includes the tech approach, offeror experience, past performance, and price. Do the cover letter, completed page 4, and signed solicitation count towards this 20-page limit?
A2: The page count, graphic and table of contents shall not count towards the 20 page limit.
Q3: The Price Schedule has CLINs for quarterly laboratory analysis, with a unit 10 multiplier.
The MRP states (page E-12) that one sample from each EFF-001 and one from RSW-001 should be collected one time between October 1, 2022, and March 31, 2024, for analytes listed in Table E-6. If there is no effluent at EFF-001 (there never has been historically), then INF-001 would be sampled quarterly from April 1, 2024, and March 31, 2025, for analytes in Table E-5 and once for analytes in Table E-6, along with one concurrent RSW-001 sample for Table E-6 analytes.
CLIN 00012 could be changed to something like, “Laboratory Analysis: EFF-001 and RSW-001 for Table E-6 analytes once from October 1, 2022, and March 31, 2024”. CLIN 0031 and 00041 could be changed to reflect the INF-001 samples and RSW-001 sample. CLIN 00071 and 00091 could be removed.
A3: Schedule of Prices have been amended.
Q4: CLINs 00013, 00032, 00052, 00072, and 00092 cover the quarterly SMRs. Each one has a unity multiplier of 1, but there are 4 reports to submit each contract year. Each base year has a unit of 4 for the inspections. Can you please clarify that there are 4 SMRs required each year?
A4: Schedule of Prices have been amended.
Q5: The MRP requires a Salinity Evaluation and Minimization Plan to be submitted by November 2023. Is this deliverable a part of this contract?
A5: Yes, it is a deliverable.
Q6: The SOW indicates that the winning contractor is responsible for sampling in the third quarter 2022, but also that the POP begins September 15 and work plans are due within 2 weeks.
Once work plans are submitted, we would be in the fourth quarter 2022. Is it acceptable to complete the 2022 second semi-annual sampling with the fourth quarter?
A6: The Second semi-annual draft is due January 6, 2023, to Reclamation, and final report due Feb 1, 2023.
Q7: The SOW indicates that the 2021 Annual Monitoring Report will be provided upon request and that details not included in the SOW (such as well construction, depth to water, historical data, etc.) would be provided in this report. Excerpts stating this from the SOW are included below. Can you provide the most recent semi-annual report along with the 2021 Annual Groundwater Monitoring Report? It was stated during the site visit that some of the information in the report may be privileged; a redacted version would be acceptable. Not providing the reports would limit our ability to provide an accurate and competitive bid.
a. “Please refer to Table 1 in the 2021 Annual Groundwater Monitoring Report for Glory Hole Recreation Area WWTF (Annual Report) for monitoring well construction details.”
b. “Please refer to Table 2 in the Annual Report for a list of the semi-annual constituents to be analyzed…”
c. “Please refer to the Annual Report for groundwater monitoring requirements…”
d. “The Contractor will be provided the most recent semi-annual groundwater monitoring report and annual report upon request.”
A7: See Attachment 3 - 2021 Annual Ground Water Monitoring (GMR) New Melones Glory Hole and Attachment 4 - 2022 Semi-Annual GMR New Melones Glory Hole
Q8: Do any of the wells have dedicated pumps or tubing?
A8: No, they do no have pumps or tubing.
Q9: Graphing of historical groundwater level and chemical concentrations is required under the SOW. Will source files (Excel, etc.) be provided for this data to the winning contractor?
A9: The 2021 Annual Ground Water Monitoring Report for New Melones Glory Hole and the 2022 Semi-Annual Ground Water Monitoring Report for New Melones Glory whole will be provided as Attachment 3 and 4.
Q10: Task 3 QCP and Task 4 Sampling Plan indicate that the documents cover both Sliger and New Melones, however the Price Schedule lists them as separate CLINs. Can you confirm that the QCP and Sampling Plans can be one document that covers both Sliger and New Melones?
A10: No, documents shall be separate.
Sliger Mine Facility:
Q11: Table 1 of the Synopsis/Solicitation has Task Quality Control Plan - "Quality Control Plan to be developed about 2 weeks after award (required once)". Site Safety and Sampling Plan are in the Price Schedule (Attachment 1), but Quality Control Plan is not in the Price Schedule. Does Reclamation want Quality Control Plan to be included in CLIN 00010 and CLIN 00020 (Price Schedule)?
A11: Yes.
Q12: Page E-12 of Order R-5-2022-0007. EFF-001 sampling once between 1 October 2022 and 31 March 2024. If no flow observed from the Bioreactor, samples shall be collected from INF- 001 "once between 1 April 2024 and 31 March 2025 in addition to the monitoring required in section IX.B." Based on this, quarterly sampling is not required for the facility. Does Reclamation still want Effluent (EFF-001 - 4 times) as indicated in the Price Schedule (Attachment 1)? Will a revised Price Schedule be issued?
A12: No, the Schedule of prices have been amended.
Q13: Page E-12 of Order R-5-2022-0007. RSW-001 to be sampled once between 1 October 2022 and 31 March 2025 concurrent with samples collected from either EFF-1 or INF-001. Based on this, quarterly (4 -times RSW-001) or semiannual (2 - times RSW-002) sampling/lab analysis is not required as Receiving Water is sampled once. Does Reclamation still want Laboratory Analysis: Effluent (EFF-001 - 4 times), Receiving Water (RSW-001) - 4 time, and Receiving Waters (RSW-002) - 2 times as indicated in the Price Schedule (Attachment 1)? Will a revised Price Schedule be issued?
A13: Yes, the Schedule of prices have been amended.
Q14: Sampling and laboratory of Receiving Water RSW-002 is not mentioned at all in Order R- 5-2022-0007. Sampling is only limited to RSW-001 with sample to be collected once between 1 October 2022 and 31 March 2025. Does Reclamation still want Laboratory Analysis: Receiving Water (RSW-001) - 4 time, and Receiving Water (RSW-002) - 2 times as indicated in the Price Schedule (Attachment 1)?
A14: Yes, the Schedule of prices have been amended. Only collect from RSW-001 once, do not collect RSW-002; follow R5-2022-0007.
Q15: Pages E-10, E-11, and E-12 of Order R-5-2022-0007. We don't see any sampling requirement for Influent, Effluent or Receiving Waters after 31 March 2025. Does Reclamation still want Laboratory Analysis for Option Year 3 and Option Year 4 (see Attachment 1)?
A15: Follow R5-2022-0007, on page E-10, section IX. Other Monitoring Requirements – A.
Quarterly Facility Inspections will continue after 31 March 2025, 2026, and 2027.
Q16: We understand that quarterly facility inspections are required by section IX.A (Page E-10) of Order R-5-2022-0007. Glory Hole Wastewater Treatment Facility - The 3rd Quarter 2022 should be part of the Glory Hole sampling as the contract that just ended does not cover the second semi-annual 2022 sampling. Please note that Reclamation wants this site sampled during the 3rd quarter; it is not a regulatory requirement. The second semi-annual sampling event is to be conducted July-December.
A16: Yes, October 2022 to 2027 until you can collect sample for EFF-001, or INF-001; follow R5-2022-0007.
2. All other terms and conditions of the solicitation remain the same.
