PERFORMANCE WORK STATEMENT

Groundwater and Surface Water Monitoring Services for Sliger Mine and New Melones

1.0 Background

The Bureau of Reclamation (Reclamation), Central California Area Office (CCAO) is headquartered at Folsom Dam, 23 miles east of California’s capital city of Sacramento, with resource offices located at New Melones Lake and Lake Berryessa. CCAO manages water and land resources in 12 counties, including facilities within the Auburn State Recreation Area.

New Melones New Melones Reservoir is part of Central Valley Project East Side division located in the Sierra Nevada foothills, approximately 65 miles southeast of Sacramento and 40 miles east of Stockton near the town of Sonora as shown in Figure 1. It is a multi-purpose reservoir owned and operated by Reclamation. The reservoir provides water storage for irrigation, flood control, hydropower, and recreation activities. Reclamation owns and operates a wastewater treatment facility (WWTF) on the north side of the reservoir, which accepts wastewater from throughout the Glory Hole Recreation Area as shown on Figure 2. The Glory Hole entrance kiosk is located on Whittle Road, approximately 2.1 miles south of the intersection of Whittle Road and Highway 49. The WWTF’s ponds are located approximately 850 feet west southwest of the kiosk on a hillside approximately 350 feet above the reservoir’s normal operating water surface. The bottom of the ponds is at an approximate elevation of 1425 feet above mean sea level.

New Melones Glory Hole WWTF Coordinates: 38.017107, -120.530517

Glory Hole WWTF

Figure 2. New Melones WWTF

The WWTF began treating wastewater in 1984 from the Glory Hole Recreation Area, which serves two campgrounds, four (4) day use areas, and a marina concessionaire. Contributing sources of wastewater include restrooms, showers, fish cleaning stations, floating portable toilets, a RV trailer waste dump station, and a marina; however, waste is not currently accepted from the RV trailer dump station or the marina. The wastewater treatment system consists of a force main sanitary collection system and two wastewater treatment lagoons (ponds). Eight lift stations pump wastewater to the facility and the wastewater is discharged into Pond 1. Lift Station #8 is the furthest downstream station to the ponds as shown on Figure 3. Wastewater flows from Pond 1 to Pond 2 by an interconnecting weir. The ponds, which have a combined capacity of approximately 3.47 million gallons, are lined with an 80-mil HDPE membrane to prevent wastewater from percolating into the subsurface and promote evaporation. Land application areas (two spray fields) were constructed east of the ponds for disposal of treated wastewater to prevent spillage from the ponds; however, they have not been used since 2008 as the ponds have adequate capacity to achieve zero discharge through evaporation of wastewater.

Figure 3. WWTF site map.

The Central Valley Regional Water Quality Control Board (CVRWQCB) is the lead regulatory agency responsible for protecting beneficial use of waters of the State, and for mandating monitoring requirements for WWTF operations that have the potential to negatively impact waters of the State. The objective of the Waste Discharge Requirements/Monitoring and Reporting Program (WDR/MRP) is to establish a monitoring program for assessment of the impact of WWTF operations on the beneficial use of waters of the State. The current MRP (MRP No. 2014-0153-DWQ-R5273) requires monthly monitoring and quarterly reporting of the pond wastewater; annual sampling and reporting of the influent; and semiannual monitoring and reporting of groundwater. Influent samples are collected from Lift Station #8, pond samples are collected from Pond 1, and groundwater samples are collected from eight monitoring wells shown in red on Figure 3.

The monitoring wells were installed in June 2003 and groundwater monitoring has been performed since July 2003. Please refer to Table 1 in the 2021 Annual Groundwater Monitoring Report for Glory Hole Recreation Area WWTF (Annual Report) for monitoring well construction details. Groundwater monitoring includes: measuring depth to groundwater;

purging; measuring pH, temperature, and electrical conductivity (EC) during purging; collection and laboratory analysis of samples, and semiannual reporting. Please refer to Table 2 in the Annual Report for a list of the semi-annual constituents to be analyzed per MRP No. 2014-0153-

DWQ-R5273.

Sliger Mine Reclamation is the owner of Sliger Mine, which is located on U.S. Department of the Interior, Bureau of Reclamation land within the Auburn State Recreation Area (Figure 4). Sliger Mine is an abandoned mine 450 feet east of the Middle Fork American River. Sliger Mine is located 6 miles northeast of the town of Cool and approximately 1,500 feet south of the junction of Sliger Mine Road and Foxgrove Road. The Sliger Mine site is regulated under WDR Order R5-2022- 0007, issued to Reclamation for Sliger Mine and adopted by the CVRWQCB on February 17, 2022. The order serves as an NPDES permit (NPDES No. CA0084905) for point source discharges from the Sliger Mine site to surface waters of the Middle Fork American River.

PERFORMANCE ASSESSMENT:

Monitoring Performance. During the course of the evaluation period, the COR/POC will track Contractor performance. At the end of each evaluation, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.

Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR/POC to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed one page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence.

COR/POC Recommendation. The COR/POC will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR/POC and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.

The Quality Assurance Surveillance Plan (QASP). The QASP is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The following performance requirements summary (PRS) will act as a QASP. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.

Performance Requirements Summary

The PRS chart for each functional area of the contract requirement identifies the work requirement, contract reference, standard, method of surveillance, and work requirement weight.

The Contractor’s performance of each contract requirement is evaluated on the basis of a number of performance elements such as Quality of Work, Quality Control, Scheduling, response, timely completion, and compliance with safety or labor standards. The applicable performance elements of each contract requirement are identified in the PRS.

The PRS chart: Lists those requirements (column 1, Task) which are required to be performed by the Contractor. The absence of any contract requirement from the PRS, however, shall not detract from its enforceability or limit the rights or remedies of the Government under any other clause of the contract.

Defines the standard of performance for each listed service (column 2, Standards).

Sets forth the maximum allowable deviation (maximum error rate/acceptable quality level) from perfect performance for each listed service (column 3, Acceptable Quality Level) that may occur before the Government will invoke the negative past performance evaluation.

Sets forth the primary surveillance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements (column 4, Method of Surveillance).
