About this file

This document package includes an amendment to a federal solicitation and related questions and answers. The solicitation is for the Friant-Kern Canal Middle Reach Capacity Correction Project Phase 1, issued by the Department of the Interior Bureau of Reclamation. The amendment revises various contract specifications and drawings, provides responses to contractor questions, and extends the response deadline to July 14, 2021. Key work required includes excavation, embankment construction, canal lining, structures like siphons and turnouts, an operations and maintenance road, and tie-ins to existing infrastructure. Pricing will be based on unit rates for items like cubic yards of excavation. The pre-construction survey will serve as the basis for calculating final payment quantities to account for ongoing subsidence in the project area.

Amendment 0004

Friant-Kern Canal Middle Reach Capacity Correction Project Phase 1 Offeror’s Questions and Answers

Amendment 0004

Question 1: Reference Drawing GC-8 and GC-9: GC-8, Keynote H indicates the 2.5’ of bank freeboard is measured to the top of the O&M Road. GC-9, Section B, left hand side indicates the 2.5’ of bank freeboard is measured to the top of the uncompacted windrow. Please confirm if the 2.5’ of freeboard is measured to the top of the O&M road or to the top of the uncompacted windrow.

Response 1: 2.5' is measured to the top of the canal bank/O&M road as correctly shown on Section A/GC-8 and Detail 1/GC-9. The 2.5' freeboard dimension on Section A/GC-9 should have the top leader line pointing to top of bank NOT windrow.

Question 2: Specification 31 23 19, Paragraph 3.5.A states there are existing irrigation ponds on Drawings C-17, C-18, and C-44. These drawings appear to be outside the limits of the new parallel canal for the Phase 1 Project. Please confirm there is no additional work to occur at these locations under this contract.

Response 2: Section C 31 23 19 Subpart 3.5 A is revised to remove drawings C-17, C-18, and C- 44.

Question 3: Drawing C-706, Section Sta 5514+22.38 shows a drainage culvert crossing under the new canal and connecting to the existing canal, with a callout for Detail C-916. Detail C-916 on Drawing GC-17 includes a table identifying the drainage culvert crossings, but there is no culvert identified at Sta 5514+22.38. Plan and Profile Drawing C-29 does not show a drainage culvert crossing, but there does appear to be some type of existing concrete structure at this station. Please confirm there is no drainage culvert crossing at Sta 5514+22.38. If there is no culvert, please confirm what (if anything) is to be done with the existing concrete structure.

Response 3: There is no culvert at Sta 5514+22.37. This detail shall be deleted from Sta 5514+22.37 / C-706. The existing structure shown on C-29 is an abandoned drain inlet structure on the existing canal. This structure shall be demolished as necessary to access existing bank material.

Question 4: Reference Specification 01 30 00, Paragraph 3.1.A.3 – Mitigation Monitoring and Reporting Program (MMRP): Mitigation measures HAZ 1-2 and HAZ 1-3 reference the Contractor to carry Environmental Impairment Insurance. This coverage is typically site and project specific. Can a Contractor’s Pollution Liability insurance program be used in lieu of this project specific insurance requirement?

Response 4: Mitigation Monitoring and Reporting Program (MMRP) Mitigation Measures HAZ 1-2 & HAZ 1-3 are measures to be implemented during demolition of existing bridges. There is no bridge demolition required in the solicitation documents.

Question 5: Drawing C-208 indicates the KYTE and County Line Farms Easement starts at Ave 80 (Sta. 5727+00). However, Drawing C-39 indicates the easement starts at Ave 74 (Sta.

5756+00). Please confirm the correct start station for the KYTE and County Line Farms Easement.

Response 5: Easement starts at Ave 80. Drawing C-38 and C-39 has been revised to show correct extents of the Kyte and County Line Farms Easement.

Question 6: Drawing GC-16 – TBID Recharge West Berm: The eastern most slope of the new canal embankment is called out to be a 2:1 slope in the section views for the TBID Recharge West Berm. All other sections of the new canal embankment are called out to be 1.5:1. Please confirm if this embankment should be 1.5:1 per the typical details or if the 2:1 is correct.

Response 6: Embankment should be 1.5:1 slope.

Question 7: In attachment B.1 Schedule of Prices CLIN 58 specifies that the operations and maintenance road payment will start at STA 5314+31.35 and end at STA 5661+44.08. This would exclude the portion of the O&M road associated with the AVE 136 Tie-In. Please confirm which CLIN will carry the cost of the O&M road from STA 5308+39 to STA 5314+31.35.

Response 7: Embankment should be 1.5:1 slope.

Question 8: In attachment B.1 Schedule of Prices CLIN 58 specifies that the operations and maintenance road payment will start at STA 5314+31.35 and end at STA 5661+44.08. This would exclude the portion of the O&M road associated with the AVE 136 Tie-In. Please confirm which CLIN will carry the cost of the O&M road from STA 5308+39 to STA 5314+31.35.

Response 8: Tie in O&M road costs are to be included in the Tie In CLIN's 32 and 33. CLIN 58 and 59 are only for O&M roads along canal outside of tie ins, as the stationing shows.

Question 9: In attachment B.1 Schedule of Prices CLIN 59 specifies that the operations and maintenance road payment will start at STA 5664+48.58 and end at STA 5848+71.99. This would exclude the portion of the O&M road associated with the AVE 64 Tie-In. Please confirm which CLIN will carry the cost of the O&M road from STA 5848+71.99 to STA 5854+32.

Response 9: Tie in O&M road costs are to be included in the Tie In CLIN's 32 and 33. CLIN 58 and 59 are only for O&M roads along canal outside of tie ins, as the stationing shows.

Question 10: In attachment B.1 Schedule of Prices CLIN 58 and CLIN 59, there is not a specified location to carry the cost of the operations and maintenance roads between STA 5661+44.08 and STA 5664+48.58. Please confirm which CLIN will carry the cost of O&M road between this stationing.

Response 10: CLIN'S 58 and 59 will carry the cost of the canal O&M road work at Ave 88.

Stationing in Section 01 29 00 - 1.28 will be revised so that the O&M road work north of Ave 88 is in CLIN 58 and south is in CLIN 59.

Question 11: WBR 1452.215-81 – Proposal Instructions – Bureau of Reclamation states “This procurement will be conducted in accordance with FAR Part 15.” FAR 15.208 includes language that implies electronic submissions may be required to be submitted the day prior to the due date.

It states proposals must be “received at the initial point of entry to the Government infrastructure not later than 5:00 PM one working day prior to the date specified for receipt of proposals”, but is ambiguous as to what circumstances warrant this requirement. Please clarify if electronic submissions must be received by 5:00 PM, the business day before the stated bid due date

Response 11: This verbiage becomes relevant in the event that a proposal is received to the Government after the specified date and time proposals are due. If a proposal is late, the contractor would have to show proof that the electronic proposal was received to the initial point of entry to the Government’s infrastructure (electronic commerce/kiteworks) not later than 5:00 PM one working day prior to the date of receipt of proposals.

Question 12: Drawing C-203, Sheet Note A: Please confirm the Contractor is required to temporary bypass the 33” Irrigation line, and not to simply coordinate with COR for another entity to bypass the line.

Response 12: The Contractor is required to construct the temporary bypass for the 33" irrigation line to insure that TPDWD can stay in operation during construction. The note’s intent is that the Contractor's bypass plan is coordinated with COR.

Question 13: Reference Drawing C-407 – The DEID-68 Turnout shows the new turnout piping crossing the existing canal. The plan view drawing indicates 30’ Limits of existing liner to be removed. If this work is completed during or after the final outage, does the existing liner need to be replaced?

Response 13: Replace existing canal liner. Note will be added to C-407 to clarify.

Question 14: Reference Drawing GC-17, Detail C-916: The culvert is comprised of 3 lengths – L1, L2, and L3. The table has lengths provided for L1, L2, and L3, but the lengths appear to be incorrect or possibly transposed. For instance, L2 is the longest measurement in the detail, but the shortest length reported in the table. Please confirm the correct lengths for this detail.

Response 14: The typical profile drawn in Detail C-916 is conceptual only and intended to serve as a guide for the actual dimensions provided in the table. The L1, L2, and L3 dimensions in the table are correct. For a more realistic depiction of culverts refer to the C-700 series cross sections where each are shown to scale.

Question 15: Drawing GC-17, Detail C-918 – In lieu of install the trench sand filter plug, can the Contractor elect to backfill the entire run of pipe with CLSM?

Response 15: The trench sand filter plug must remain sand as detailed in C-918. CLSM will not be allowed.

Question 16: Specification 03 11 00, Paragraph 3.3.A – Vertical Forming states “not less than 1-inch of concrete shall be added to the indicated thickness of a concrete member where concrete is permitted to be placed against trimmed ground in lieu of forms.” Does this requirement apply to the canal paving on the slopes of the canal (i.e. 4.5” paving vs 3.5” paving)?

Response 16: This requirement does not apply to canal paving on slopes. Section 03 11 00 applies to cast-in-place concrete for structures. Refer to Section 03 31 00 for requirements related to canal lining tolerances and trimming.

Question 17: Specification 01 29 00, Paragraph 1.13.B, CLIN 20 Description reads “Sta.

5828+53.75 to 5848+71.99”. Based on Drawing C-209, it appears Siphon 10 ends at Sta 5929+53.75. Please confirm the Start Station for CLIN 20 and the end Station for CLIN 41.

Response 17: As shown on C-42 and C-209, CLIN 20 begins at Sta 5829+53.75. Specification 01 29 00, Paragraph 1.13.B, CLIN 20 beginning stationing will be revised.

Question 18: Reference Specification 01 29 00, Paragraph 1.13.A states “Measurement for payment for new canal excavation and compacting embankments WORK will be based upon the number of cubic yards of canal embankment volume based upon neat line depicted on Drawing GC-8, …”. Please confirm that material designated on GC-8, Sheet Key Note I: Outside Bank Zone 1 will be measured and paid under the respective embankment CLIN item and will not be considered incidental to the new embankment.

Response 18: The material and work required on GC-8, Sheet Key Note I: Outside Bank Zone 1 will be measured and paid under the respective embankment CLIN item.

Question 19: Spec section 03 31 00 part 3.1.A.3 states “the use of non-agitating equipment for transporting ready-mixed concrete will not be permitted.” This requirement will slow canal lining production rates and will consequently impact the quality of the paving. Please consider removing this requirement for canal paving to allow use of non-agitating equipment for transporting ready-mix concrete.

Response 19: Section 03 31 00 - 3.1 Ready -Mixed Concrete is applicable to ready-mixed concrete being produced at a commercial ready-mix facility and being transported from that facility to the project site. This does not apply to canal concrete paving produced at an on site batching facility central mixer per Section 03 31 00 - 3.2. Spec section 03 31 00 part 3.1.A.3 will be revised to clarify that the intent of this requirement is only for transporting ready-mix concrete.

Question 20: WBR 1452.215-82 Evaluation for Award, Factor 2A: Past Performance Data, Paragraph a.vii states “The Offeror shall provide each reference with a copy of the PPQ in Section J and have the reference return the PPQ to the BOR in accordance with instructions at the end of the form.” Some references are not willing or able to provide a written PPQ, based on Company Policy, but are willing to provide a verbal reference. Will a verbal reference from a past client be acceptable, provided adequate contact information is provided?

Response 20: Yes.

Question 21: Attachment Number 2, the Subcontracting Plans, provides under “(2) Goals” tables with a percent specified under % of Total Subcontracting. Are the specified percentages provided in the table examples or hypotheticals or actual goals? May the Offerors provide different percentages in (a) those tables submitted with the Proposal and (b) the Offeror’s Subcontracting Plan?

Response 21: Attachment Number 2 are the actual Department of Interior Small business subcontracting goals. The offeror can provide different percentages with their proposal and their subcontracting plan.

Question 22: Please refer to the San Joaquin Valley Air Pollution Control District (SVJUAPCD) documents provided in the contract documents. These documents restrict the speed limit on the project to 15 MPH for all vehicles and equipment. Considering the length of the project and the application of dust control measures, can the speed limit restriction be increased to a more productive speed limit such as 25 MPH?

Response 22: In consultation with the SVJUAPCD regarding this question, the Contractor does have flexibility with this 15 mph speed limit constraint. When the Dust Control Plan is filed, the Contractor can choose the method with which to control dust emission on haul roads, and select a method that includes application of water or dust suppressants. The Contractor is required to maintain compliance with Regulation VIII, in particular with the 20% opacity limit for visible dust emissions

Question 23: Can the invert elevation and lining heights of the existing Friant-Kern Canal be provided?

Response 23: Existing canal top of lining spot elevations (based on 2018 survey) and calculated invert elevations (based on lining elevation and known lining depth) have been added in tabular format to Drawings G-6 and G-7.

Question 24: See section 35 22 46 Part 1.6 Acceptable Gate Equipment Fabricators requirement.

Section 35 22 46 Part 3.1 Fabrication states ‘fabrication in accordance with applicable provisions of AISC 01 and AISC 02’. Please clarify if the applicable provisions require the fabrication shop to be AISC Certified. Request the AISC certification to be waived.

Response 24: It is confirmed that the AISC certification is not required. However, design requirements of ETL 110-2-584 and fabrication requirements of AISC shall be followed as stated in this RFI.

Question 25: Specification section 35 22 56, Check Structure Stoplogs and Lifting Beam, Part 2.2.A requires fabrication of structural parts shall conform to the applicable provisions of the AISC Specification of Design, Fabrication, and Erection of Structural Steel for Building, Code of Standard Practice for Steel Buildings and Bridges. Request the AISC certification to be waived.

Response 25: It is confirmed that the AISC certification is not required. However, design requirements of ETL 1110-2-584 and fabrication requirements of AISC shall be followed as stated in this RFI.

Question 26: Please refer to drawing GC-17, page 29 of the contract drawings, detail C-918. The plan view of this detail shows the sand filter plug to extend a minimum of 8’ beyond the outside wall of the pipe on each side. The detail also shows the total width of the sand filter plug to be 8’ for pipe 36” in diameter and larger or 3 times the outside diameter of the pipe for pipe 30” or smaller in diameter. If a pipe is 36” in diameter is the width of the sand plug to be 8’ or 16’ wider (8’ on each side of the pipe) than the outside diameter of the pipe (approximately 19’). Please clarify.

Response 26: The plan view width dimension stating "total width of the sand filter plug to be 8’ for pipe 36” in diameter and larger or 3 times the outside diameter of the pipe for pipe 30” or smaller in diameter" shall be deleted. This is intended to be the length requirement in the profile view and was accidentally copied over to plan view. Sand filter trench plug width requirement remains 8'-0" minimum beyond pipe OD on each side.

Question 27: Utilizing the cross sections available on plan C-703 through C-711 / sheets 87 through 95 we only were able to verify approximately 90.0 percent of the quantities listed for CLIN 12 through 20. This potential under-run in quantity significantly affects the lump sum items of work to be included in the responsible items. Measurement for payment is silent on the following issues: Specification section 31 00 00 site preparation indicates 3 to 12 inch of stripping will be required. Is stripping topsoil paid as excavation? Will the ground surface be measured for payment after topsoil is removed? Specification section 01 71 20 surveying paragraph 1.3 Design Phase 2018 Topographic Survey (A. The Government has conducted a 2018 design topographic site condition survey. Subsequent to the 2018 aerial topography performed, the GOVERNMENT performed a RTK-GPS field survey in 2019 and 2020 of bridge decks and check structures between the Tule River Check and the Woollomes Check, approximately 26 miles in distance. The ground surface is continuing to subside in some locations, between 0 to 4 inches annually.) and paragraph

3.2 quantity surveys Para. B and C. (B. This project is located within an active subsidence zone. It is understood that regional land subsidence has continued from the period of the August 2018 design survey and the beginning of construction. C. Perform surveys necessary for the GOVERNMENT to determine final quantities of the work in place. Final payment quantities will be based on the GOVERNMENT’S pre-construction survey and submitted survey notes and computations. The GOVERNMENT will consider alternate methods to account for subsidence and calculate quantities, but those alternate methods would have to be agreed to in writing, by both parties, prior to the start of construction.) These paragraphs contradict if final quantities for payment is based on Government preconstruction surveys in August of 2018. Has the Government inflated the quantities in CLIN 12-20 to account for anticipated subsidence? Provided cross sections are on 1000 ft centers, will settlement measuring devices have to be on approximately the same spacing? Will the cost of providing, placing, protecting and measuring settlement devices be covered by the Government?

Response 27: 1) Note CLINs 12 through 20 are paid for by the CY and not lump sum. Reference response to question number 36 regarding original ground survey to be used in calculating final pay quantity. Estimated quantities shown for CLINs 12 through 20 include approximately 6% increase to account for anticipated subsidence and calculations were based on 100' sections.

2) Topsoil stripping is part of work in Section 31 10 00. This is covered under CLIN 6 as defined in Section 01 29 00 Measurement and Payment. Topsoil is paid for under CLIN 6.

3) Reference response to question number 36. Survey to establish ground surface for payment will be made before clearing and excavation begin.

4) Reference Section 01 71 20 3.6 regarding subsidence monitoring requirements. The coordinates for the points requiring annual survey have been added in a table in this Section as a part of this Amendment. See Section 01 50 10 Protection of Existing Facilities for additional information on protection of existing facilities.

Question 28: Amendment No 0002 changed the offer due date to July 2, 2021. Does this also change the due date of the Past Performance Questionnaires (PPQ)? Or are the completed questionnaires still due in no later than June 17, 2021?

Response 28: Past Performance Questionnaires (PPQ) are due no later than July 14th at 1:00 p.m.

PST.

Question 29: What is the estimated concrete volume for the project?

Response 29: The offerors shall be responsible for preparing their own estimate of the concrete volume for the Project.

Question 30: Will there be a separate solicitation released for materials testing for the Friant Kern Middle Reach Capacity Correction project?

Response 30: No, there will not be a separate solicitation for this.

Question 31: Do we have to submit PPQ’s from both POC 1 and POC 2 for each past performance project? or is the PPQ required from POC 1 only?

Response 31: You can submit a PPQ from POC 1 or POC 2 on each past performance project.

Question 32: In reviewing the detail drawings for the concrete structures, the length of the rebar may be too long for practical construction methods. If additional rebar splices are required for construction, what is the required bar lap splice criteria? If necessary, are mechanical couplers permitted?

Response 32: Lap splices detailed on the structure plans (S drawings) are minimum requirements.

Additional lap splices may be added at Contractor’s option for constructability purposes, subject to the limitations and requirements indicated in the contract documents, specifically the Structural Standard Notes & Details (GS drawings) and the Section 03 Series Project Specifications.

Contractor shall show all proposed rebar splice locations on the appropriate RSN submittals for concrete placement drawings and reinforcement shop drawings for review and approval. Per Note 5 on Standard Detail S-143 on Drawing GS-3, mechanical couplers may be used for splices of #11 bars provided all minimum bar clearance requirements are maintained. Use of mechanical couplers at other locations requires site specific approval from the Contracting Officer’s Representative, per Specification Section 03 21 00, Subsection 2.2.A Mechanical Couplers. Splice/coupler use proposed by the Contactor and approved by the Government as described above will not change the Contract lump sum price for the work required. See clarification to Section 03 21 00 - 3.5.A.2

Question 33: Please confirm there will be a canal outage every December thru January during the contract period beginning with December 2021.

Response 33: Reference Section C 01 14 00 CONSTRUCTION CONSTRAINTS AND SEQUENCING; Subpart 1.10 C 4. for detailed information on the annual canal outage periods.

Note several Sections in the technical specification require submittals with approval timeframes prior to canal outages.

Question 34: Drawing G-3, Note 1 indicates the additional TBID land may be available for use as a staging area. Please provide anticipated cost for rental/use of the property.

Response 34: The cost for use of the potential staging area referenced is $32/acre per year. Access to this potential staging area is from Road 224.

Question 35: Drawing GC-1, Survey and Control Note 4 states that the project is subject to active ground subsidence. Specification Section 01 71 20, Paragraph 3.2. C. states that final payment quantities will be based on the Government’s pre-construction survey but allows for potential alternative methods to account for subsidence. Please confirm whether Contractor should anticipate that the 2018 preconstruction survey will be used as the basis for final payment quantities, or whether a preconstruction survey performed by either the Contractor or Government just prior to construction will be allowed to be used.

Response 35: Final Payment Quantities will be based on a pre-construction survey. Specification Sections 01 71 20 - 1.4.A and 3.2.C have been revised to clarify this requirement.

Question 36: Regarding the subsidence issue, please clarify whether Contractor or Government owns the risk for meeting the final design elevations for the various features of work during construction and during the warranty period? For example, canal lining will be placed in the first year of construction to the design lines and grades, but by the end of construction and/or warranty period, will likely be subject to continued subsidence

Response 36: It is the responsibility of the Contractor's quality control system to assure the construction work is constructed in accordance with the contract requirements and the Government’s quality assurance system to verify items of work are built to the required lines and grades and accepted as promptly as possible. (FAR Part 52.246-12, Inspection of Construction). An evaluation of any changes to line and grade identified after construction will be made by the Gov't, whether the change is identified before final acceptance or during the warranty period. FAR Part 52.246-21, Warranty of Construction outlines the conditions for which the contractor is and is not responsible for the work, materials, equipment, and design provided and constructed under the contract. Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government furnished material or design. The example provided as part of your question in which the lining elevation that is found to be lower than what it was at the time of construction would be considered under all pertinent contract requirements and under the conditions it was constructed. If this change in elevation is within the range of measured subsidence settlement in the area and can be reasonably attributed to subsidence, the Contractor would not be responsible for the costs of any required corrective measures.

Question 37: Specification section 032100 Reinforcement Steel – Part 3.5.A.1&2 state that reinforcement bar splices shall only be used at indicated locations, and splices at points other than where indicated shall be as reviewed and accepted by the CONTRACTING OFFICERS REPRESENTATIVE. At CIP box syphons (e.g. F/S-7; B/S-8), splices are not indicated for the vertical wall reinforcing. Will lap splices of vertical wall reinforcing be permitted at the wall construction joints on top of the base slab for both interior and exterior walls? At transition structures, check structures, weir boxes, & turnout structures, splices are not indicated for the vertical wall reinforcing. Will lap splices of vertical wall reinforcing be permitted at the wall construction joints on top of the base slabs?

Response 37: See response to question number 33 amendment number 0004.

Question 38: Specification Section 01 74 40, part 3.1 requires air/water leak detection of all expansion joints prior to backfilling. Part 3.2 requires a complete siphon water test after backfilling. This testing seems redundant for the siphon structures. Could one of the tests be completed in lieu of doing both tests? Also, is there any requirement to test expansion joints on the canal paving or the tie-in between the canal and Turnout or siphon structures?

Response 38: Specification Section 01 74 40, part 3.1 air/water testing shall be performed on structure to structure expansion joints (Detail S-903 on Drawing GS-2). Canal lining expansion joint testing is not required. Specification Section 01 74 40, part 3.1 air/water testing does not apply to canal lining to canal lining expansion joints (Detail 4 on Drawing GC-10) and canal lining to structure expansion joints (Detail S-901 on Drawing GS-2). The siphon boxes do not have expansion joints but rather have contraction joints. The siphon boxes only require the hydraulic testing indicated Specification Section 01 74 40, part 3.2.

Question 39: Specification section 01 14 00 paragraph 1.10.D. states “Storm Drain Pump Station discharge lines crossing Tulare County road right-of-way. There are 12-inch diameter storm drain lines that cross Road 184 at two separate locations. For the drain line installation, only one lane of traffic shall be closed at one time to allow continuous flow of traffic.” Please clarify that this is out of our scope of work as the documents do not show any work that affects Road 184.

Response 39: This is not in the Phase 1 scope of work. Paragraph 01 14 00 - 1.10 C.d. is deleted in this amendment.

Question 40: Are bidders required to use the Section J: Attachment 2 for the Subcontracting Plan?

If we have a Subcontracting Plan that addresses all fifteen elements are we allowed to use our format in lieu of Attachment 2?

Response 40: No. Use Section J: Attachment 2 included in the solicitation.

Question 41: The Past Performance Questionnaire Page 1 asks for the Evaluator’s information and

Page 8 asks for the Rater’s Name, Signature and Date. Is the Evaluator and the Rater the same individual?

Response 41: Yes. The evaluator and rater are the same individual.

Question 42: Specification 02 41 19, Paragraph 3.5.F states, “Dielectric insulating joints shall be installed at interconnections between new and existing piping.” The GC drawings indicate butt strap connections for steel pipe and concrete collars for steel to RCP connections. Please confirm we are to make the new pipe to existing pipe connections following the details provided in the GC drawings and the dielectric insulating joints are not required.

Response 42: Where new pipe to existing pipe connections specifically call out connection details such as concrete collar, welded butt strap, etc, provide per detail and the dielectric insulating joints are not required.
