Amendment 0002
Friant-Kern Canal Middle Reach Capacity Correction Project Phase 1 Offeror’s Questions and Answers
Amendment 0002
Question 1: Request that the minimum 10HP requirement list in the technical specification have an allowance for 15HP as this would ease the contractor supply of the control panels. Also, request the efficiency % to be at 69%.
Response 1: Specification Section 43 25 06.2.1.C establishes 10 hp as the minimum motor size. This would not prevent the Contractor from proposing a 15 hp pump. 2. The proposed change to Specification Section 43 23 06.2.1.C for the Design Flow Minimum Pump Efficiency from 71 percent to 69 percent is acceptable.
see Attachment No 8.
Question 2: Refer to contract specifications section 01-32-30 Contract Document Management System. Is there at least one vendor that meets all the requirements listed under section 01 31 30 – Contract Document Management System (CDMS)? Please clarify.
Response 2: There are several different CDMS providers with applications capable of conforming to the requirements specified in section 01 31 30: Contract Document Management System.
Question 3: If the projects we are listing have previously filled out past performance questionnaires, will this form suffice for the requirement in Factor 2A Past Performance Data?
Response 3: No. Offerors shall submit the Past Performance Questionnaire provided.
Question 4: Page L-16 says “The offeror shall provide a description of no more than 3 projects completed within the last 15 years that demonstrate similarity to this solicitation.” However, attachment number 5 Offeror Past Performance Information Worksheet states “Offerors shall use this format to provide no more than three (3) contracts performed within the last three (3) years.” Please update the language in attachment number 5 to say “within the last the last 15 years.
Response 4: See revised Attachment 5 – Offeror PPI Worksheet.
Question 5: Regarding CLIN 21 Over Excavation for Canal and Structures 294,000 cy Specification Section 31 30 00, Section 3.1 Excavation, C. Over-Excavation, 2. Deer Creek and White River Over- Excavation Ground Improvements Zones b. White River Over-Excavation Zone is not shown on the plans.
Please Clarify. Plan Sheet GS-5, Sheet 100 of 203, Detail S-904 indicates over-excavation and references Note 2. It is unclear if over-excavation is required under the slab and walls of siphons other than Deer Creek. Please clarify if over-excavation is required. Please clarify depth of over-excavation if required.
Please clarify locations required if more than the Deer Creek check and siphon.
Response 5: Required excavation under CLIN 21 is defined in Section 01 29 00 and shown on Contract Drawings C-30, C-100, C-706, C-707, and S-12. Detail S-904 Note 2 states "See Drawings for limits of over-excavation required at check structures." This should only be referring to a single check structure, Deer Creek. Per Section 31 30 00.3.1.C.2, over excavation is only indicated (required) at the Deer Creek structure. All other structural foundations shall be prepared per Section 31 30 00.3.1.E. For over-

Question 6: Requesting clarification regarding the Subcontracting Plan. Attachment 2 refers to SBA "Lists" of Certified SDBs and HSBs. The SBA DSBS no longer shows SDBEs in the Government Certification section, but rather in the "Self Certified" section. See attachment. Are self-certified firms acceptable for this project? Also, are certifications from other jurisdictions (e.g. CA DOT DBE UCP, CPUC, CA DSG) acceptable?
Response 6: The Government will use the subcontractor’s System for Award Management (SAM) certification to determine the socioeconomic status of each firm in accordance with FAR 52.219-8, "Utilization of Small Business Concerns.”
