14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
A. The purpose of this amendment is to incorporate the questions received below regarding this solicitation:
1) Assume 5 new well installations per year.
To what depths should we assume well installation? Within Appendix H of the SMP, typical existing well depths range from 25th and 75th quartile are 3.4 and 9.7 ft bgs. Yet the hydraulic testing subtask assumes 20 foot boreholes. Well depths up to eight feet can typically be installed via hand augering; deeper depths may require a drill rig which greatly increases the costs, consequently an assumed well depth would be helpful to estimate costs.

-Appendix H refers to shallow groundwater monitoring well thresholds and not well depth.
Please refer to Appendix E for more information on the monitoring network, which describes that wells can range anywhere from 15 to 80 feet. The mean and mode monitoring well depth for the network installed by Reclamation is 30 feet.
It is understood that the 5 new wells will be installed with pressure, elevation, temperature and EC sensors connected to a telemetered datalogger. What existing telemetered data systems are in use in the 8 real-time monitored wells? The introduction of different sensor types and data acquisition systems may result in additional downloading/data processing time and telemetry/cellular charges, consequently it is important to know what sensor types Reclamation uses in order to assess trade-offs between time and instrument costs.
-Reclamation currently has deployed a variety of loggers throughout the monitoring network but future monitoring should not be limited to current practices. Examples of loggers currently installed include: In-Situ LevelTroll 500, Solinst Levelogger F30, YSI 600LS; the real-time monitored wells use YSI brand equipment.
2) Assume 5 hand auger monitoring locations and/or temporary wellpoints installed per year.
Are these temporary well points different than the new wells and to what depths should they be drilled? Are dataloggers to be installed in these wells? Will these wells require abandonment in addition to the other 5 wells specified for abandonment?
-Yes, these are different than the wells to be installed as part of the shallow groundwater monitoring network. They are typically hand auguered to depths of approximately 7-9 feet.
They may be outfitted with a datalogger or will require manual measurements. These temporary well points should not require the same level of abandonment as the monitoring wells constructed for shallow groundwater monitoring but will need to be properly remediated after use.

3) Quarterly staff gage readings at 20 locations in Reaches 1 through 5 and the bypasses. Once a year, these readings will incorporate a flow measurement.
During what time of year, or below what stage should we assume these flow measurements to be taken? Based on our review, many of the surface water flow transects can be gauged at low water using wading methods; at higher stages (i.e.
between Dec-Mar) a boat will be required.
Understanding what stage Reclamation requires measurement will help us budget this task.
-Expect that flow measurements would be likely to occur during higher flows in the spring.
4) Purchase and installation of 30 additional hourly capable dataloggers in Year 1; Purchase and installation of 15 additional hourly capable dataloggers in Years 2 and 3.
Are the parameters to be measured with these dataloggers include EC (similar to the requirement for the new wells), and what are the current datalogger type that Reclamation is using? The price difference between a sensor that only monitors pressure and temperature and a transducer that also measures EC is typically a
$1000. In addition, the introduction of different sensor types and data acquisition systems may result in increased data download and processing time.
-Please refer to further description of dataloggers provided above. Any new dataloggers should have similar capabilities.
5) The total number of wells within the program is unclear. The solicitation refers to 80 primary and 120 secondary wells; the Well Atlas figures indicate 257 wells, other groundwater monitoring data available on the SJRRP website indicates over 300 wells.
Are the 120 monthly manually monitored wells a subset of the 200 wells monitored quarterly, or are there 320 wells (200 quarterly and 120 monthly) to be monitored? Do the 200 wells all have dataloggers?

-Yes, the 120 monthly manually monitored wells are a subset of the 200 wells monitored quarterly. No, not all 200 wells have dataloggers.
6) Ground surveys of all measurement sites to identify topography of the surrounding lands and cross section profile
We understand from Amendment 3 that this is in reference only to new well sites. What are the expected measurement lengths of the cross-section
(i.e. if to the SJR, how far should we assume from the river). We assume that Reclamation collects LIDAR data on the SJR on a regular basis, as an alternative, can we assume that the well elevation data can placed on existing topography data to develop transect profiles?
-Cross-section information is generally needed from the river to the wells. The distance of the wells from the rivers varies. The average monitoring location distance from the centerline of the river is 1,750 feet for Reclamation installed equipment. Reclamation does not collect
LiDAR data on a regular interval, but there is
LiDAR data available. Reclamation does however conduct regular subsidence monitoring in the
Restoration Area. Well elevation data and existing topography data can be utilized with various software for any necessary interpolation and analysis.
B. All other terms and conditions of the solicitation remain the same.
C. Contractors shall follow the instructions in block 11 of this form.
