140R2020Q0114/0003 shows figures of the well locations. Can
Reclamation provide this information?
A: The PWS was written to provide a general monitoring plan and data collection schedule that quotes should be based on (please also refer to the discussion beneath the list below, and included in the PWS). This includes the following; refer to the PWS and available Program documents at http://www.restoresjr.net/ for any further details:
-Purchase and installation of 30 additional hourly capable dataloggers in Year 1
-Purchase and installation of 15 additional hourly capable dataloggers in Year 2
-Purchase and installation of 15 additional hourly capable dataloggers in Year 3
-Assume 5 new well installations per year
-Assume 5 well abandonments per year
-Assume 5 hand auger monitoring locations and/or temporary wellpoints installed per year
-Soil characteristics such as hydraulic conductivity, and moisture using equipment such as hand-auger samples and an EM38 meter or equivalent tools. Assume such characterization of soils at one (1) site per year. Assume one site would include a work plan over approximately 250 acres.
-Ground survey for any measurement site installed through the contract
-Quarterly staff gage readings at 20 locations in
Reaches 1 through 5 and the bypasses. Once a year, these readings will incorporate a flow measurement.
-Monthly groundwater level measurements in approximately 120 wells in Reaches 1 through 5 and the bypasses, and quarterly measurements in the remainder of the well network.
-Quarterly downloads of logged data.
Note that Reclamation is open to alternative methods of achieving baseline monitoring objectives described in the PWS and available
Program documents at http://www.restoresjr.net/.
Alternative approaches to the current monitoring network should be described and outlined as a alternative quote.
2) We would also need similar information for the surface water monitoring gauges and the

A: Refer to comments above.
3) Can you please provide an explanation of the data management system used (i.e. Access, mySQL, web-based, ArcGIS online)?
A: Refer to the "Format" discussion of Subtask
II. Other formats may be considered and should be described and outlined as an alternative quote.
4) We understand that Reclamation has been conducting the groundwater and surface water monitoring in-house. Are there specific permits and reporting that Reclamation is required to document for the current monitoring program?
A: Depending on the action, please refer to the paragraph of the PWS that states:
The Contractor shall develop required environmental compliance and permitting documents in coordination with the SJRRP office. The
Contractor will complete National Environmental
Policy Act compliance for all monitoring activities with guidance from Reclamation, including Categorical Exclusions or Environmental
Assessments. The Contractor will also develop information for all required permits, including possible Streambed Alteration Agreements, Section
10 of the Rivers and Harbors Act permits, Section
404 of the Clean Water Act, Section 401 of the
Clean Water Act, Essential Fish Habitat, and any other required permits.
Most monitoring activities have not required specific permits or reporting.
5) Any other information regarding the current level of effort would be helpful (i.e. hours and direct costs).
The PWS was written to provide a general monitoring plan and data collection schedule that quotes should be based on; therefore, current level of effort estimates should not be applicable. Note that Reclamation is open to alternative methods of achieving baseline monitoring objectives described in the PWS.
Alternative approaches to the current monitoring network should be described and outlined as an alternative quote.

Q2: CLIN 00060: Subtask VI - Outreach ¿ Seepage and Conveyance Technical Feedback.
Based on the information provided it is difficult to assess the level of effort required for this task to include other public meetings (such as the Program Science Meeting) that may be required. Could Reclamation provide a summary of the labor hours and direct costs that were incurred on previous years for this task?
A: Based on the information provided it is difficult to assess the level of effort required for this task to include other public meetings
(such as the Program Science Meeting) that may be required. Could Reclamation provide a summary of the labor hours and direct costs that were incurred on previous years for this task?
Please find a summary of relevant outreach tasks below that are described in the PWS:
-Assume two public meetings per year. These typically consist of of a 2-3 hour presentation describing technical developments and status updates with ample time for stakeholder feedback and comments. Typical locations will consist of areas near Los Banos and Firebaugh, CA. This coordination task requires the Contractor¿s assistance in planning the outreach, scheduling the meeting with
Agencies and stakeholders, creating the agenda, assisting in development of the presentation, setting up the room, facilitating the meeting, taking notes, soliciting comments, and other duties associated with outreach.
-Assume monthly Seepage Subgroup meetings each year. Typically, one hour meetings over the phone.
-Assume up to two meetings per year in
Sacramento, CA to develop materials, coordinate technical efforts, and develop strategies.
-The Contractor¿s Project Manager and/or Project
Coordinator should account for attending the
Program Science Meeting to be held in Year 2.
Participation may include being a speaker, pop-up talk, poster presentation, or attendance.
