About this file

This document is a federal contract requirement notice for the procurement of turbine oil by the Bureau of Reclamation at Grand Coulee Dam.

The Bureau of Reclamation requires delivery of 9,000 gallons of circulating lubricant for operating turbines, specifically Mobil DTE Heavy-Medium Oil Group I with ISO Grade 68. The specifications include detailed ASTM test requirements covering air release, copper corrosion, density, demulsibility, flash point, foaming characteristics, kinematic viscosity at two temperatures, pour point, rust prevention, oxidation stability, and viscosity index. The oil must meet stringent performance standards, including air release of ≤4.0 minutes, flash point of ≥223°C, kinematic viscosity of 65.1 cSt at 40°C (within the ISO VG 68 range of 64.6–71.4), pour point of ≤-15°C, and oxidation stability of ≥4,500 hours. The contractor bears responsibility for filling the Bureau's storage tanks equipped with 3" cam lock connections. Delivery must be made to HWY 155, Warehouse B Door 6, Grand Coulee, Washington 99133. The document includes alternative specifications for comparable products, noting variations in air release (≤5.0 minutes), flash point (≥240°C), pour point (≤-24°C), and viscosity index (≥105), with limited saltwater rust prevention data available for alternatives.

9,000 Gallons of Turbine Oil for Grand Coulee, Washington

The Bureau of Reclamation, Grand Coulee Dam requires 9,000 gallons of circulating lubricant for operating turbines. This is a brand name requirement for Mobil DTE Heavy-Medium Oil Group I with ISO Grade 68. The following are the salient characteristics of the oil.

Specifications:

• ASTM D3427 (Air Release, minutes @ 50°C): ≤4.0 minutes.

• ASTM D130 (Copper Corrosion, 3 hours @ 100°C): 1B.

• ASTM D4052 (Density @ 15.6°C, kg/m³): 860.

• ASTM D1401 (Demulsibility, time to separate 40/37/3 mL @ 54°C, minutes): ≤20 minutes.

• ASTM D92 (Flash Point, Cleveland Open Cup, °C): ≥223°C.

• ASTM D892 (Foaming Characteristics, Sequence I/II/III, mL foam/tendency): 0/0/0.

• ASTM D445 (Kinematic Viscosity, cSt @ 40°C): 65.1 (within ISO VG 68 range of 64.6–71.4).

• ASTM D445 (Kinematic Viscosity, cSt @ 100°C): 8.7.

• ASTM D97 (Pour Point, °C): ≤-15°C.

• ASTM D665 (Rust Prevention, Procedure A and B): Pass (including saltwater).

• ASTM D943 (Oxidation Stability, TOST, hours to 2.0 mg KOH/g): ≥4,500 hours.

• ASTM D2270 (Viscosity Index): ≥95.

• ASTM D3427 (Air Release): ≤5.0 minutes (slightly longer than Mobil’s 4.0 minutes).

• ASTM D130 (Copper Corrosion): 1A (comparable).

• ASTM D4052 (Density): 0.87 g/cm³ (comparable).

• ASTM D1401 (Demulsibility): ≤20 minutes.

• ASTM D92 (Flash Point): ≥240°C.

• ASTM D892 (Foaming Characteristics): 0/0/0 (comparable).

• ASTM D445 (Kinematic Viscosity): 68.0 cSt @ 40°C.

• ASTM D445 (Kinematic Viscosity): 8.95 cSt @ 100°C (comparable).

• ASTM D97 (Pour Point): ≤-24°C (lower than Mobil’s ≤-15°C).

• ASTM D665 (Rust Prevention): Pass (Procedure A), but limited data on saltwater (Procedure B).

• ASTM D943 (Oxidation Stability): ≥4,500 hours.

• ASTM D2270 (Viscosity Index): ≥105 (comparable).
