About this file
This document contains questions and answers related to a solicitation for landscaping and grounds maintenance services. The solicitation is for a base year plus four option years to perform landscaping services at the Grand Coulee Power Office, including mowing a total of 2,859 acres across various locations. Clarification is provided that while the Performance Work Statement references appendices, the information is incorporated directly into the PWS. It is confirmed that the period of performance is from January 1st to December 31st each year, with the growing season considered April 15th to October 31st. There are only two animal waste stations included in the requirement, located at North Dam Park. The contractor will be responsible for irrigation system maintenance from the shutoff valves upstream of control valves.

Question:
There are many references to Appendices A, B, C, D, & E in the solicitation PWS. However, we do not find these documents posted. The exception to this is a document labeled “Attachment_2_Area_Descriptions_and_Photos” which may be Appendix B, albeit mislabeled.
Answer:
There are no appendixes as referenced in the PWS. The appendix language should have been removed with the final PWS version as the appendix information was directly incorporated into the PWS rather than having the extra attachments.
Attached to this amendment is an updated PWS showing deleted language in red wording with a strikethrough. See also the following sections for clarifications:
Section 3.4 Task 4 Unimproved area the title of Attachment 2 Area Descriptions and Photos was added to unimproved area 1 and 2.
Section 3.5 Task 5 Supplementary Area Spraying clarification in acreage size is made for:
• Transformer Decks
• Spreader-yards/Switchyards
• Transmission Towers
• Radio Repeater Control Building

The growing season at GCPO is normally considered to be from April 15th to October 31st, with the first planting historically after Mother’s Day weekend, depending on frost.
With regards to the animal stations, there are 2 listed as part of the requirements, are these the only 2 required under this contract or will the other 8 waste stations be included as well?
Answer: There are only 2 waste stations located at North Dam Park that are included in this solicitation. Other waste stations may be installed in the future, but the location and quantity have not been determined at this point.
At what point does the contractor take over the maintenance of the irrigation system? Will it be at the water main or at the valve boxes for each system?
Answer:
The contractor takes over maintenance at the irrigation shut off valve for each system, that is used for winterizing each system. The irrigation shut off valve is upstream of and typically near, but not necessarily in, the valve boxes containing the automated valves for each system.
