About this file
This is a Sources Sought Notice issued by the U.S. Department of the Interior, Bureau of Reclamation for the Grand Coulee Nathaniel 'Nat' Washington Power Plant GSU Transformer Replacements project in Washington. The Bureau is conducting market research to identify interested and capable contractors prior to issuing a formal solicitation. The work involves replacing six single-phase, outdoor, Class II generator step-up (GSU) power transformers with a capacity of 165/220/276 MVA using synthetic ester insulating fluid. Principal components include supplying and installing six new GSU transformers, removing and disposing of three in-service and four spare transformers (including insulation fluid and asbestos wiring disposal), relocating three transformers to spare locations, and modifying existing isolated phase bus for connection to new units. The transformers must meet specific technical requirements including 310.687 kV high side voltage, 15 kV low side voltage, 1675 BIL winding rating, 60 Hertz frequency, and audible sound level compliance with IEEE C57.12.00 standards. The estimated order of magnitude exceeds $150,000,000 with anticipated contract award in FY2026 (subject to change). The estimated contract type is hybrid firm fixed price for construction and supply with an estimated period of performance to be determined.
Responses are due by 5 p.m. Mountain Time on March 12, 2026 and must be submitted to Contracting Officer Colby Clifford (CClifford@usbr.gov) and Contract Specialist Drew McGuire (DMcGuire@usbr.gov). Interested offerors should provide organizational information, statement of interest as prime or subcontractor, transformer manufacturer and country of origin with Buy American Act compliance documentation, estimated manufacturer lead time (using a reference NTP date of October 10, 2027), market volatility assessment with guidance on Economic Price Adjustment terms, construction bonding levels, SBA size status and certifications, firm capability description, and one to three recent similar projects with minimum $8 million contract value completed at least 75 percent within the last ten years. The Government is also seeking technical and commercial input on two alternatives: maintaining synthetic ester insulating fluid specifications (Alternative A) or revising to allow mineral oil (Alternative B), with detailed questions addressing Buy American Act compliance, short circuit testing, manufacturing duration, and pricing impacts for economies of scale at increased quantities. This Sources Sought is for market research purposes only and does not constitute a commitment to award a contract or obligate the Government to make payment for submitted information.

Project Description:
10. Additional Technical/Commercial Questions for Industry Input (Ester Oil vs. Mineral Oil Options)
The Government requests responses to the following questions, as applicable, to support market research and potential finalization of specifications. Respondents may answer at a high level if certain details are proprietary or competition sensitive.
The Government is seeking input on two alternative approaches for the GSU transformers described above. Alternative A maintains the requirement for Synthetic Ester insulating fluid as http://www.sam.gov/ currently reflected in the draft specifications. Alternative B contemplates revising the requirement to allow Mineral Oil insulating fluid in lieu of Synthetic Ester. Respondents are requested to address the questions below for Alternative A and/or Alternative B, as applicable to their capabilities and typical commercial offerings. Responses may identify any assumed technical parameters, exceptions, or impacts to cost, schedule, testing, and manufacturability associated with either alternative.
10.A. Regarding supply of Synthetic Ester insulating fluid transformers:
a. Please describe your company’s capability to meet Federal Acquisition Regulations related to the Buy American Act with supply of Ester Oil transformers.
b. Please describe whether your company has completed a short circuit test for Ester Oil transformers meeting the criteria required in the specifications.
c. Please identify any other tests or technical performance criteria to which your company would take exception for a contract based upon the Ester Oil specification.
d. Please identify aspects of the Ester Oil specifications that will make supply of Ester Oil transformers difficult
e. Please identify installations supplying similarly sized transformers or other large transformers your company has completed utilizing Ester Oil transformers.
f. Please confirm whether your company will be willing to submit a bid based on the Ester
Oil specifications since the specifications will be based on Firm Fixed Price methodology described in Federal Acquisition Regulations (FAR) 16.202.
g. What changes to the Ester Oil specification would reduce the manufacturing duration associated with transformer supply.
h. Would an increase in the currently anticipated purchase quantity of (six (6) Ester Oil filled transformers) change your company’s willingness to bid on the contract without changing the oil type? If so, what is the minimum quantity necessary?
i. Would an increase in the currently anticipated purchase quantity of (six (6) Ester Oil filled transformers) result in a substantial decrease in the per transformer price
(economies of scale, example: fixturing and manufacturing setup costs)? If so, what is the minimum quantity necessary?
10.B. Regarding supply of Mineral Oil transformers:
a. Please describe your company’s capability to meet Federal Acquisition Regulations related to the Buy American Act with supply of Mineral Oil transformers.
b. Please describe whether your company has completed a short circuit test for Mineral Oil transformers meeting the criteria required in the specifications.
c. Please identify any other tests or technical performance criteria to which your company would take exception for a contract based upon the Mineral Oil specification.
d. Please identify aspects of the Mineral Oil specifications that will make supply of Mineral
Oil transformers difficult
e. Please identify installations supplying similarly sized transformers or other large transformers your company has completed utilizing Mineral Oil transformers.
f. Please confirm whether your company will be willing to submit a bid based on the
Mineral Oil specifications since the specifications will be based on Firm Fixed Price methodology described in Federal Acquisition Regulations (FAR) 16.202.
g. What changes to the Mineral Oil specification would reduce the manufacturing duration associated with transformer supply.
h. Would an increase above currently anticipated purchase quantity of (six (6) Mineral Oil filled transformers) result in a substantial decrease in the per transformer price
(economies of scale, example: fixturing and manufacturing setup costs)? If so, what is the minimum quantity necessary?
11. Provide any other comments and/or concerns.
M. Responses to this Sources Sought are due no later than 5 pm Mountain Time on March 12th, 2026.
